Caritas of the Czech Republic (CCR) is a humanitarian organization that provides assistance to vulnerable populations through a number of development and emergency programs. In Ukraine, CCR aims to improve the standard of living and resilience of communities affected by conflict and socio-economic problems.
Goal
The MEAL specialist will be responsible for ensuring high-quality monitoring , evaluation, accountability and learning processes integrated at all stages of project implementation. The MEAL Specialist will work closely with program staff to develop and implement robust MEAL schemes that support evidence-based decision making and demonstrate the impact of CCR interventions.
Key Responsibilities p>
Monitoring and evaluation:
- Development and implementation of the MEAL structure and tools for monitoring and evaluation of the project.
- Conducting regular visits to locations for monitoring project activities and data collection.
- Coordinating and supporting the collection, analysis and reporting of qualitative and quantitative data.
- Checking the standardization of data collection methods for the project.
- li>Analysis of data to assess project effectiveness and identify areas for improvement.
Responsibilities:
- Creation of accountability mechanisms and their management, including feedback and complaints systems.
- Checking transparency of project implementation and accountability.
- Promoting community participation in project design, implementation and evaluation.
- li>Checking the systematicity of collecting, analyzing and using beneficiary feedback to improve the quality of the project.
Learning:
- Promoting learning and sharing knowledge sharing between project staff and partners.
- Documentation of best practices, lessons learned and success stories.
- Organization and delivery of trainings and seminars on MEAL topics for staff and partners.
- li>Development and dissemination of training materials and reports.
Reporting:
- Preparation of regular MEAL reports for internal and external stakeholders .
- Checking the timeliness and accuracy of reporting.
- Additions to donor reports and proposals, providing relevant MEAL data and analysis.
Collaboration and coordination:
- Collaborate with project staff, partners and stakeholders to integrate MEAL into all aspects of project implementation.
- Participate in coordination meetings and represent CCR in relevant forums and networks.
- Capacity development of project staff and partners on MEAL principles and practices.

Qualifications and Experience
- Bachelor's degree in Social Sciences, International Development, Statistics or related field. Master's degree preferred.
- At least 3 years of monitoring, evaluation, accountability and training experience, preferably in a humanitarian or development context.
- In-depth knowledge of MEAL methodology and tools.
< li>Experience designing and implementing MEAL frameworks and systems.- Proficiency in data collection and analysis software (eg Excel, SPSS, Power BI).
- Excellent communication and reporting skills .
- Strong analytical and problem-solving abilities.
- Ability to work independently and in a team.
- Fluency in English and Ukrainian.
