Malteser International is an international humanitarian aid organization operating under the auspices of the Sovereign Order of Malta. For more than 60 years, we have provided relief and recovery support to people during and after conflicts and disasters around the world. In more than 30 countries in Africa, the Americas, Asia, Europe and the Middle East, we support people in need, regardless of their religion, background or political beliefs.
Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the field of mental health and psychosocial support (MHPSS). Since the full-scale invasion on 24 February 2022, Malteser International has rapidly expanded its humanitarian operations to respond to the growing needs across the country, partnering with more than 8 local organizations to provide critical assistance to people affected by the crisis. Today, Malteser International's humanitarian response includes the distribution of food, hygiene kits, winter kits, housing assistance and MPCA in hard-to-reach areas of Eastern and Southern Ukraine to reduce challenges and risks to people's lives. The international network of the Order of Malta supports people affected by the war in Ukraine and will continue to do so as long as help is needed.
In order to support the current and planned implementation of programs and to strengthen the capacities of our local partners in Ukraine, Malteser International is looking for a MEAL Officer for its office in Lviv.
Your duties:
Support the development of MEAL plans at the stage of preparation of project proposals, creation of M&E work plans and ITT for each project in cooperation with MEAL teams of partner organizations
Coordination with partners to ensure timely submission of monthly reports; reviewing partner MEAL reports, providing feedback and ensuring high quality
Tracking program activities against defined goals and indicators and documenting key achievements and challenges
Overseeing the development or revision of MEAL tools (e.g. assessment tools, surveys, distribution lists) in partnership with relevant by stakeholders
Acting as a contact person for MI accountability mechanisms and interacting with partners' accountability officers to track, manage and process complaints and feedback, as well as integrating accountability data at the stage of preparing project proposals in the future
Providing technical recommendations and conducting training, coaching and mentoring to strengthen the MEAL capabilities of partner teams
Developing and implementing capacity building plans based on identified needs
Conducting regular monitoring visits to project implementation sites with feedback for ongoing monitoring of quality
Requirements:
Bachelor's degree or equivalent in social science or public health
MEAL and/or data management experience
Proven ability to conduct thorough quantitative and qualitative analysis using appropriate analytical methods; develop and implement quantitative and qualitative rapid assessments, etc.
Experience with mobile data collection tools (Kobo or others)
Good MS Excel skills
Ability and interest in working with local partners and developing their capacities
Fluency in Ukrainian and English (oral and in writing)
