OBJECTIVE OF THE ROLE:

Funded by USAID/BHA, the Ukraine Protection Consortium (UPC) was established at the start of Save the Children's humanitarian response in Ukraine to work with consortium members the Danish Refugee Council (DRC) and the Right to Protection (R2P), as well as local NGO partners, to implementation of a multi-sectoral program to improve the protection of those affected by the ongoing conflict in Ukraine. This includes protection, shelter, water and sanitation (WASH) interventions, cash assistance and other actions for conflict-affected communities.

The Consortium Management Unit (CMU) provides overall leadership and support to members and creates technical, cross-sectoral and operational forums through which consortium members will coordinate interventions.

The MEAL Manager is responsible for ensuring high-quality MEAL outcomes and provides technical support for data collection and analysis, data reporting, program training, and data visualization for the Organization." UN Children's Fund", DRC, R2P, CMU and Steering Committee. This is a leadership role and she will act as a key employee at CMU.

MAJOR RESPONSIBILITIES:

Monitoring and evaluation:

  • Administration of the MEAL Plan of the UPC Consortium in accordance with the BHA MEAL guidelines; proactively identify any risks or issues and work with consortium members to find solutions to address them
  • UPC Consortium Indicator Tracking Table (ITT) Management at based on BHA indicator definitions and providing regular technical support to consortium members to ensure clean, valid data in ITT
  • Support monitoring of post-distribution activities, ensuring consistency of tools and processes to collect data for program monitoring, training, adjustments through data collection and improvement
  • Conducting regular joint site visits with MEAL staff members of the consortium to supporting high quality data collection and verifying the accuracy of reported data
  • Coordinating Third Party Monitoring (TPM) visits required by BHA and providing personal support toduring TPM visits in the southern and eastern regions of Ukraine
  • Evaluation of the project in accordance with the requirements of the donor and the criteria of the DAC through the development of ToR for evaluation, effective communication with consortium members and providing all necessary technical support and assistance for the successful evaluation of the project

Outcomes and learnings:

  • Providing technical support to consortium members to measure required performance indicators
  • In collaboration with the Consortium Director, conduct lessons learned workshops and implement a systematic approach to documenting and disseminating lessons learned to increase program-level knowledge and improve future interventions.

  • Maintaining accountability systems to facilitate feedback and stakeholder engagement 
  • Coordinating with consortium members to ensure effective feedback and response mechanisms to ensure accountability to children, adults and communities in line with BHA guidelines
  • Coordinating and interacting with Accountability staff from consortium members for all required reporting and donor compliance

Reportability:

  • Providing technical support for data analysis and training that is included in all data transmission reports, including monthly, semi-annual and annual reports 
  • Summary and accuracy checking of all data from consortium members for donor reporting
  • Executing the development and distribution of the MEAL control panel.

To be a successful candidate, you must have:

Required: 

  • Bachelor's degree in statistics, demography, public policy, international development, economics, or related field; master's degree preferred
  • Proficiency in English (level C1), Ukrainian and Russian, both written and verbal
  • 4 years of relevant professional experience, with a minimum of 1 year of experience providing MEAL technical support to external partners or stakeholders 
  • Experience in data management in at least one of the technical sectors of the UPC Consortium: shelter, protection, WASH, cash assistance
  • Professional mastery of the MS Office package, including PowerBI
  • Proven experience in designing and conducting quantitative surveys and qualitative research, including sample size calculation, selection of sampling methodology, development of data collection tools and training scribes
  • Proven experience in quantitative and qualitative data analysis and their interpretation, as well as experience in using statistical software
  • Experience using KoBo Toolbox, ODK, or other mobile data collection software
  • The ability to travel to the southern and eastern regions of Ukraine for commercial purposes
  • Highly developed interpersonal and communication skills, including the ability to build relationships, influence, negotiate and solve problems 
  • Proven success in independent and results-oriented initiatives with a challenging focus on supporting others
  • Proven success in handling multiple competing priorities and experience working under tight deadlines 
  • Ability to write and present complex data analysis, interpretation and trends in a persuasive manner to diverse audiences

Preferably: 

  • Experience of working with international NGOs in Ukraine
  • Experience with BHA funded programs
