OBJECTIVE OF THE POSITION:

The MEAL Advisor will provide strategic oversight and operational leadership of MEAL by providing technical national advice on grant projects. He will work under the supervision of the MEAL Lead, continuing to support and ensure the technical quality of projects within the framework of the response, providing guidance on MEAL systems, data management consolidation with projects, logical structure diagram analysis and application, initial structure of MEAL plans, follow-up and overall MEAL technical evaluation for all MEAL regional managers and the MEAL team. The MEAL Advisor will also provide support in building the capacity of the MEAL team.

KEY AREAS OF ACCOUNTABILITY:

  • Close cooperation with the head of MEAL to ensure the implementation of the MEAL strategy in Ukraine. 
  • Supporting MEAL staff capacity development through regular training, mentoring and coaching. 
  • Strengthening outcome measurement by working closely with the MEAL team and leading the update of the evaluation and outcome tracking system. 
  • Support in data analysis and visualization.
  • Support the MEAL team in providing quality information for donor reports.    
  • Development and adherence to the MEAL plan structure for grants, including MEAL action plans, MEAL budget plans, evaluation plans for baseline and endpoints, partnership reviews agreements, disaggregated MEAL plans for partners and territories, and other MEAL planning processes in the initial grantmaking phase.
  • Oversight of the quality of technical performance MEAL within the MEAL Plans in all related grants, directly supporting MEAL Regional Managers, Coordinators and Officers as required.
  • Development of the IPTT and outcome tracker for all related processes, including MEAL team training and support throughout the process.
  • Periodic update and performance reporting IPTT, results trackers, 5W for each reward and any andanother necessary response reporting tool. 
  • Conducting the initial development and organization of the checklist for all projects with the MEAL team on the ground, and supporting the follow-up and development process during implementation project.
  • Consolidate and validate awards data within a national approach, developing and using relevant tools to collect through our MEAL teams the necessary information to offer a uniform and unified IPTT, database and award information.
  • Support execution of grant evaluation plans to measure baseline, terminal and final outcomes by managing by the MEAL team and providing them with templates and timelines to follow according to donors and grant dates.
  • Provide consolidated data on cross-sectoral and cross-regional projects during the reporting process (monthly, quarterly, half-yearly and annual reports).
  • Provide training and capacity building processes for the MEAL team in various areas and projects (regarding PIRS, handbook indicators, donor requirements, special project requirements).

To be a successful candidate, you need:

  • Previous 5 years of experience in MEAL management positions, humanitarian assistance consultant/coordinator
  • Recent experience working with Save the Children and understanding of SC MEAL systems is an advantage.
  • Significant experience of gathering and analyzing evidence during a humanitarian crisis.
  • Excellent understanding of various MEAL components and MEAL systems management skills /li>
  • Experience and willingness to work through community participation and accountability systems.
  • Experience with donors such as ECHO, BHA, NMFA, UN etc.
  • Experience work in the field of Education, Protection, CVA, Nutrition, Health, Gender, WASH, Shelter, FSL, etc.
  • Previous experience of supporting local partners in the development of MEAL systems.
  • Experience of working with donor reporting and data consolidation for reports and research
  • Demonstrated research oversight, analysis and evaluation skills.
  • Practical experience in strategic planning processes.
  • Excellent skills interpersonal communication skills.
  • Ability to work independently with very limited supervision and support.
  • Proven ability to supervise, train and coach staff.
  • Politically and culturally sensitive, with qualities patience, tactics and diplomacy.
  • Adaptability and flexibility: to be adaptable, flexible and adaptable to difficult and dangerous work conditions.
  • Adherence to the objectives and principles of sci: to have a good understanding of SCI's mandate and commitment to participation children
