International Solidarity (SI) is an international humanitarian non-governmental organization that has been providing assistance to populations affected by armed conflicts and natural disasters for more than 40 years, providing the vital needs of food, water and shelter. In particular, SI is involved in the fight against diseases related to unsafe water, which is one of the leading causes of death in the world. SI provides expertise in access to drinking water, improved sanitation and hygiene, and food security and livelihoods. With a presence in approximately twenty countries, SI teams - a total of 2,000 people, made up of expatriates, national staff, permanent headquarters staff and volunteers - work with professionalism and commitment, while respecting culture.

 International Solidarity (SI) intends to prevent and fight against all types of abuse – all acts of exploitation, abuse and/or sexual harassment (SEX) against members of the beneficiary communities, fraud, corruption, violation of the rights of persons and/or property, financing of activities , which harms human rights, which can be carried out as part of its intervention. Social Research, Monitoring and Evaluation Manager / Monitoring, Evaluation, Accountability and Learning (MEAL) Operations Manager supports and implements MEAL processes and activities across all programs. He/she ensures that all activities are carried out and performed according to standards and, if necessary, suggests adjustments or improvements. Provides methodological support to all program teams on MEAL-related technical and cross-cutting issues such as: monitoring and evaluation plan development, quantitative and qualitative data collection, performance measurement, complaint response mechanism, do-no-harm analysis etc.

He/she provides regular progress reports to his/her direct (line) manager. He/she coordinates teams and activities in the absence of his/her immediate (line) supervisor.

Key responsibilities:

Monitoring and evaluation of MS programs (SI)

  • Under the direction of the Monitoring, Evaluation, Accountability and Learning (MEAL) Manager, contribute to the development of monitoring and evaluation plans and tools for all activities.
  • < li>Centralize and organize the collection of quantitative and qualitative data for activities and results defined in the monitoring plan, in cooperation with program teams.
  • Under the supervision of the MEAL Manager, participate in the consolidation and analysis of monitoring data (including the identification of useful recommendations and lessons learned).
  • Provide support to program teams in any other relevant data collection necessary to implement program activities.
  • Prepare and conduct trainings related to new monitoring tools and evaluations.
  • Organization and provedays of site visits for the purpose of monitoring and evaluation.
  • Inform the MEAL manager about all necessary/identified logistical and financial needs. 
  • Ensure regular input of indicators into relevant systems (e.g. "Activity Information").
  • Keep monitoring tools and files archived in the INTERNATIONAL SOLIDARITY office available to the program team and update them regularly.

Accountability

  • Participate in the implementation of the accountability strategy defined and led by the Field Coordinator/Head of Mission.

  • Participate in the development of standard operating procedures for the Feedback and Complaint Response Mechanism (FCRM).
  • Ensure that feedback and complaint response mechanisms are established and accessible to all stakeholders parties.
  • Ensure that complaints are registered and entered into an official and confidential database.
  • Ensure that complaints are addressed and that the complainant is provided with an appropriate and timely response.
  • Participate in training field teams on the Feedback and Complaints Response Mechanism (FCRM) outreach plan.
  • Building institutional knowledge

    • Collection of internal and external data for the preparation of Institutional Knowledge Building (IKB) reports on specific issues. 
    Greet and train new employees working under his/her supervision
  • Evaluate and analyze the performance of employees under his/her direct supervision.
  • Monitor safety compliance by personnel , under his/her supervision.
  • Identify training needs.
  • Conduct workshops and regular or special meetings
  •  Reporting /communication/representation

    • Report to the Monitoring, Evaluation, Accountability and Learning (MEAL) Manager information related to his/her activities and the security context or any event, that may affect the operation and security of the SI (SI)
    • Provide regular written reports to the MEAL Manager on their activities
    • Participate in writing monitoring reports and, to some extent, donor reports (chapters MEAL)
    • Oversee regular workshops and team meetings to disseminate analysis of monitoring results after approval by the MEAL Manager
    • Represent the SI organization when necessary
    • li>Listen to the public and local actors on the ground and report to your manager any non-technical or security-related issues that may affect the operations or security of International Solidarity teams.
    • Ensure that that tools and files are properly archived and secured
    • Participate in training workshops

    APPLICANT REQUIREMENTS:

    • Education: Diploma in management and IT is an advantage
    • Work experience: Work experience in a humanitarian organization is a must, previous management experience is an advantage
    • Language: Fluency in English, Ukrainian and Russian is a must
    • IT: Experienced Excel user, knowledge of KOBO, familiarity with QGIS and Power BI is an advantage
    • Qualifications:  Strong analytical skills, good knowledge in FCRM
    • Soft skills: Ability and readiness for regular field trips

    WORKING CONDITIONS

    and Kyiv

    Contract: fixed-term employment contract until September 30, 2024. (according to Ukrainian legislation)

    Type of employment: full-time employment.

    Salary: 1790 EUR gross (paid in hryvnias, according to the monthly exchange rate of the bank of the European Commission).

    Additional: leave 31 calendar days, paid leave for family reasons, life insurance.

    JOB:

    The MEAL Activity Manager supports and mainstreams MEAL processes and activities throughout the programs. He/she ensures that all activitieses are implemented and carried out to the standards and, if necessary, proposes adjustment or improvements. He/she provides a methodological support to all program teams on technical questions linked to MEAL and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection, measure of indicators, complaint response mechanism, do no harm analysis etc.

    She/He provides regular reports on the progress of activities to her/his line manager. She/He coordinates the teams and activities in the absence of her/his line manager.

    KEY RESPONSIBILITIES:

    Monitoring and evaluations of SI programs

    • Under the supervision the Program MEAL Manager, contribute to the development of M&E plans and tools for all activities.
    • Centralize and organize data collection for activities and outputs such as defined in the monitoring plan.
    • Under the supervision of the Program Meal Manager, participate in the consolidation and the analysis of the monitoring data (including identification of useful recommendations and lessons learnt).
    • Prepare and implement trainings related to new monitoring tools.
    • Organize & Conduct field visits for monitoring & evaluation purposes.
    • Inform the Program MEAL Manager about all the logistical and financial requirements needed/identified. 
    • Ensure indicators are entered in the relevant systems on a regular basis (ex: Activity Info).
    • Keep monitoring tools and files archived at SOLIDARITES INTERNATIONAL office accessible to the program team and updated on a regular basis.

     Accountability

    • Participate in the implementation of the accountability strategy such as defined and led by the Field Coordinator/Head of Mission.
    • Participate into the CRM standard operating procedures design
    • Check that complaint response mechanisms are established and are accessible to all stakeholders.
    • Check that complaints are registered and logged complaints into a formal database.
    • Check that complaints are addressed and that an appropriate and timely response is given to the complainant.
    • Participate in training field teams on CRM information plan

     Institutional Knowledge Building

    • Collect internal and external data to produce IKB reports on specific issues.

     HR management/Capacity Development

    • Take part in the department’s staff recruitment with the administrative department
    • Welcome and brief new employees working under his/her responsibility
    • Evaluate and assess the performance of collaborators under his/her direct supervision.
    • Supervise adherence to security regulations by personnel under his/her supervision.
    • Identify training needs
    • Conduct workshops and regular or ad hoc meetings 

    Reporting/communication/representation

    • Report to Program MEAL Manager information related to his/her activities and security context or any event that may affect SI activities and security
    • Provide regular written report to the Program MEAL Manager about his/her activities
    • Participate to writing monitoring reports and to some extend donor reports (MEAL sections)
    • Supervise regular workshops and meetings with teams to disseminate analysis of monitoring outputs after validation of the Program MEAL Manager
    • Represent SI when asked to do so 
    • Listen to the populations and local participants in the field and report to his/her manager any non-technical or safety-related issues which could affect the activities or safety of Solidarites International teams
    • Ensure that tools and files are properly archived and secured
    • Participate into learning workshops

    KEY SKILLS HAT WE ARE LOOKING FOR:

    • Studies: Management and IT diploma is a plus
    • Experience: Experience in humanitarian NGO is mandatory, Previous management experience is advantageous
    • Language: Fluency in English, Ukrainian, and Russian is mandatory
    • IT: Proficient in Excel, Knowledge of KOBO, Familiarity with QGIS and Power BI is an asset
    • Qualification:  Strong analytical skills, Good knowledge in FCRM
    • Soft skills: Able and comfortable to go on regular basis on the field

    WORKING CONDITIONS: 

    • Place of work: Kharkiv, possible business trips to trips to Dnipropetrovsk, Kharkiv, Mykolaiv, Kherson regions and Kiev. Can go into the field from time to time.
