• The position reports to: Field Coordinator (Kharkiv)
• The position technically reports to: To Senior Protection and Rule of Law Program Manager
• Directly supervises: Senior Protection Monitoring and Information Officer, Senior Legal Affairs Officer
• Internal IRC Collaboration: Officer from Program Support, Partnerships and Team Capacity Building Officer, Grants Officer, Women's Protection and Empowerment (WPE) Manager; Child Protection Manager (CD); Economic Recovery and Development Manager (ERD); Health care manager; Partnerships Manager/Coordinator, Monitoring, Evaluation, Accountability and Learning (MEAL) Manager
• External collaboration with IRC: actors, organizations and agencies engaged in protection and awareness
KEY RESPONSIBILITIES AND DUTIES:
In particular, the PRoL Manager will be responsible for:
1) Program management :
- Procurement planning and management
- Budget planning and management
- Development and control of work plan implementation
- Development and implementation of monitoring and evaluation plans in cooperation with the monitoring and evaluation group
- Conducting program monitoring of partners and general PRoL programming
- Participate in work on external and internal reporting (donors - monthly, yearly, etc., SitReps, internal updates (ad hoc)
- Regular update of program cycle management tools for internal tracking purposes and participation in BVAs and grant meetings (POM, PIM, PCM)
2) Program Design:
- Work with PRoL Coordinator and Sn PRoL Manager to design and implement protection services based on needs and context, which may include information services, legal assistance, defense case management
- Participate in the development process of donor proposals
- Facilitation, meetings with partners, other sectors and other relevant stakeholders with the support of the Partnerships Department and Sn PRoL -manager
- Continually identify areas of movement, pressing needs and new protection risks through protection monitoring, taking into account protection analysis and contextual information tools/summaries
- Conduct stakeholder analysis: continuously review existing humanitarian actors in order to establish/strengthen partnership, focused on the provision of general protection services
- In collaboration with other areas of protection and other sectors, ensuring complementary and coordinated interventions through partnership and direct implementation
3) Internal and external coordination and representation:
- Ongoing identification of strategic actors to strengthen the defense response, working closely with the Partnership Manager and Field Coordinator
- Represent the IRC in external forums and clusters , including protection clusters and information management working groups, with donors and other actors, as needed, at the field level, working closely with the field coordinator.
- Internal participation in coordination at the local level, as well as in PRoL technical meetings
4) Program quality: maintaining program quality through technical oversight and training, ensuring adherence to global standards, including:
- Development/contextualization software tools and processes as needed and supported by Sn Manager and Technical Advisor
- Conduct program monitoring to support quality oversight, report on lessons learned to adapt programming
- Identify areas for capacity development among PRoL teams, work on a capacity development plan for staff
- Conduct trainings on PRoL topics and programs
- Integrate joint technical capacity approaches into partnerships
< strong>5) Personnel management and team building:
- Provide regular supervision of all direct subordinates
- Manage personnel performance - setting goals and objectives for direct subordinates for the annual performance management process
- Lead and support staff recruitment at the "field" level, working closely with HR and relevant managers.
- Communicate regularly with all staff and freelancers/volunteers, informing them of decisions and plans for the sector.
- Develop and maintain capacity building plans for IRC staff and department partners
Requirements:
< p>- Language: fluent Ukrainian and English. or human rights- Experience facilitating group events, trainings and seminars and mentoring others
- Experience working in crisis programming
- Excellent communication skills
- Demonstrated understanding and ability to maintain confidentiality and respect for clients/beneficiaries
- Positive and professional attitude, including the ability to lead and work well in a team
- High degree of flexibility and ability to organize work, meet deadlines, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
