Role and responsibilities
Project manager and of construction programs plans, develops, monitors and evaluates engineering design projects, identifies needs, develops projects, prepares proposals, initiates, effectively manages and reports on projects according to objectives, time frames and budget. Provides technical support, leadership and strategic vision; ensures quality in execution, promotes beneficiary participation, interacts with other stakeholders, manages and trains engineering and design staff.
Project overview
There are significant housing needs due to the conflict in Ukraine - from winter support and housing repairs for displaced people living in collective centers or abandoned buildings, to support for people rebuilding their homes houses damaged by the conflict. The position requires a specialist capable of implementing housing improvements and repair work in the conditions of eastern Ukraine. The role involves traveling to support various project locations in Sumy, Kharkiv and Dnipropetrovsk regions and mentoring Medair engineering and design staff.
Work location and conditions
The position is based in Kharkiv with frequent travel to project implementation sites in Kharkiv and other regions.

As soon as possible. Full-time until the end of December 2026.
Primary Activities
Residential Project Management
- Manage assigned residential projects to achieve goals within budget and time constraints.
- Provide strong leadership for residential projects, working to achieve short- and long-term positive outcomes for beneficiaries, local authorities and the team.
- Implement appropriate and effective housing strategies in cooperation with other line workers and field managers.
- Set clear goals and indicators of the activities of the engineering and design direction in cooperation with the team and relevant communities.
- Constantly monitor activities by controlling technical design, implementation, evaluating results and impact, using quantitative and qualitative data.
- Contribute to the integration of beneficiary participation and accountability at all stages of the project.
- Ensure accurate and timely reporting as required by Medair, the SNFI cluster, donors and other stakeholders.
- Coordinate and avoid duplication of activities with other organizations based on existing tools (SIDAR, RAIS+, ActivityInfo, etc.).
- Develop new project proposals accordingly to the country's strategy.
Personnel management
- Direct management of managers of the engineering and project department, engineers and assistants, including day-to-day management, development, training, performance reviews, etc.
- Conduct regular meetings to share information, ensure understanding of goals and plans, create opportunities for feedback.
- Provide coaching support, promote staff engagement and accountability. Determine training needs and provide training.
Financial Management
- Manage the residential budget within the project, ensuring compliance with budget expenditures and Medair standards for financial management, accountability and good governance.
Communication and coordination
- Ensure appropriate, regular, transparent and supportive communication with the team, Medair consultants, project coordinators and other stakeholders (beneficiaries, community leaders, authorities, UN, other NGOs).
- Participate in cluster coordination meetings at national and sub-national levels, representing Medair, and disseminate information internally teams.
Logistics
- Maintain logistics processes, especially procurement of materials and equipment.
- Work with logistics and finance staff as needed to ensure proper procurement, transportation, storage and accounting of resources.
Quality Management
- Use Medair electronic library and other procedures, ensuring compliance standards and formats.
- Ensure project compliance with donor requirements, Medair, SNFI, national and international standards (in particular Sphere standards).
Team spiritual life

Qualification
- Higher education in the field of construction: civil construction, architecture, engineering, construction management.
Experience / Competences
- 2 years of professional experience in the specialty.
- Fluency in Ukrainian; excellent command of English (oral and written).
- Management experience in a construction context.
- Ability and willingness to manage project implementation.
- Experience in tender procedures and contractor management.
- Good numerical, report writing and administration skills.
- Problem solving skills and technical construction competencies in humanitarian context.
- Knowledge of humanitarian standards (Sphere, CHS).
- Ability to work in a team, willingness to support others.

Role & Responsibilities
The Shelter Project Manager plans, develops, monitors and evaluates assigned shelter projects, assessing needs, designing projects, writing proposals, initiating and effectively managing and reporting on the projects in line with the objectives, timeframe and budget. Provide technical support, leadership and strategic direction; meet quality standards in delivery, encourage beneficiary participation, liaise with other stakeholders, manage and train shelter staff.
Project Overview
Due to the conflict in Ukraine, there are vast shelter needs – from winterisation and repairs for people who are displaced living in collective centres or abandoned houses, to supporting those rebuilding their homes damaged by the conflict. The role requires someone agile to implement shelter improvements and repairs in the East Ukraine context. The role will involve travel to support our various project sites in Sumska, Kharkivska and Dnipropetrovska oblasts and mentoring Medair shelter staff.

Key Activity Areas
Shelter Project Management
- Manage assigned shelter projects to meet project objectives within the budget and allocated time frame.
- Provide strong leadership of the assigned shelter project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities and local shelter staff.
- Implement appropriate and effective shelter strategies in line with other shelter staff and field managers.
- Set clear objectives and indicators for shelter activities in collaboration with the shelter staff, field managers and, where appropriate, with the local communities.
- Continuously monitor and supervise shelter activities, overseeing the technical design and execution and evaluating progress through outputs and impacts using both quantitative and qualitative data.
- Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
- Ensure accurate and timely reporting on activities in accordance with the requirements of Medair, SNFI cluster, donors and other stakeholders.
- Coordinate and deduplicate implementation activities with other actors working in the targeted locations using existing tools, including those from the SNFI Cluster, such as SIDAR, RAIS+, ActivityInfo and others.
- Develop new proposals, linked to the country strategy, in conjunction with the relevant field managers.
Staff Management
- Line-manage the Shelter Manager(s) of the assigned project(s) and Shelter Officers and Assistants, including day-to-day management, development and training, appraisals, etc. It may also be necessary to line manage other shelter related project staff.
- Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
- Provide coaching and supervise staffs in order to develop ownership and full responsibility for shelter activities. Assess the training needs of shelter staff and ensure that training is conducted.
Financial Management
- Manage the shelter budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regards to financial management, including accountability and good governance.
Communication and Coordination
- Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned shelter team, Medair in-country and GSO Shelter advisors, project coordinators and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
- Participate in shelter coordination/cluster meetings on a national and sub-national basis and other working groups or meetings as required, representing Medair and feeding back to the shelter staff and field managers on relevant issues.
Logistics
- Support the logistics activities of shelter staff, particularly in relation to the purchasing of supplies and equipment for the assigned shelter activities.
- Liaise, as necessary, with the shelter, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
Quality Management
- Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed. Ensure shelter projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, SNFI cluster, country and international standards i.e. Sphere standards.
Team Spiritual Life
- Reflect the values of Medair with team members, local staff, beneficiaries, and external contacts.

Qualifications
- Professional qualification in a construction-related field such as Civil Engineering, Architecture, Engineering / Construction management.
Experience / Competencies
- 2 years post-qualification professional experience in a relevant field.
- Fluent Ukrainian, written and spoken; Excellent working knowledge of the English language (speaking and writing).
- Management experience in a construction context.
- Ability and willingness to manage project implementation.
