GENERAL DUTIES

Manager (manager) in the field of tangible (intangible ) of production (on civil protection issues) will work under the auspices of the civil protection department and cooperate with other operational and support departments. Subject to overall support and guidance from the Head of Public Advocacy, the Public Advocacy Project Manager will assist in the development and implementation of NI's activities and tools to collect and data and address needs through a multidisciplinary approach to vulnerable populations' needs and capacity building NO, local stakeholders and their beneficiaries in the field of population protection.

The manager (manager) in the field of material (intangible) production (on population protection issues) together with the head of the interest protection department will be responsible for:

  • Planning, monitoring, high-quality implementation and monitoring of the work of projects and workers on the protection of the interests of the population at the destination.
  • Supporting the work of the department on the protection of the interests of the population and managing the work of social workers and specialists in referrals (including workers who provide assistance to victims of violence) to better plan capacity building to ensure quality information and other outreach activities on the ground. 
  • Supporting constructive cooperation between interested parties who control the processes of monitoring and evaluating the quality of measures to protect the interests of the population, and help in the preparation of relevant reports for sponsors.
  • Leadership in the work of the response team, supporting coordination efforts and sharing information with head office as needed.

TASK / SCOPE OF COMPETENCE

Supporting the work of project managers.

  1. Planning of activities to meet the requirements of sponsors and achieve the specified indicators.
  2. Provide assistance in the process of conducting a multi-sector assessment within the scope of their field responsibility, if necessary, including field trips, preparation of necessary reports, create individualized development plans on a strategicat the level.
  3. Support in the process of carrying out types of activities by creating verification and improvement of relevant tools, general support for the work of operational personnel and the search for various options for solving issues under the given conditions.
  4. Monitoring the results of the performance of indicators project and assessment of the quality and compliance of activities.
  5. Assistance in the process of generating reports by collecting information and preparing periodic reports, including a description of the types of activities carried out and data analysis.

Capacity building and technical support

  • Provision of technical support for the work of the department, including prioritization of issues of protection of public interests and technical support of all types of activities. 
  • Supporting the processes of development, adaptation and verification of data and/or educational materials on issues of increasing public awareness.
  • Supporting the implementation of recommendations and transitions to defined standards on the ground.
  • Conducting informational/educational/educational activities for direct and indirect beneficiaries - persons from vulnerable population groups, persons with disabilities, elderly persons, IDPs, children, social service workers, institutions and other interested persons.

Coordinating the activities of interested and contact persons

  • Establishing and maintaining constructive partnership relations with interested parties, including representatives of authorities, national and international NGOs, volunteers, groups mutual assistance.
  • Creation and improvement of an effective network of contact persons for collecting and obtaining data on the needs of beneficiaries, as well as obtaining assistance during the implementation of various types of activities.
  • Maintaining a constant dialogue with colleagues from other field departments in the local and other offices in the country.

    GENERAL MISSION 

    The Protection Supervisor will work as part of the protection team and in close collaboration with the other operational and support departments. Under the overall guidance and management of the Protection Manager, the Protection Supervisor will contribute to the development and implementation of the HI activities and tools aimed at collecting and replying through a multisector approach to the needs of the vulnerable population and at strengthening the protection capacity of HI, of the local stakeholders and of their beneficiaries p style="font-weight: normal; font-style: normal">The Protection Supervisor, together with the Protection Manager, is responsible for: 

    • The planning, monitoring, qualitative implementation and follow up of the protection projects and staff in the assigned duty station.

    • < p style="font-weight: normal; font-style: normal">Supporting the Protection team and supervising the Social Workers and Referral officers (including the victim assistance staff), ensuring the implementation of a capacity-building plan in order to guarantee a qualitative delivery of awareness raising and information activities in the field.  

    • Keeping meaningful coordination with stakeholders, overseeing the monitoring and evaluation of protection activities and assist on relevant donor reporting. 

    • Playing a leadership role within a response team, supporting the coordination of the activities and the communication flow within the Base as relevant. 

    MISSIONS / RESPONSIBILITIES 

     1. Support to project management 

    • Define the activities planning in order to meet the donor requirements and to achieve the defined indicators 

    • Contribute to the multisector assessments in and outside the areas of duty, as requested, including field visits, producing relevant reports, individuating potential development at strategical level 

    • Support to the implementation of the activities, through the production, testing and improvement of relevant tools, the general support to the field staffs and the capacity to find different solutions depending on the given conditions. 

    • Monitoring of the achievements in terms of project indicators  and evaluation of the quality and the relevance of the intervention 

    • Support reporting by collecting data and information and providing periodic reports, including description of the activities implemented and analysis of the data 

    2. Capacity building and technical support 

    • Provide technical support to the team, including protection mainstreaming, ensuring the technical perspective in all the activities  

    • Support the development, adaptation and test of information/training awareness raising materials 

    • Facilitate the implementation of guidelines and the adoption of defined standards in the field activities 

    • Deliver informative/training/awareness raising sessions to direct and indirect beneficiaries as persons with vulnerabilities, persons with disability, elderlies, IDPs, children, staff of public services, institutions and other stakeholders. 

    3. Coordination with stakeholders and focal points 

    • Establish and conduct meaningful field partnerships with various stakeholders, including authorities, National NGOs, International NGOs, Volunteers communities, groups of peers. 

    • Create and improve an effective network of focal points in order to be able to collect and receive information about the needs of the beneficiaries and to obtain support for the activities 

    • Maintain a constant dialogue with the operational colleagues of other teams inside the sub-base and in the other bases/national level 

    • React to the requirements of the support teams in order to smooth the procedures and facilitate the compliance of the team  

    4. Team leading and supervision 

    • Connect the field team with the other departments and with the technical specialists, facilitating the mutual support 

    • Enhance the internal cohesion and act as focal point for the adherence to the internal policies and the international standards 

    • Support the mutual exchange and the internal improvements through team building and capacity sharing 

    • Supervise the field team providing guidance and defining pathways to achieve solutions and overcome potential obstacles to the implementation of the activities 

    5. Ethics & Conduct 

    • Observe at all times strict commitment to HI Security & Safety regulations as per procedures in place.  

    • Show professional ethics and adopt a human rights respectful behaviour.  

    • Respect beneficiaries’ privacy and confidentiality. 

    • Use logistics and materials resources in compliance with HI’s internal regulations and donors’ guidelines. 

    • Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies amongst the beneficiaries, teams or partners. 

    • Report any incident or act that causes any harm to beneficiary or to others.

    • Ensure reporting of problems, challenges, or constraints in project implementation and execution of tasks and responsibilities to direct line manager.

    Qualification(s): 

    Essential:

    • University Degree in social work, protection, community services, disability inclusion, sociology, law, humanitarian action, humanities, social sciences. 

     Preferable: 

    • University Higher Level Degree in social work, protection, community services, disability inclusion, sociology, law, humanitarian action, humanities, social sciences 

    • Specialization training diplomas relevant for the assignments. 

    Experience:

    • At least 3 years of practical experience in public or private humanitarian services to vulnerable persons or equivalent experience. 

    • Experience in dealing with authorities and services. 

    • Experience in managing and supervising staff. 

    • Experience in reporting  

    • Experience in coordinating services of public authorities or local NGOs. 

    • Experience in project management 

    • Experience in managerial role in an international NGO/organization. 

    • Experience in providing training and in organizing informative sessions to beneficiaries 

    • Experience in dealing with authorities and services in Kharkiv area 

    Skills: 

    • Good knowledge of English (upper-intermediate - spoken and written). 

    • Familiarity with humanitarian and protection related technical guidelines and standards, including Minimum Standards for Prevention and Response to Gender Based Violence in Emergencies (GBViE), Child Protection Minimum Standards (CPiE), IASC guidelines, and Prevention of Sexual Exploitation and Abuse (PSEA). 

    • Knowledge of the bureaucratic procedures to access to public services, including registration, accessibility, availability, legal issues, etc. 

    • Knowledge of vulnerability, disability and intersectionality of needs. 

    • Social and counselling capacities. 

    • Capacity to implement services, institutions, communities mapping, and to develop relevant tools.  

    • Capacity to provide capacity building and awareness raising support. 

    • Ability to effectively deal with public authorities, organizing meetings, managing contacts and providing support to persons in need. 

    • Knowledge of national social policies and capacity to liaise with institutional partners and other organizations.
