S. Agency for International Development (USAID). The primary objective of the task order is to provide services and deliverables through the performance of a Management and Program Analyst to USAID’s Mission for Afghanistan (USAID/Afghanistan or Mission).The mission of USAID is to accelerate human progress in developing countries by reducing poverty, advancing democracy, building market economies, promoting security, responding to crises, and improving quality of life. Working with governments, institutions, and civil society, the Agency assists individuals to build their own futures by mobilizing the full range of America's public and privacy resources through its expert presence overseas.Context And DeliverablesUSAID/Afghanistan has a robust foreign assistance program for Afghanistan. The Mission engages in extensive coordination with donors and development of policy for delivering foreign assistance for the Afghan people. The position will be housed within the oversight of the Mission’s Office of Policy and Program Development. The position will additionally work directly with the Mission’s Front Office.Reference Documents: This position requires analyses of the efficiency, effectiveness, and improvement of Agency operational policy; ability to communicate with all levels across the Agency to inform customers and coworkers of issues for resolution; expert writing skills to clearly present decision points for leadership, prepare formal responses to requests for information, and provide advice, information and guidance to functional personnel in a thorough and professional manner.Place of Performance and Description of Technical Environments: Work needs support 40 hours or more per week and irregular business hours, on a Monday through Friday basis in order to liaise with existing leadership and staff related to this assignment, excluding Federal holidays. Work on Sundays may be required, as needed. The work hours will be established with the activity manager. The work is primarily sedentary, although some walking, bending, or carrying of light items may be involved. Work to be primarily remotely performed, with in-person work on an as-needed basis.The Management and Program Analyst will perform the following functions: Analyze, evaluate, and make recommendations for new or modified policies, regulations, processes, and procedures. Evaluate and provide recommendations to senior leadership related to policy compliance with USAID and other federal regulations and provide recommendations on alignment. Research complex USAID administrative regulations and policy. Draft key messages for presentations, newsletters, notices, memoranda, talking points, and website content. Anticipate ongoing and ad-hoc policy needs and assist in the provision and clearance of timely responses to urgent taskers. The Management and Program Analyst provides analytical support to USAID/Afghanistan, reporting to and taking direction from the Mission Director and Deputy Mission Directors. Contributing to USAID’s donor coordination efforts including supporting the Mission Front Office with Afghanistan Coordination Group co-leadership and other Head of Mission and Head of Cooperation engagements as well as contributing to the technical team engagement for Strategic Thematic Working Groups. Position RequirementsThe candidate is expected to have at least a Bachelor’s degree or equivalent from an accredited college or university in a relevant field with at least three years of experience in analysis, communications, or project management in a USG or international development setting, including at least one year of experience at the GS-9 equivalent level. Experience in and knowledge of USAID communications, operations, and policy is desirable, though not required. Work requires analyses of the efficiency, effectiveness, and improvement of Agency operational policy; ability to communicate with all levels across the Agency to inform customers and coworkers of issues for resolution. Expert writing skills are required to clearly present decision points for leadership, prepare formal responses to requests for information, and provide advice, information and guidance to functional personnel in a thorough and professional manner. Experience in and knowledge of USAID communications, operations, and policy is desirable. US citizenship is required.
