History of the project
USAID and UK project Dev Promotion Integrity in Public Sector Activity (Pro-Integrity) is aimed at overcoming three development challenges within the scope of its activities with the aim of overcoming corruption risks at the national institutional level, the level of local authorities and at the level related to the restoration and reconstruction of Ukraine. In particular, these include:
- Goal 1: Strengthen anti-corruption institutional capacity at the national level to facilitate the prevention, detection and deterrence of corruption.
- Goal 2: Strengthen anti-corruption compliance and control in local governments.
- Goal 3: Increase transparency and accountability in resilience, recovery and reconstruction activities.
Within Objective 2, twenty communities will be selected for the first year and up to eighty during the five-year implementation period of the Pro-Integrity project.
Job description
The local integrity manager will increase the effectiveness of internal procedures and processes of local self-government bodies in order to strengthen institutional capacity, which will contribute to increasing the level of integrity. This position will report to the Goal 2 Team Leader.
Responsibilities: strong>
- Establishing and maintaining working relationships with partners from local self-government bodies.
- Assisting in the development of assessment methodology corruption risks and strengthening the institutional mechanisms of local self-government to support anti-corruption efforts.
- Ensuring the development and implementation of integrity improvement plans for partners from local self-government bodies through close cooperation with external consultants, regional employees and stakeholders at the local level.< /li>
- Scoping and coordinating the work of external consultants who will contribute to the implementation of integrity assistance for local government partners.
- Contributing to the development and promotion of national integrity standards for local governments, taking into account experience, received in the process of project implementation.
- Cooperation with state bodies at the national and local levels in order to ensure the development, promotion and monitoring of anti-corruption standards for local self-government bodies.
- Promoting reporting and data collection for monitoring programs and supporting the development of assessment and training initiatives within the framework of the Pro-Integrity project.
- Assisting in the creation and coordination of committees, expert working groups and discussion platforms to promote dialogue and cooperation on issues of improving the integrity of local self-government.
- Assisting in the development of grant programs and ensuring their implementation to support measures to improve the integrity of local self-government.< /li>
- Coordinating the work of the regional staff of the Pro-Integrity project in close partnership with the regional manager in order to ensure constant analysis of the context, implementation monitoring and interaction with stakeholders in the regions.
- Coordinating work with other international projects and development initiatives.
- Execution of other tasks from the program management.
Requirements for candidates:
- At least a master's degree in law, public administration , political science or related fields.
- Minimum 3 years of experience working with local or national authorities in the field of promoting integrity.
- Knowledge of anti-corruption policy and its mechanisms, experience in developing and implementing development initiatives integrity at the local level.
- Understanding the political context in the field of local self-government, anti-corruption mechanisms and recovery issues.
- Experience of working with international donor development projects in Ukraine is preferred.
- li>Communication skills, ability to work effectively with various stakeholders, analytical skills and ability to solve problems.

Project Background
The USAID and UK Dev Promoting Integrity in Public Sector Activity (Pro-Integrity), will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine's recovery and reconstruction. Specifically, these include:
- Objective 1: Strengthening national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence.
- Objective 2: Strengthening anti-corruption compliance and control in local governance.
- Objective 3: Advancing transparency and accountability in resilience, recovery, and reconstruction efforts.
Under the second objective, twenty Hromadas will be selected for the first year and up to eighty during the Pro-Integrity’s five-year lifespan.
Position Description
The Local Integrity Manager will enhance the effectiveness of local government internal procedures and processes to strengthen institutional capacities, leading to increased integrity.
This position reports to the Team Leader of Objective 2.
Responsibilities:
- Establish and maintain working relations with local government partners.
- Contribute to developing methodologies for assessing the corruption risks and strengthening institutional mechanisms of local governance to support anti-corruption efforts.
- Ensure development and implementation of integrity improvement plans for local governments partners, working closely with external consultants, regional staff, and local stakeholders.
- Design scopes and coordinate work of the external consultants who will contribute to the implementation of Pro-Integrity assistance to local government partners.
- Taken into account the lessons learned from implementation, contribute to the development and promotion of the national integrity standards for local government.
- Collaborate with government bodies at national and local levels to ensure the development, promotion, and monitoring of anti-corruption standards for local governance.
- Contribute to reporting and data gathering for program monitoring and support design of evaluation and learning initiatives under Pro-Integrity support.
- Facilitate the creation and coordination of expert working group committees and discussion platforms to foster dialogue and cooperation on improving the integrity of local governance.
- Contribute to design of the grant programs and ensure its implementation to support local government integrity improvement activities.
- In close partnership with the Regional Manager, coordinate work of regional staff of the Program to ensure ongoing context analysis, monitoring of implementation and engagement with stakeholders in the regions.
- Coordinate with other international development projects and initiatives.
- Perform other tasks assigned by the program management.
Candidate Requirements:
- A minimum of a master’s degree in law, public administration, political science, or a related field.
- A minimum of 3 years of experience working with local or national government on integrity promotion.
- Knowledge of anti-corruption policies and mechanisms, experience in developing and implementing integrity-building initiatives at the local level.
- Understanding of political context around local self-governance, anti-corruption mechanisms, and recovery issues.
- Experience working with international donor-funded development activities in Ukraine is preferred.
- Communication skills, ability to work effectively with various stakeholders, analytical skills, and problem-solving abilities.
