General information

The Partnership for a Strong Ukraine - Phase 2 (PFRU-2) program is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, Commonwealth Affairs and Development of Great Britain (MFA of Great Britain) together with the government of Ukraine. Starting in 2025, PFRU-2 will implement a number of strategic projects aimed at strengthening the capacity and resilience of Ukrainian authorities in the face of Russian aggression to provide the necessary support to local communities in cooperation with civil society, media and the private sector.

The Public Administration and Infrastructure Restoration (PAIR) project will work with local self-governance in war-affected communities to facilitate the effective delivery of critical services in key areas such as health, education, social protection and administrative services. Focusing its efforts on restoring the provision of services, building the capacity of local self-government bodies, the project aims to contribute to strengthening the resilience of communities in war conditions.  

The project will involve a team of local coordinators (8 specialists). The coordinators will be based in communities of Chernihiv, Sumy, Kharkiv, Dnipropetrovsk, Mykolaiv, Kherson, Zaporizhia and Odesa regions (specific communities are determined), which corresponds to the strategic interests of PFRU-2. They will act as a key link between project management and field operations, ensuring effective implementation, timely data collection, logistical coordination and active engagement with stakeholders at the community level.  

Scope of responsibility (main functions:

The local coordinator of the Sumy region will provide practical, localized support to the PAIR strategic project, interacting directly with the administrations of the target(s) communities, the public and local service providers. In daily work, the coordinator will be responsible for the organization and support of project activities in the community, will ensure that meetings and consultations take place according to the schedule, and that local participants are actively involved. field calls, data collection and verification, and keeping the project team updated on progress in a timely manner.

This position is key to maintaining a strong presence on the ground, building trust with local partners and ensuring that project activities meet the real needs of the community.

Key Responsibilities:

  • Performing the functions of the main contact person for PFRU-2 activities in the designated community(ies), ensuring two-way communication between the PAIR project and local authorities.
  • Organizing and conducting consultations and events at the community level, ensuring inclusive participation.
  • Monitoring the progress of project activities in the community in accordance with the defined goals, deadlines and quality standards, reporting on issues as needed.
  • Facilitating the preparation of Memoranda of Understanding (MoU) with local partners, ensuring compliance with project conditions and supporting effective cooperation.
  • Ensuring the collection of correct data for needs assessment, baseline studies, monitoring and reporting, in compliance with the submission deadlines set by the PAIR team.
  • Establishing interaction with local self-government bodies, service providers, public organizations and other partners to address ongoing issues and ensure proper implementation of project activities.
  • Coordinating logistics of visits, field missions and community activities, including preparing agendas, locations and documenting results.
  • Preparing field briefs, event concept notes and periodic progress reports for the PAIR project manager.
  • Coordinating activities at the community level with the priorities of the region in close cooperation with regional advisors of the regional team, providing feedback from communities and ensuring effective communication between regions.
  • Performance of other coordination, technical and administrative tasks as needed.

 Eligibility requirements:

  • Bachelor's degree. Applicants with relevant professional experience will be considered who demonstrate in-depth knowledge of local government and service delivery.
  • At least 2-3 years of professional experience in local government, non-governmental organizations or donor-funded international projects.
  • Proven experience in public engagement, facilitation or implementation projects at the community level.
  • In-depth understanding of the structure of local self-government in Ukraine and challenges in the field of service delivery, especially in war-affected regions.
  • Ability to effectively organize work processes, set priorities and maintain productive communication with all stakeholders.
  • Living in one of the target communities of the region.
  • In-depth understanding of the problems, needs and priorities of one or more target communities oblast.
  • Well-developed interpersonal and communication skills.
  • Must be fluent in the Ukrainian language (spoken and written), preferably - knowledge of English at a working level.

Term of employment/LOE:

This position is full-time on a one-year contract (renewable subject to successful achievement of personal SMART goals).

Position location:

The community coordinator will work in the territory of the assigned communities/region. Field work is mandatory to ensure close interaction with local stakeholders, practical support of project activities, as well as timely monitoring, data collection and reporting.

Reporting:

The local coordinator of the Sumy region will report to the director of the strategic project "Public Administration and Infrastructure Restoration" (PAIR).

Background

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded program managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine (GoU). Starting from 2025, PFRU-2 will be implementing a series of Strategic Projects, entitled to strengthen Ukrainian governments’ capacity and resilience in the face of Russian aggression to deliver essential support to local communities in collaboration with civil society, media and the private sectors.

The Public Administration and Infrastructure Recovery (PAIR) strategic project will work with local governments in war-affected communities to effectively facilitate the delivery of critical services in the following key sectors: healthcare, education, social protection, and administrative services. Through focusing interventions on restoring service delivery, local government capacity building PFRU aims to facilitate more durable and resilient communities that can weather war-related shocks. 

The project will engage a team of Hromada Coordinators (8 positions). The coordinators will be strategically positioned across hromadas in Chernihiv, Sumy, Kharkiv, Dnipropetrovsk, Mykolaiv, Kherson, Zaporizhzhia, and Odesa oblasts (specific hromadas to be determined). They will serve as the primary link between project leadership and field activities, ensuring effective implementation, timely data collection, logistical coordination, and strong stakeholder engagement at the community level.  

Principal Services and Responsibilities (Essential Functions)

The Hromada Coordinator Sumy oblast will provide hands-on, localised support to the PAIR strategic project by working directly with hromada administrations, community representatives, and service providers. On a day-to-day basis, the coordinator will help organise and follow-up on project activities in the hromada, ensure that meetings and consultations take place as planned, and that local stakeholders are actively involved. The role includes checking that activities are progressing on schedule, troubleshooting challenges on the ground, collecting and verifying data, and promptly sharing updates with the project team. This position is essential to maintaining a strong field presence, building trust with local partners, and making sure that project interventions respond to real community needs.

Key Responsibilities:

  • Serve as the main focal point for PFRU-2 activities within assigned hromada(s), facilitating two-way communication between PAIR project and local authorities.
  • Support the organisation and delivery of community-level consultations, and training sessions, ensuring inclusive participation.
  • Monitor progress of project activities at the hromada level against defined objectives, timelines, and quality standards, escalating issues as needed.
  • Assist in drafting Memoranda of Understanding (MoUs) with local partners, ensuring that agreements reflect project requirements and support smooth collaboration.
  • Facilitate data collection for needs assessments, baseline studies, monitoring, and reporting, ensuring accuracy and timely submission to the PAIR team.
  • Liaise with local governments, service providers, civil society organisations, and other partners to troubleshoot challenges and ensure smooth activity delivery.
  • Provide logistical coordination for visits, field missions, and community events, including preparing agendas, arranging venues, and documenting outcomes.
  • Draft concise field updates, activity concept notes, and periodic progress reports to share PAIR project director.
  • Coordinate closely with Regional Team Oblast Advisors to align community-level activities with oblast-level priorities, share feedback from the ground, and ensure consistent communication across regions.
  • Perform other coordination, technical, and administrative tasks as assigned.

Required Skills and Qualifications:

The Hromada Coordinator Sumy oblast should ideally have the following qualifications and experience:

  • A Bachelor’s degree diploma. Candidates with pertinent professional experience and strong knowledge in local governance and service delivery are encouraged to apply.
  • Minimum of 2–3 years of professional experience working with local governments, NGOs, or international donor-funded projects.
  • Demonstrated experience in community engagement, facilitation, or local project implementation.
  • Strong understanding of local governance structures and service delivery challenges in Ukraine, particularly in war-affected oblasts.
  • Excellent organisational and coordination skills, with the ability to manage multiple priorities and stakeholders simultaneously.
  • Residency of one of the target Oblast hromada.
  • Deep understanding of the problems, needs and priorities of one or more of the target Oblast hromadas.
  • Strong interpersonal and communication skills.
  • Proficiency in Ukrainian (written and spoken) is required; working knowledge of English is an asset.

Duration of Assignment/LOE:

This will be a full-time, long-term position, based on extendable 1-year contract (prolonged upon successful completion/implementation of personal SMART-goals).

Location of Assignment:

The Hromada Coordinator Sumy oblast will be based within the assigned hromadas\oblast. Field-based placement is mandatory to ensure close engagement with local stakeholders, hands-on support for project activities, and timely monitoring, data collection, and reporting.

Reporting:

The Hromada Coordinator Sumy oblast will report to Public Administration and Infrastructure Recovery Project Director.
