General information
The Partnership for a Strong Ukraine - Phase 2 (PFRU-2) program is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, Commonwealth Affairs and Development of Great Britain (MFA of Great Britain) together with the government of Ukraine. Starting in 2025, PFRU-2 will implement a number of strategic projects aimed at strengthening the capacity and resilience of Ukrainian authorities in the face of Russian aggression to provide the necessary support to local communities in cooperation with civil society, media and the private sector.
The Public Administration and Infrastructure Restoration (PAIR) project will work with local self-governance in war-affected communities to facilitate the effective delivery of critical services in key areas such as health, education, social protection and administrative services. Focusing its efforts on restoring the provision of services, building the capacity of local self-government bodies, the project aims to contribute to strengthening the resilience of communities in war conditions.
The project will involve a team of local coordinators (8 specialists). The coordinators will be based in communities of Chernihiv, Sumy, Kharkiv, Dnipropetrovsk, Mykolaiv, Kherson, Zaporizhia and Odesa regions (specific communities are determined), which corresponds to the strategic interests of PFRU-2. They will act as a key link between project management and field operations, ensuring effective implementation, timely data collection, logistical coordination and active engagement with stakeholders at the community level.
Scope of responsibility (main functions:
The local coordinator of the Sumy region will provide practical, localized support to the PAIR strategic project, interacting directly with the administrations of the target(s) communities, the public and local service providers. In daily work, the coordinator will be responsible for the organization and support of project activities in the community, will ensure that meetings and consultations take place according to the schedule, and that local participants are actively involved. field calls, data collection and verification, and keeping the project team updated on progress in a timely manner.
This position is key to maintaining a strong presence on the ground, building trust with local partners and ensuring that project activities meet the real needs of the community.

Position location:
The community coordinator will work in the territory of the assigned communities/region. Field work is mandatory to ensure close interaction with local stakeholders, practical support of project activities, as well as timely monitoring, data collection and reporting.
Reporting:
The local coordinator of the Sumy region will report to the director of the strategic project "Public Administration and Infrastructure Restoration" (PAIR).

Starting from 2025, PFRU-2 will be implementing a series of Strategic Projects, entitled to strengthen Ukrainian governments’ capacity and resilience in the face of Russian aggression to deliver essential support to local communities in collaboration with civil society, media and the private sectors.
The Public Administration and Infrastructure Recovery (PAIR) strategic project will work with local governments in war-affected communities to effectively facilitate the delivery of critical services in the following key sectors: healthcare, education, social protection, and administrative services. Through focusing interventions on restoring service delivery, local government capacity building PFRU aims to facilitate more durable and resilient communities that can weather war-related shocks.
The project will engage a team of Hromada Coordinators (8 positions). The coordinators will be strategically positioned across hromadas in Chernihiv, Sumy, Kharkiv, Dnipropetrovsk, Mykolaiv, Kherson, Zaporizhzhia, and Odesa oblasts (specific hromadas to be determined). They will serve as the primary link between project leadership and field activities, ensuring effective implementation, timely data collection, logistical coordination, and strong stakeholder engagement at the community level.
Principal Services and Responsibilities (Essential Functions)
The Hromada Coordinator Sumy oblast will provide hands-on, localised support to the PAIR strategic project by working directly with hromada administrations, community representatives, and service providers. On a day-to-day basis, the coordinator will help organise and follow-up on project activities in the hromada, ensure that meetings and consultations take place as planned, and that local stakeholders are actively involved. The role includes checking that activities are progressing on schedule, troubleshooting challenges on the ground, collecting and verifying data, and promptly sharing updates with the project team. This position is essential to maintaining a strong field presence, building trust with local partners, and making sure that project interventions respond to real community needs.

The Hromada Coordinator Sumy oblast will be based within the assigned hromadas\oblast. Field-based placement is mandatory to ensure close engagement with local stakeholders, hands-on support for project activities, and timely monitoring, data collection, and reporting.
Reporting:
The Hromada Coordinator Sumy oblast will report to Public Administration and Infrastructure Recovery Project Director.
