GENERAL INFORMATION
BF "Right to Defense" (hereinafter - the Fund) is a sector leader in the protection of people who have suffered from war, veterans, refugees and stateless persons. We seek recovery and integration for those we help. Our team protects people's rights and influences laws and decisions in Ukraine and the world to become fairer. We are actively developing a network of partners for localized support of those who need it. The fund is 13 years old. Today, the team of BF "Right to Defense" has about 1,200 specialists. Geography: 22 regions of Ukraine, as well as a representative office in Poland. More than 3,300,000 people have received aid since the start of the full-scale invasion. Our work was recognized at the national level: in 2024, the Foundation won the first place in the "Charity Ukraine" competition in the "All-Ukrainian charity" category, entered the top 10 of the Forbes Ukraine rating of "50 best charitable organizations" and took 9th place in the integrity rating of Ukrainian charitable foundations.
PULSE (Protection, Unity, Leadership, Support, Empowerment) is the first national a consortium of civil society organizations that have combined their unique expertise to protect and assist war victims. It is financed with the support of UK aid from the government of Great Britain, implemented under the coordination of the BF "Right to Defense". Support for this project in Ukraine by the UK government is provided through the SHARP component of its Humanitarian Aid, Rehabilitation and Protection Program.
In the period from September 2025 to March 2028, the Fund will implement measures to monitor protection, provide legal aid, increase access to basic services and build community resilience in the regions of Ukraine: Sumy, Chernihiv, Kharkiv, Donetsk, Zaporizhia, Dnipropetrovsk, Kherson, and Mykolaiv regions. The activity takes place in regions and communities with different levels of security risks, including high ones. The Foundation organizes working conditions taking into account the security context and provides measures to reduce risks and protect the team.
Project is looking forLocal advocacy analyst (social services) in the city of Dnipro (Dnipropetrovsk region).
RESPONSIBILITIES
Questions Analyst Advocacy as a member of the project team will report to the Senior Advocacy Lawyer,
Head of SocialAdvocacy Team,Advocacy Coordinator and Project Manager.Implementation project
- Work autonomously within advocacy activities defined by the Senior Advocacy AssociateAdvocacy Coordinator and Project Manager in the field of improving access of local residents, including vulnerable groups of the population, as well as improving the social services at the local level levels;
- Provide comprehensive advocacy support in the development and improvement of the social services system to representatives of local authorities and social service providers, in particular by revising local legislation, supporting local authorities, developing working protocols and strategies, legal support, training and mentoring in the field of social services;
- Advocate solutions to issues of social services provision, provide support for the process of setting up a stable system of social services at the local level, which will identify risks and respond to them in a timely manner (by, in particular, providing assistance in: determining the needs of community residents in social services; drawing up a program of social services in accordance with the needs of the community and budgeting for the necessary services; establishment of interdepartmental cooperation to identify persons in difficult life circumstances and effective response to their needs, etc.);
- Organize and conduct events and meetings with key stakeholders, mainly at the local level;
- Communicate with local and national mass media on issues of the system of social services and the mechanisms of their provision to relevant categories of persons;
- Identify legal gaps in Ukrainian legislation regarding the provision of social services to local residents, including vulnerable groups, to propose the necessary improvements to ensure the implementation of the government's legal and policy response to internal displacement in Ukraine, develop problem-solving plans with local authorities and providethrough the eyes of social services with an emphasis on improving procedures for providing social services;
- Contribute to strengthening the capacity of local authorities and social service providers to provide social services and represent the needs of their communities at the local and national levels;
- Prepare drafts of letters, requests/appeals and other documents necessary for the effective implementation of advocacy activities, maintain communication with state and local authorities in a number of areas in order to solve a wide range of issues in the field of social services;
- Consolidate analytical information, draft analytical reports and other materials to present gaps in legislation that need to be addressed;
- Develop new legislation, including amendments, regulations and instructions to address identified issues;
- Keep in touch with the Fund's partners for the provision of social services;
- Support the Fund's activities in any other legal aspects questions if necessary.
Coordination and representation
- Ensure effective communication, coordination and information sharing with other thematic components and key staff of the Foundation, advocacy team and regional team;
- Establish and maintain collaboration with key responsible persons, mainly at the local level;
- Represent the Fund at all relevant coordination forums with partner organizations, as well as responsible persons, mainly at the local level.
Reporting and Accountability
- Coordinate the results of actionliaise with the advocacy team to ensure successful project implementation;
- Prepare high-quality and timely reports in accordance with donor guidelines within agreed deadlines;
- Comply with the Foundation's code of conduct.
PROFESSIONAL REQUIREMENTS 400; font-weight: 400">Higher legal education and/or administration;
analytical and communication skills, attention to details;Proven ability to carry out advocacy activities, develop and compile quality documents/materials, incl. strategic and legal documents, etc.;Experience of working with local authorities, VRU and executive authorities will be a significant advantage;Knowledge in the field of social services;Work experience or knowledge in the field of humanitarian aid, development policy and research, as well as special knowledge and experience in the field of protection of the rights of IDPs, in the field of social protection and social services will be a significant advantage;Excellent ability to communicate effectively in English, Ukrainian and Russian both orally and in writing;Readiness for business trips within Ukraine;Cultural sensitivity and diplomacy;Fair treatment of all people; style="font-weight: 400; font-style: normal; text-decoration: none">Compliance with all commitments regarding gender sensitivity and zero tolerance for sexual harassment;Ability to work independently and toadhere to deadlines;Ability to work in cooperation with team members;Initiative;Commitment to teamwork;Motivation;Flexibility.We offer the successful candidate:- Контракт до 30 грудня 2026 року з можливістю продовження, що залежить від подальшого фінансування і особистих результатів роботи;
