Finn Church Aid Ukraine is looking for a Livelihoods / TVET Technical Advisor, that will play an important role in supporting and expanding FCA's educational and livelihood programs in Ukraine, with the aim of providing assistance to the population affected by the crisis situation in Ukraine.

Main areas of work:

1.    Model development and implementation: Building on FCA's global livelihoods and VET practices, including FCA's Linking Learning to Earnings (LL2E) approach, develop models to support internally displaced people and host youth communities (including young women and men and youth with disabilities) to benefit from VET and transition to paid employment and entrepreneurship after completing technical and vocational education and training (VET).

2.    Operational contribution: The use of global livelihoods operational mechanisms, including cash, non-food and food distribution approaches and practices, contributes to enhancing mission readiness and operations based on the humanitarian needs and positioning of the Mission(s). .

3.    Needs Assessment and Program Integration: Support the mission by staying informed about livelihood needs in Ukraine through relevant cluster meetings, assessments, reports, networks and other sources of information, and integrate these needs into CO programs together with a team of program developers.

4.    Labor market and feasibility studies: Conducting labor market and feasibility studies for new enterprises, taking into account the special needs of different groups of youth. Based on these studies, explore the possibility of obtaining an FCA loan/private financing based on private equity.

5.    Identification and adaptation of best practices: Identification of best practices for livelihood development through VET cooperation with the private sector, employment and enterprise creation; adaptation of these practices for implementation in Ukraine.

6.    Expert guidance and implementation: Provide expert guidance on the implementation of the VET, Livelihoods and Lifelong Learning (LL2E) components of the Covenant of Mayors.

7.    Proposal development and project managementstrong>: Lead proposal development, planning, capacity building, progress monitoring and outcome evaluation of livelihoods and VET projects, ensuring proper documentation.

8.    Stakeholder Collaboration: Ensuring appropriate collaboration and participation of various stakeholders, including but not limited to VET, employment, microfinance and business service providers, private sector employers, relevant government and non-government organizations, as well as local communities.

Requirements for candidates:

  • Higher education in the specialty "Social and economic sciences", "Business administration" or in a related specialty
  • Minimum of 3-5 years of relevant practical experience in the field of socio-economic development and livelihood programming in terms of employment or entrepreneurship promotion, private sector development, targeting the poor, microfinance, local strategies economic recovery/poverty alleviation and/or pro-poor markets/value chain approaches, including some experience in humanitarian livelihoods response.
  • Proven experience in small business development and business planning in cities and rural areas; market research and development; networking, consulting, coaching and/or mentoring. -
  • Knowledge of trends in the livelihoods sector in Ukraine, including the latest developments related to the livelihoods of IDPs
  • Familiarity with Ukrainian state authorities at the national and local levels with a particular emphasis on VET sector;
  • Experience of working or effective cooperation with international and/or national NGOs with a deep understanding of project work
  • Confident skills in writing grant applications for funding and knowledge of the requirements of international donors
  • Successful experience in building relationships with private and public sector institutions.
  • Understanding the Ukrainian labor market
  • Excellent command of Ukrainian and English, both written and spoken (please send resume in English).
