The Danish Refugee Council (DRC)is an international non-governmental organization that promotes and supports long-term solutions to the challenges faced by refugees and internally displaced people worldwide.

The DRB will continue to implement its set of long-term solutions to address challenges under changing circumstances.

The DRB is currently seeking a Chair of the Technical Working Group on Economic development, who will join the team in Kiev.

About work

The events in Ukraine on February 24, 2022 significantly affected and undermined the economy and means of livelihood throughout Ukraine. The escalation of the conflict has caused the worst humanitarian crisis in European history, resulting in more than eight million refugees and more than three million internally displaced persons (IDPs).

The ongoing war threatens the food security of rural and urban households, their livelihoods and their ability to meet basic needs. Disruptions to production and supply chains, price volatility and dependence on government and humanitarian aid in conflict-affected areas significantly affect access to food across the country. More than 14.6 million people are in need of humanitarian assistance, with half of them needing food and livelihood assistance. The conflict has caused significant damage, leading to massive job losses and income instability across the country. Large-scale destruction of agricultural land and loss of assets particularly affected the most vulnerable sections of the population.

Since the escalation of the conflict continues in Ukraine for the third year in February 2022, there is a growing need to prioritize and coordinate appropriate measures to ensure livelihoods among implementing partners. Livelihoods Technical Working Group working within the framework of Clastera on food security and livelihoods, serves as an important forum for various stakeholders to jointly understand critical priority livelihood needs and develop appropriate evidence-based programs to reduce the impact of livelihood gaps caused by / exacerbated by the conflict. The IWG Chair will ensure that, in coordination with the PZF cluster coordinators, the IWG can effectively support partners in coordinating their efforts, create a database and evidence base for program justification, and provide partners with appropriate technical guidance and standards to ensure consistent and harmonized program implementation.

Your main responsibilities will be:

  • < span style="font-style: normal; font-weight: 400">Working group meetings and special representation
    In coordination with the cluster coordinators, the head of the technical group will chair the monthly meetings, prepare the agenda day and will ensure timely distribution of protocols.
  • The head of the working group will work together with the members to formalize work planning in accordance with the priorities set by the group members, constantly informing the group members about the status of priority tasks.
  • Head working group will facilitate the effective distribution of responsibilities among partners/members, taking into account their comparative advantages, expertise and complementarities.
  • The head of the working group will ensure the implementation of the identified priorities according to the agreed deadlines.
  • In collaboration with cluster coordinators, the working group chair may be invited to conduct briefings at external forums or provide updates to various stakeholders on priorities and key developments.
  • Ensure interaction between members/partners in order to strengthen cooperation and share experience, knowledge and best practices.

Supporting the development of task force recommendations, learning lessons and building a strong evidence base on livelihoods

  • The head of the working group, in cooperation with the cluster coordinators, will ensure the promotion of science-based practices and compliance with standards in the field of providing decent and sustainable livelihoods(including the development of standards and operational instructions).
  • The head of the working group develops the work plan, agenda, technical topics , facilitating meetings and reporting to the coordinators.
  • The working group chair will work with cluster members and coordinators to provide support in developing key guidelines, SOPs and standards to facilitate a standardized response to livelihood challenges.
  • The working group chair will support cluster coordinators in formulating a robust evidence base for livelihoods interventions by promoting common core livelihoods indicators and consolidating and disseminating the results of livelihoods assessment and analysis to inform program design and determination of priorities in the use of resources.
  • The chair of the working group will ensure that the results of the assessment and analysis, which highlight key livelihood needs in Ukraine, are used for advocacy, program development, resource mobilization.
  • The Working Group Chair will ensure that the WG serves as a platform to promote and raise awareness of international humanitarian standards that focus on projects aimed at restoring livelihoods in disaster settings, such as the SEADS Standards (https://seads-standards.org), Minimum standards of economic recovery (https://seepnetwork.org/MERS) and, in livestock, the Livestock Emergencies Guidelines and Standards (LEGS) (https://www.livestock-emergency.net). Support for the application of standards and sharing technical information with working group members and partners.

Technical/coordinating support of working group members at national and sub-national levels

  • Working Group Chair, in consultation with Cluster Coordinators, will prioritize capacity building/training to support partners.
  • The head can invisit regional centers to consult with partners and ensure that sub-national/operational voices and priorities are taken into account in activities, priorities and discussions.
  • Support in the implementation of approved guidelines, SOPs, standards, etc., including dissemination and training at national and sub-national levels.

About you

To be successful in the role of technical team leader we expect you to have at least 5-7 years of experience implementing food security interventions and means of experience in complex crisis situations and at least 2 years of demonstrated coordination experience. And also:

  • Proven experience in capacity building and training
  • Strong computer skills, including Microsoft Office
  • Strong data management skills
  • Significant experience in developing guidelines and standards based on evidence and context
  • Bachelor's degree in related field, Master's degree preferred.< /span>
  • Complete professional command of the English language. Proficiency in the Ukrainian language is an advantage.
