The Livelihood Team Leader is responsible for the achievement of Livelihood activities with respect to deadlines, standard operating procedures and quality requirements as well as for the distribution of goods of the project activities in the field of intervention. The main area of work are livelihood, winterization and distribution. Main tasks and responsibilitiesOperational management and developmentsupport the MEAL department and Area Manager in creating assessment tools (questionnaires, databases) and providing needs analysis. Support the Field Operations Manager in creating SOPs and Activity Forms for Livelihood activities. Design and conduct technical needs assessments, based on Cluster recommendations and with clear methodology. Develop a work plan for each activity under his/her supervision Participate to field visits and supervise the progress of the activities Provide technical guidance to the Field Officers With the support of the MEAL department, analyze the results of vulnerability assessments and prioritize beneficiaries With support from the logistic Department, contribute to the identification and selection of Financial Service Providers in capacity to propose cash transfers, and of food suppliers in capacity to quickly deliver food assistance.Collaborate with stakeholders in the area of intervention in order to facilitate activities and identify needs.Team Management & Capacity buildingCoordinate the work of Livelihood Field Officers and partners dedicated to these activities: weekly/daily planning explained during weekly/daily team meetings, daily planning. Manage the Livelihood Field Officers/workers working on the activities Regular monitoring of activities by constantly visiting the areas of intervention. Ensure direct communication and feedback mechanism when not directly on the fieldEnsure team building, strengthen links between beneficiaries and field staffFollow-up the operational team according to the mission’s HR policy and guideline: daily management, attendance, holiday management, etc.Ensure performance evaluation of the operational staff with the support of the Livelihood Manager and identify training needs.Ensure the respect and application of disciplinary rules as per HR policyLogistics & administrationIn close collaboration with Area Manager, Logistics and Finance department, ensure that the required means are available to complete activities based on workplanRecruit Field Officers when neededContribute to the elaboration of the procurement plan, share on-time procurement requests with Fiels Operations Manager, verify the conformity of deliveries with orders, ensure the follow-up and proper use of materials and tools used during on-site works and trainingsIn collaboration with Field Operations Manager and Finance department, check the availability of fundsCommunication & ReportingBe the focal point of the team for visibility and communication aspectsCollect all information and report by written on the progress of activities on a weekly basis (including for implementing partner) to the Field Operations Manager Report immediately any delay, problem, or any relevant information to Field Operations Manager and Livelihood Program ManagerParticipate in the mapping and liaison with local authorities, NGOs and other stakeholders under delegation from the Field Operations Manager External representation and coordinationEnsure daily coordination with implementing partners.Participate to Livelihood Working Group in the Area of Intervention and other relevant coordination meetings,Contribute to methodology harmonization and lessons learnt in livelihoods and cash for work activitiesCoordinate with all stakeholders involved: local authorities, coordination agencies and other iNGOs operating in the area of interventionCompetencies & requirementsLanguage skills: Fluent in Ukrainian and Russian (speaking/reading/writing), Intermediate in English is highly desirable.Education degree: Secondary diploma (including but not limited to: Agriculture, Economics, Development Studies, Sociology, etc.)Work experience: 1- year relevant professional experience compulsory. 6-month experience in NGOs/On-site training in field work is desirable.Computer skills:Solid use of the MS office software (including Word, Excel, Outlook) is compulsory.Knowledge of mobile data collection platforms (e.g., KoboToolbox or other ODK-based including XLS form coding and troubleshooting) is desirableKnowledge of managing data protection, including data encryption, user and group management, views, and security modes is desirableTransversal skills:Good analytical and writing skillsVery good team spiritStrong motivation to help people in needsWell organized and attention to detailsConflict resolution and diplomatic skillsAbility to analyse and suggest improvementAutonomy, neutrality, hard workerAble to manage stress and pressureAbility to work within a team.HEKS/EPER offers: official employment, competitive and decent salary, social package inaccordance with the Labor Code, equipped workplace, medical insurance etc.
