Under the supervision of a livelihood expert, ERD coordinator and with technical support ERD Technical Consultants, Livelihoods Specialist:

Program Quality / Management, Implementation and Partnerships

- The Livelihoods Specialist will support ongoing livelihood projects with partners, will identify new partners, working closely with the IRC Partnerships Team. It also involves actively working with local organizations, listening to their ideas for livelihood programs and assessing their capabilities. 

- Collaborate locally with IRC partners to achieve the best livelihood outcomes for IRC clients.

- Support IRC teams and partners by providing them with technical training, day-to-day guidance, mentoring and quality control.

- Conduct monitoring exercises with partners.

- Build relationships with private sector partners and other institutions relevant to livelihood programs such as vocational education centers, universities, associations, etc.

- Supervision of livelihood programming in the Southern region (Odesa, Mykolaiv, Kherson) and ensuring the implementation of the work plan and goals.

- Oversee the development and implementation of partner projects and direct implementation by the IRC.

Business Development

- Provide ERD support to the Development Grants Coordinator and team concept notes and proposals related to livelihoods programming and its extension, including written descriptions (narratives), budgets, logic-structural matrices and relevant indicators (indicators).

- Participate in collaborative development livelihood projects in close collaboration with local IRC partners.

Coordination and Representation

- Develop a broad professional network and effective working relationships with key stakeholders parties to develop livelihood programs, including local and regional actors, the Food Security and Livelihoods Cluster (FSL) in Ukraine, local chambers of commerce, UN agencies, international and local NGOs and other relevant parties.

- Participate in national meetings of the Cluster and working subgroups at the appropriate levels.

- Support the development of partnerships with local private sector entities and local self-government bodies.

Monitoring, Evaluation, Accountability and Learning (MEAL)

- In collaboration with the MEAL team, assess the MEAL capacity of IRC partners, and also train and support IRC teams and partners as needed:

- Theory of change

- Setting up and managing feedback channels, including handling complaints and feedback,

< p>- Proper data collection, information management,

- Analysis, learning and adaptive management. 

- Support written program evaluations and reviews, and ensure documentation of lessons learned for reporting and program development.

Reporting

- Support development of descriptive reports of Livelihoods for consideration by the Livelihoods Expert, ERD Coordinator and Grants Team.

REQUIREMENTS FOR CANDIDATE:

Education: At least a bachelor's degree in a related field, such as international development, business administration, economics, agribusiness, or other social sciences. Master's degree preferred.

Demonstrated SKILLS AND COMPETENCIES:

- At least 2 years of relevant experience in cash and voucher assistance, livelihoods , micro-enterprise development, agriculture and/or livestock development, social protection and/or other early recovery programs.

- Experience of supervising teams and supporting partners in capacity building and implementation will be an advantage. will be an advantage.

- Knowledge and experience of labor market analysis, market and value chain analysis, private sector engagement, access to finance and microenterprise support, and standard MEAL activities for livelihood projects.< /p>

- Experience in developing livelihood proposals, managing work plans, budgets and reporting will be an advantage.

- Fluency in English and Ukrainian is a must lingual; fluency in Russian will be an advantage.

- Excellent oral and written communication skills, including the ability to present oneself in front of different groups.

- Initiative, able to work both independently and in team.

- Demonstrated ability to work effectively under pressure and multi-task.

- Experience with Microsoft Office suite including Word, Excel and Outlook. 

- Experience with management and data collection software (ONA/ODK, Commcare, etc.) and cash delivery engine software (financial service provider portals, electronic payment management, digital wallets, etc.).
