Background:  IRC has been working in Ukraine since the conflict escalated in 2022, working to improve the health, economic well-being and capacity of people affected by the crisis. In this direction, IRC's Economic Revitalization and Development (ERD) team strives not only to meet clients' basic needs, but also to support them in moving toward economic revitalization and long-term livelihood opportunities.

 As the ERD program strives to expand livelihood activities with the help of local partners, the team is looking for support in this area. Under the guidance of the Economic Revitalization and Development (ERD) Coordinator, the Livelihoods Expert will be responsible for supporting the IRC and its partners in the implementation of ongoing livelihoods projects as well as the expansion and development of livelihoods activities. In addition, the individual in this position will be responsible for supporting strategic planning and decision-making for livelihoods programming. The position will be based in Kyiv, with frequent business trips to many other settlements in Ukraine. Key responsibilities include:

Program Quality / Management, Implementation and Partnerships

  • Identify new partners working closely with the IRC Partnerships Team . It also involves actively working with local organizations, learning about their ideas for livelihood programs and assessing their potential.
  • Collaborate with IRC partners to achieve the best livelihood outcomes for IRC clients.

  • Support the IRC teams and its partners by providing them with technical training, day-to-day guidance, mentoring and quality control. 
  • Monitor project budgets together with partners and the IRC finance team.
  • Strengthen relations with local administrations in project locations.
  • Build relationships with private sector partners and others institutions related to the livelihood program, such as vocational training centers, universities, associations, etc.

 Business Development

  • Lead the development of concept notes and proposals related to livelihoods programming and its extension, including written narratives, budgets, logic diagrams and relevant indicators.
  • Lead and facilitate the collaborative development of projects with livelihoods in close collaboration with local IRC partners.
  •  Team Management/Staff Supervision and Development

    • Oversee for livelihood teams, and ensure that all staff adhere to work plans and project activities.
    • Oversee the development and implementation of technical capacity development and staff professional development plans that foster a culture of learning and continuous improvement qualifications.
    • Ensuring constant feedback with staff, identifying and youproblem solving and working with staff and HR to encourage continued growth.
    • Assist and, as appropriate, lead the recruitment process for livelihood staff.

     Coordination and Representation

    • Develop a broad professional network and effective working relationships with key stakeholders to develop livelihoods programmes, including local and regional authorities, Food Security and Livelihoods Cluster (FSL) in Ukraine, local chambers of industry, UN agencies, international and local NGOs and other relevant entities.
    • Participate in national meetings of the Cluster on food security and livelihoods and working subgroups at relevant levels.
    • Support the development of partnerships with local private sector actors and local authorities.

    Monitoring, Evaluation, Accountability and Learning (MEAL)

    • In collaboration with the IRC by the MEAL team to assess the capacity of IRC partners in MEAL and to train and support IRC teams and partners as needed:
      1. Theory of change
      2. Establishment and management of feedback channels, including complaints handling and feedback,
      3. Proper data collection,
      4. Information management,
      5. Analysis, learning and adaptive management. 
    • Maintain written program evaluations and reviews, and ensure documentation of lessons learned for reporting and program development.

     

    strong>Reporting

    • Prepare narrative reports on livelihood projects for review by the ERD Coordinator and Grants Team.
    • Support the provision of up-to-date information on stories success to the communications and advocacy team.

     Professional standards

    • Ensure that gender, program protection and environmental considerations are taken into account in all programs under direct responsibility.
    • Other duties as assigned by manager to support and develop IRC programs.
    • All IRC employees are required to adhere to IRC Standards of Professional Conduct and policies IRC regarding employment in the countries where they work.

     REQUIREMENTS FOR CANDIDATES:

    < p> Education: Minimum level of higher education (Bachelor's) in a related field, for example, in the field of international development, business administration, economics or agribusiness. It is desirable to have higher levels of education (specialist, master).

    REQUIRED SKILLS AND COMPETENCES:

    4-5 years of relevant experience work in the field of cash and voucher assistance, livelihood security, micro-enterprise development, agriculture and/or animal husbandry development, social protection and/or other early recovery programs.

    • Experience in supervising teams and supporting partners in capacity building and project implementationin, ideally in Ukraine or in a similar context. 
    • Knowledge and experience in labor market analysis, market and value chain analysis, private sector engagement, access to finance and microenterprise support, and standard MEAL activities for livelihood projects.
    • li>Experience in developing livelihoods proposals, managing work plans, budgets and reporting
    • Previous experience leading projects in complex environments and the ability to train and mentor staff.
    • Demonstrated knowledge on issues of gender equality and project management skills that include gender issues.
    • Willingness to travel to different cities of Ukraine, especially in the east.
    • Fluency in English; fluency in Ukrainian and Russian will be an advantage.
    • Excellent oral and written communication skills, including the ability to present oneself in front of different groups.
    • Initiative, able to work both independently and in a team team.
    • Demonstrated ability to work effectively under pressure and multi-task.
    • Experience with Microsoft Office suite including Word, Excel and Outlook. Experience with data management and collection software (ONA/ODK, Commcare, etc.) and cash delivery mechanism software (financial service provider portals, e-payment management, digital wallets, etc.) is a plus.
