The organization "Man in Need" operates in Humanitarian programs have been expanding rapidly in Ukraine since the beginning of August 2014. General role information

Under the leadership of the (Senior) Emergency Programs Manager Lead Specialist for the provision of emergency assistance is responsible for coordinating work in the region and area of ​​responsibility (hereinafter referred to as the area of ​​responsibility (ZV)). This includes timely organization of work processes, team management, internal and external representation as required.

In particular, the Lead Emergency Response Specialist is responsible for timely and effective planning, implementation, monitoring and reporting of response activities. emergencies and early recovery within the area of ​​responsibility. In addition, the Lead Emergency Specialist is responsible for managing the relevant staff. 

Description of general responsibilities

Internal relations:

  • Facilitate coordination between regional teams and PIN departments as necessary (in collaboration with (Senior) Emergency Programs Manager);
  • Immediately inform (Senior) Emergency Programs Manager of any problems and gaps and propose solutions;
  • The employee is obliged not to provide any information related to PIN activities to third parties (including former PIN employees).

External relations:

  • Develop and maintain relationships with relevant stakeholders in the JI;
  • If necessary, represent PIN in relations with various interested parties (M/NGOs, local institutions, state bodies, donors);
  • Actively maintain contact and coordinate work with other M/NGOs, local authorities. Promptly inform (Senior) Emergency Programs Manager of any issues and gaps and propose solutions;
  • Has authority to sign documentation (based on power of attorney provided).

Typical Duties and Responsibilities

  • Coordinates the evaluation and selection of intervention sites, as well as the selection of beneficiaries in accordance withStrategies of the PIN Mission in the country; 
  • Responsible for the accurate and timely collection of all data and information at the regional level;
  • Ensures timely and effective planning and implementation of PIN activities throughout the territory of the ZV and prompt provision of all necessary information to the line manager and to other departments upon request;
  • Regularly visits project implementation sites (including together with relevant team members), monitors the progress of all activities and timely reports on results, problems and recommendations for improvement to the line manager; 
  • Responsible for identifying local partners for cooperation;  
  • In close collaboration with the Deputy Director of Program Implementation, Emergency Response Coordinator, (Senior) Emergency Program Manager and other relevant personnel, is responsible for the timely planning, preparation and effective execution of emergency response activities ;
  • Ensures timely collection and submission of all project-related updates required for daily/weekly/monthly activity reports, including reports on field monitoring and evaluations, as well as external meetings and related activities;
  • Responsible for understanding the context, changes, trends, needs and gaps in the provision of assistance within the framework of the HC;
  • Provides information at the regional level in the process of project development;
  • Ensures regular archiving of all relevant project documentation in accordance with PIN archiving guidelines;
  • Managing direct reports (including planning, capacity building and performance); 
  • Ensuring effective and transparent communication within the team, as well as between regions and the Mission;
  • Coordinates work with community representatives and local authorities in order to provide humanitarian aid to communities;
  • li>Ensures non-disclosure of confidential PIN information and non-disclosure of personal data of employees/beneficiaries/other persons that he/she received in the course of work;
  • Performs other necessary and appropriate tasks and duties as assigned (senior ) manager of emergency aid programs.

  • Excellent leadership skills;
  • High organization, excellent communication skills;< /li>
  • Fluency in the Ukrainian language and knowledge of English at a high level;
  • Working knowledge of Microsoft Word, Excel and Outlook.
