Purpose of the position: Senior Program Officer (Senior Program Officer, SPO) will work under direct supervision Head of Programs (HoP) and will contribute to the effective design, coordination, monitoring and reporting of programs supported by the Swedish Red Cross (SRC) in Ukraine. The SPO will support and work in close cooperation with the HoP, gradually developing programmatic and strategic management capacity to ensure continuity and operational efficiency within the delegation.

The SPO will ensure the coherence and compliance of the SRC's humanitarian, rehabilitation and institutional initiatives with the Unified Plan of the Ukrainian Red Cross (URCS) and the SRC program in Ukraine on 2025-2028.

The main performance evaluation criteria will be program planning and implementation support, coordination and interaction with stakeholders, timely submission of accurate reports, strategic analysis and operational support.

Main duties:

  • Stay in Kyiv, with possible business trips around Ukraine.
  • Support the program manager in coordinating the development, planning and development of the program in all thematic areas (assistance, rehabilitation, and capacity building).
  • Participate in the development of project proposals, concepts and work plans in accordance with the requirements of the SSC and donors.
  • Assist in monitoring the implementation of programs, including tracking ofachievement of goals, indicators, and budgets.
  • Participate in identifying programmatic challenges and propose adjustments or improvements in consultation with the program manager and relevant stakeholders.
  • Interact with the SCC team and colleagues in the TCC to ensure alignment and complementarity of programs.
  • Support the development and use of monitoring and evaluation tools and systems to track project outcomes and ensure acceptance evidence-based decisions.
  • Contribute to internal and external reporting (e.g., situation reports, donor reports, annual reports) by collecting, verifying, and summarizing information from regional offices and TCHU branches.
  • Assist in the preparation of situation analyses, program updates, and briefing notes for the Program Manager, Country Coordinator, and Headquarters.
  • Support reviews, assessments, and audits as needed. programs.
  • Represent the SSC at technical meetings, clusters and coordination forums.
  • Maintain regular contact with humanitarian aid coordination structures (e.g. OCHA, INSO, clusters) to inform the team of developments affecting SSC activities.
  • Provide support in the organization of workshops, trainings, partner visits and knowledge-sharing events.
  • Monitoring humanitarian, socio-economic and political events in Ukraine and providing analytical information for the formation of the program strategy.
  • Participation in strategic planning, support for the development of updated versions of SCH programs and thematic strategies.
  • Support the review and quality assurance of program documents (memorandums of understanding, partnership agreements, tender documents, etc.).
  • Help with translation, documentation and archiving of materials related to program.
  • Ensure the relevance and availability of operational information, data, and archiving systems.
  • Regularly raise your professional level, work with professional literature, study changes in legislation, regulatory acts, etc.
  • Observe confidentiality at work, preserve the Company's commercial secret.

General responsibilities:

  • Actively work to achieve the goals of the ТХХ. style="font-weight: 400; font-style: normal">Requirements for the candidate:

    • University degree in one of the relevant areas: international relations, development studies, management or a related specialty.
    • Minimum 3 years of experience in humanitarian or development programs, preferably within Red Cross/Red Crescent Movement or international/national non-governmental organizations.
    • Experience in project cycle management, development of project proposals and monitoringand evaluation.
    • Experience working with national societies or partners.
    • High level of analytical, coordination and communication skills.
    • Good command of MS Office, project management tools and data analysis programs.
    • Ability to work independently, prioritize and complete tasks simultaneously under tight deadlines.
    • Teamwork orientation, developed interpersonal and mentoring skills.
    • English language level - B2 (oral and written), fluency in Ukrainian.
    • Fluency in communication skills.
    • Ability to cooperate and work in a team.
    • Ability to make decisions.
    • Ability to cooperate with partners/contractors, local organizations.
    • Ability apply non-standard/innovative solutions at work.
