Goal of the position:Leading specialist of health monitoring supports the effective implementation of the planning, monitoring, evaluation and reporting (PMER) system within the framework of the activities of the Red Cross Society of Ukraine (RCS) related to health care. This role ensures timely and quality data-driven collection, analysis, reporting, and learning within medical programs. Acting as a liaison between the health program units and the PMER unit, the specialist works closely with colleagues in the Information Management (IM) and Project Management Office (PMO) departments to ensure the appropriate use of program data. With the support of PMER Coordinators and Senior Specialists, the Lead Health Monitoring Specialist ensures that PMER components in health programs are complete, meet QCA standards and donor/project requirements. This role contributes to the quality of medical programs through evidence-based decision making and continuous improvement.
Primary Responsibilities:
Planning
- Ensure consistency of the logical framework of health care projects with the type and detail of data collected by the program unit; check the correctness and clarity of assumptions
- Update the centralized system of monitoring and evaluation of TCM in case of changes in indicators or methods of their measurement.
Monitoring
- Monthly validate data on health care indicators, using verification tools and comparing with previously confirmed data.
- Check reporting in OnePlan for compliance with data presented in program information panels, and identify necessary adjustments.
- Support the senior PMER monitoring specialist in creating templates for technical and non-technical monitoring visits, as well as in the further support of their implementation and documentation.
- Participate in selected monitoring visits to medical programs.
- Contribute to the conduct of regular telephone surveys of the satisfaction of the beneficiaries of medical services and ensure the timely dissemination of results to the relevant teams.
Evaluation and Learning
- Support the organization and conduct of evaluations and lessons learned sessions within the medical programs.
- Collaborate with the PMER team, health program units and partner national associations in the development of tools for measuring performance indicators.
- If necessary, prepare reports on the results of the evaluation and final reports.
Reporting
- Receive confirmation from the health care program unit regarding quantitative indicators used in institutional reporting (e.g., OnePlan).
- Collect qualitative (narrative) information from medical teams to prepare institutional reports.
- Support PMER Reporting Coordinator and Project Management Office in extracting relevant data for project reporting according to established deadlines.
Additional Responsibilities:
- Represent the PMER sector at internal and external meetings as required.
- Perform other tasks as assigned by the PMER Unit Manager.
General responsibilities:
- Actively work to achieve the goals of the Red Cross Movement.
- Adhere to the principles of the Red Cross Movement and work in accordance with them.
- Perform any other work-related tasks and duties as assigned by the immediate supervisor.
Requirements for the candidate:
- Higher education in the field of medical sciences, natural sciences, project management, public administration (or equivalent / relevant education).
- Professional experience in the field of MEAL or project management (at least 2 years).
- Experience working on multi-sectoral or multi-donor projects.
- Previous experience working in a humanitarian or non-governmental organization.
- Knowledge of results-based management (RBM).
- Familiarity with International Federation of Red Cross and Red Crescent Societies PMER standards and practices (IFRC) IFRC.
- Fluency in Ukrainian.
- B2 level of English.
- Excellent communication skills.
- Collaboration and team work skills preferred.
- Skills to work with partners/contractors, local organizations will be an advantage.
- Ability to build trust.
