Coordination specialist of project proposals will work closely with program units, strategic partnerships, finance, project management and awards, the resource mobilization team, as well as technical cross-sectoral teams. 

Purpose of the position: To strengthen the potential of TCHU in terms of attracting funds and relations with donors by supplementing the existing position of the Leading Specialist for Coordination of Project Proposals. The position focuses on coordinating, writing and structuring high-quality proposals, ensuring compliance with donor requirements. 

Performance criteria: Timely preparation of project proposals. The quality of the project proposal meets the requirements of the Donor and the interests of the goals of the Unified Plan of the TCHHU. Effective coordination between all departments during the project development process.

Essential Responsibilities:

  • Proposal Development: Act as a point of contact for proposal coordination to facilitate the development of project proposals with the Project Proposal Coordinator and facilitate internal communication and coordination with relevant departments; 
  • Provide quality analysis of risks and opportunities of various donor programs, advise program units, project management team and management on compliance with the requirements of institutional donors;
  • Monitor open grant announcements and identify funding opportunities that are consistent with the mission and activities of TCHU; 
  • Coordinate with the relevant departments the development of technically justified documents for fundraising (applications for participation, concept notes, proposals) that meet the quality standards of the TCHU, are consistent with the strategy of the TCHU and the requirements of donors; 
  • Make proposal development plans and track timelines, ensure and facilitate coordination between teams: management, partner national societies, PMER, program units, finance, community engagement and accountability, advocacy, gender equality and inclusion, resource mobilization; 
  • Collaborate with the PMER team to develop logframes, ensuring compliance with donor requirements and inclusion of SMART indicators, clear tasks, objectives and means of verification; 
  • Collaborate with Finance, Project Management / Awards and relevant technical staff to develop a competitive and high-quality project budget that meets donor requirements; 
  • Ensure adherence to Standard Operating Procedures (SOP) related to proposal development and ensure timely internal proposal approval procedures; o Integrate work on errors, best practices of past projects and cross-sectoral topics into new proposals.

Additional duties?:?

  • ?Analyze trends, priorities and unmet needs of donors, conduct regular stakeholder analysis of the parties; 
  • Ensure the creation and regular updating of a map of donors and other partners/stakeholders;
  • Support the development and contribute to the formation of profiles and maps of donors, as well as strategies for attracting donors; 
  • Ensure a clear understanding of donor requirements and availability of all relevant proposal templates to relevant staff; 
  • Conduct seminars on the coordination of project proposals for the launch of new projects, as well as hold seminars after receiving new grants before launching new projects; 
  • Contribute to the timely transfer of donor feedback on proposals in cooperation with the relevant teams. 
  • Contribute to pre-signature review of contracts to verify compliance with approved design proposals and attachments. 
  • Correctly classify and register contractual project documents (approved proposals, annexes, go/no-go, etc.) ?

General responsibilities:

  • Actively work to achieve the goals of the TCHU.
  • Adhere to the principles of the Red Cross Movement and work in accordance with them.
  • Perform any other work-related tasks and responsibilities as assigned by immediate supervisor.

Candidate requirements:

  • Bachelor or Master’s degree in international relations, social sciences, development, management, political science, or related field.
  • 3-4 years of experience in the humanitarian or development sector with an emphasis on donor engagement and writing proposals.
  • Prior professional experience in project development and proposal writing (or donor reports), with a demonstrated ability to develop high-quality proposals for institutional donors.
  • Experience in fundraising for projects in humanitarian response, civil society strengthening, or a related development field.
  • Experience working with non-governmental organizations, civil society organizations, or international organizations.
  • Deep understanding of project cycle management, logframes, indicators, monitoring and evaluation.
  • Ability to rapidly collaborate with headquarters staff directly and with field staff remotely during proposal writing and, if necessary, revision of proposal(s) in a dynamic environment.
  • Knowledge of the humanitarian aid system, the international donor environment and the ability to understand the specifics of different donors (EU, UN, state donor agencies, foundations, etc.); as well as familiarity with the requirements of key donors such as EU/ECHO, USAID/BHA, FCDO, UN agencies and other international agencies, and the ability to work in parallel in a multi-donor environment.
  • Good project development skills, including the ability to prepare a logical, coherent and consistent proposal with an appropriate budget and logframe.
  • Strong coordination skills, verbal and written communication skills, analytical abilities.
  • Cooperation, openness and the ability to work in a diverse work environment.
  • ??Ability to work independently and make strategic decisions.
  • Familiarity with the Red Cross and Red Crescent movement is desirable, but not mandatory.
  • ??Fluency in Ukrainian and English (oral and written) is mandatory.

The Project Proposal Coordination Specialist will work closely with program departments, the strategic partnerships department, finance, project management and rewards, the resource mobilization team, as well as technical cross?sectoral teams.

 To strengthen URCS’s capacity in fundraising and donor relations by complementing the existing Senior Specialist for Project Proposal Coordinatorion. The position focuses on coordinating, drafting, and structuring high?quality proposals and ensuring compliance with donor requirements.

 Effective coordination among all departments throughout the project development process.

Key Responsibilities

Proposal Development:

  • Serve as a focal point for coordinating project proposals, supporting proposal development together with the Proposal Coordinator, and ensuring internal communication and coordination with relevant departments.
  • Provide high?quality analysis of risks and opportunities within various donor programs; advise program units, the project management team, and senior leadership on compliance with institutional donor requirements.
  • Monitor open grant announcements and identify funding opportunities aligned with URCS’s mission and activities.
  • Coordinate with relevant departments to develop technically sound fundraising documents (applications, concept notes, proposals) that meet URCS quality standards, align with URCS strategy, and comply with donor requirements.
  • Prepare proposal development plans and timeline tracking; facilitate coordination between teams such as leadership, partner National Societies, PMER, program units, finance, community engagement and accountability, protection, gender equality and inclusion, and resource mobilization.
  • Collaborate with the PMER team to develop logframes that meet donor requirements and include SMART indicators, clear outputs, outcomes, and means of verification.
  • Collaborate with finance, project management/rewards, and technical staff to prepare competitive and high?quality project budgets aligned with donor requirements.
  • Ensure compliance with Standard Operating Procedures (SOPs) related to proposal development and facilitate timely internal approval processes.
  • Integrate lessons learned, best practices from previous projects, and cross?cutting themes into new proposals.

Additional Responsibilities

  • Analyze trends, donor priorities, and unmet needs; conduct regular stakeholder analysis.
  • Ensure the creation and regular updating of donor maps and other partner/stakeholder databases.
  • Support the development of donor profiles, donor maps, and engagement strategies.
  • Ensure a clear understanding of donor requirements and availability of all relevant proposal templates for staff.
  • Conduct proposal coordination workshops for new project launches and workshops following the receipt of new grants.
  • Facilitate timely communication of donor feedback on proposals to relevant teams.
  • Contribute to contract review prior to signing to ensure consistency with approved project proposals and annexes.
  • Properly classify and register contractual project documentation (approved proposals, annexes, go/no?go decisions, etc.).

General Responsibilities

  • Actively contribute to achieving URCS goals.
  • Uphold and work in accordance with the principles of the Red Cross Movement.
  • Perform any other job?related tasks assigned by the direct supervisor.

Candidate Requirements

  • Bachelor’s or Master’s degree in International Relations, Social Sciences, Development, Management, Political Science, or a related field.
  • 3–4 years of experience in the humanitarian or development sector with a focus on donor relations and proposal writing.
  • Previous professional experience in project development and proposal writing (or donor reporting), with a demonstrated ability to develop high?quality proposals for institutional donors.
  • Experience in fundraising for humanitarian response, civil society strengthening, or related development fields.
  • Experience working with NGOs, civil society organizations, or international organizations.
  • Strong understanding of the project cycle, logframes, indicators, monitoring and evaluation.
  • Ability to collaborate quickly with headquarters staff and remotely with field staff during proposal development and revisions in a dynamic environment.
  • Knowledge of the humanitarian system, international donor landscape, and specific donor requirements (EU/ECHO, USAID/BHA, FCDO, UN agencies, and others); ability to work in a multi?donor environment.
  • Strong project development skills, including the ability to produce logical, coherent, and consistent proposals with appropriate budgets and logframes.
  • Strong coordination, communication (verbal and written), and analytical skills.
