The National Committee of the Red Cross Society of Ukraine (RCHU) announces a competition for the position of Leading Civil Defense Specialist in the National Security

Red Cross Society of Ukraine is the largest humanitarian organization of Ukraine, which is one of the first to respond to all emergency situations in the country and provides assistance to those who need it the most.

Purpose of the position: The leading specialist in coordination of interaction with the European Civil Protection Mechanism (UCPM) of the Civil Protection Department of the Department of Civil Protection and Civil-Military Cooperation of the NK of the Republic of Ukraine is responsible for the organization and support effective cooperation with UCPM and European partners with the aim of attracting international aid for the needs of civil protection and humanitarian response in Ukraine.

Ensures the collection, summarization and transfer of the needs of communities and subjects of civil protection, coordinates the process of processing requests, monitors their status and contributes to the organization of the logistical distribution of received resources. Participates in the preparation of analytical materials and proposals for increasing the effectiveness of the participation of the Ukrainian Civil Defense in the EU civil protection mechanisms, as well as supports systemic interaction with state authorities, local self-government bodies, partners and structural divisions of the Society.

Main duties:

  • Organization and coordination of the interaction of the Ukrainian Civil Protection Mechanism with the European Civil Protection Mechanism (UCPM) in terms of humanitarian response and civil protection support in Ukraine;
  • Formation, collection and summarization of the needs of communities and civil protection entities in the event of an emergency for further transfer through UCPM tools;
  • Preparation and transfer of requests and technical descriptions of needs to European partners/UCPM, ensuring completeness, correctness and relevance of data;
  • Receiving feedback from UCPM regarding agreed resources, monitoring the status of requests, timely informing communities/civil defense entities about decisions and next steps;
  • Coordinating the process of obtaining, logistical support, distribution and delivery of agreed material resources to the final recipients in cooperation with the relevant subdivisions/regions;
  • Interaction with authorities and stakeholders (Ministry of Community and Territorial Development, State Emergency Situations, local authorities and local self-government bodies, the European Commission and UCPM partners), as well as with departments/branches of the TRC and regional organizations of the TRC.

Additional responsibilities:

  • Participation in meetings, working groups, trainings and projects related to UCPM, humanitarian logistics and response to emergencies;
  • Preparation of analytical materials, reports, references and proposals for improving the effectiveness of the participation of the ТЧХУin the mechanisms of EU civil protection;
  • Support of internal and external document flow in the direction of UCPM (official letters, certificates, accompanying materials, registers/accounting);
  • Performance of other tasks within the scope of competence as assigned by the immediate supervisor.

Requirements for candidate:

  • Higher education (humanitarian, psychological, project management).
  • Additional education (passing trainings/sessions) on the program "Information about the dangers of explosive objects and risk prevention education" (EORE) is desirable.
  • Minimum two years of work experience in humanitarian organizations will be an advantage.
  • Understanding the approaches and work standards of international organizations and donors, practical experience of cooperation and coordination of joint initiatives.
  • Analytical skills: the ability to summarize data, prepare reports and form conclusions. Understanding of the principles of operation of the civil protection and humanitarian response system.
  • Negotiation and partnership building skills.
  • Understanding humanitarian logistics processes and supply chain management.
  • Microsoft software skills (Word, Excel, working with databases, e-mail).
  • Fluency in Ukrainian.
  • Fluency in English language.
  • Excellent communication skills.
  • Ability to cooperate and work in a team.
  • Ability to make decisions.
  • Ability to cooperate with partners/contractors, local organizations.
  • Ability to apply non-standard/innovative solutions in work.
  • Ability to build trust.
