Purpose of the position: The leading monitoring specialist in the field of protection and education is responsible for ensuring the effective implementation of the Planning, Monitoring, Evaluation and Reporting (PMER) system in programs related to protection and education within the framework of the activities of the TCHU. The position involves working closely with program teams, coordinators, Information Management (IM) specialists and the Project Management Office (PMO) to ensure quality data collection, analysis and use. The specialist contributes to the integration of QCA standards, donor requirements and principles of humanitarian protection into program activities, supporting evidence-based decision-making, improving the quality of programs and developing the capacity of the organization in the areas of protection and education.
Main responsibilities:
- Ensure the integration of protection components into the planning, monitoring, evaluation and reporting (PMER) system of the TCHU
- Support the development of performance indicators for protection programs, including gender equality, inclusion and violence prevention.
- Monitor the implementation of protection programs, including data analysis, field visits and preparation of reports.
- Collaborate with regional teams, program coordinators and partners to ensure alignment of approaches to protection.
- Support the planning and evaluation of educational programs, including training for staff, volunteers and beneficiaries.
- Develop tools for collecting data on the effectiveness of educational activities.
- Analyze the impact of educational programs on the level of awareness, behavior and involvement of target groups.
- Contribute to the integration of educational components into the general program framework of the TCHU.
- Ensure high-quality collection, processing and analysis of data in the fields of protection and education.
- Support the preparation of reports in accordance with the requirements of donors, the internal standards of the TCHU and the principles of QCA.
- Use standard PMER templates and tools to unify reporting processes.
- Brothersparticipation in lessons learned analysis sessions, evaluations and presentations of results.
Additional Responsibilities
- Represent the PMER sector at internal and external meetings as required.
- Perform other tasks as assigned by the head of the PMER unit.
General duties:
- Actively work to achieve the goals of the TCHHU.
- Follow the principles of the Red Cross Movement and work in accordance with them.
- Perform any other work-related tasks and duties as assigned by the immediate supervisor manager.
Candidate requirements:
- Higher education in science, health sciences, natural sciences, project management, public administration (or equivalent/relevant education).
- Relevant experience in monitoring, evaluation, accountability and learning (MEAL) or project management (at least 3 years).
- Previous management experience, including management team members would be an advantage.
- Experience working on multi-sector or multi-donor projects.
- Previous experience working in a humanitarian organization or NGO.
- Knowledge of results-based management (RBM).
- Familiarity with International Federation of Red Cross and Red Crescent Societies (IFRC) PMER standards and practices.
- High level of data analysis skills using Excel, SPSS or similar tools.
- Understanding of quantitative and qualitative research methods.
- Experience with data collection tools and platforms (eg KoboToolbox, ODK, CommCare).
- Ability to read, write and translate large volumes of information in English.
- Awareness of PMER IFRC standards and practices.
- Fluent Ukrainian language.
- Knowledge of English at a level not lower than B2.
- Excellent communication skills.
- Ability to cooperate and work in a team.
