Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH in Kyiv is seeking a qualified professional for the project “Mental health and psychosocial support for veterans and vulnerable groups in Ukraine” to fill the position of the:

Junior Monitoring and Evaluation Specialist (full-time, Kyiv)

Since the start of Russia’s full-scale invasion of Ukraine in February 2022, the communities in the north, east and south of Ukraine have been particularly affected, with more than 14 million people having forced to flee their homes.

 People affected by the war, veterans as well as and especially women and children, are often left alone with their trauma and burdens resulting from the various war experience. Holistic psycho-social therapy approaches are not yet available nationwide.

 On behalf of the German government, GIZ Ukraine strengthens structures to provide needs-adapted mental health and psychosocial support to the people affected by the war; here in particular to veterans and their families, women and children, IDPs, people with disabilities, and elderly people.

Objective:

Gender-responsive MHPSS services for vulnerable groups are strengthened.

Approach:

The project is working with regional and municipal administrations, non-governmental organizations, local universities, and rehabilitation centers, to incorporate psychosocial services into local structures, with a regional focus on the oblasts: Kirovohradska, Dnipropetrovska, Kharkivska, Chernihivska, Cherkaska, Zhytomyrska, and Kyivska. Psychologists, psychotherapists, social workers, teachers, and specialists are receiving training to deepen their core skills, thus expanding counselling and support services to persons with war trauma and other war related experience (such as torture and violence). Cooperation among Ukrainian and international actors is also being strengthened to create synergies and use resources more efficiently.

Key responsibilities:

The Junior Monitoring & Evaluation Specialist is responsible for: 

• Supporting the development of necessary tools for monitoring and evaluation (M&E) to measure impacts and outputs from activities of the project.
• Supporting the M&E action plan and ensuring implementation and follow up in close coordination with project coordinators.
• Supporting the collection, validation, and consolidation of data provided by project partners, ensuring quality, consistency, and compliance with project M&E standards.
• Assisting in data analysis, documentation, and preparation of internal reports, progress updates, and monitoring summaries.
• Supporting digital data management processes and internal project coordination related to M&E.
• Supporting the M&E Specialist in database management, including routine data cleaning, validation, consistency checks, and maintenance of structured project datasets.
• Supporting compliance withdata quality standards and data protection requirements in M&E processes.
• Providing M&E-related inputs for internal and donor reporting processes as well as for communication and PR products.

The Junior Monitoring and Evaluation Specialist reports to the Project Director; operational tasking, supervision, and technical oversight are ensured by the M&E Specialist.

 Required qualifications, professional experience and personal competences:

• Academic degree in Social Sciences, International Development, Economics, Statistics, Public Policy, Sociology, Psychology, or related field.
• Academic and/or initial professional experience in monitoring and evaluation, data management, data analytics, preferably within projects involving international stakeholders.
• Very good working knowledge of digital tools and technologies for data processing, information management, analysis, and reporting (e.g. MS Office) as an independent user.
• Strong analytical skills, attention to detail, and ability to work with structured data and databases.
• Excellent interpersonal skills and ability to work effectively in a multidisciplinary and multicultural team.
• Excellent language skills (written and oral) in Ukrainian and English are required; German is an asset.
• Ability and willingness to travel on a regular base within (Eastern) Ukraine and abroad.

Employment conditions: 

Full-time position with 40-hour working week. The place of assignment is Kyiv. The contract duration will be 12 months with the possibility of prolongation. The starting date of assignment is March 1st, 2026.
