Program description
The Office of Transition Initiatives (OTI) of the United States Agency for International Development (USAID) has been present in Ukraine since 2014, helping to support its democratic and Europe-oriented transformation. Focusing initially on the stabilization needs and displacement crisis caused by Russia's invasion of eastern Ukraine, the OTI Projects "Building Public Confidence" (UCBI) and UCBI II adapted their objectives to focus their efforts on building public confidence on the ground in national reform processes, strengthening unifying narratives based on democratic and civic values and responding to new threats to stability. In February 2022, OTI launched Project UCBI III – an emergency response mechanism to deal with the consequences of Russia's brutal and unjustified invasion. The current programs of UCBI III are aimed at fulfilling four tasks: 1) Providing Ukrainian voices with the opportunity to expand support for the unity, democracy and independence of Ukraine; 2) providing the government and civil society in key areas with the opportunity to quickly solve the primary tasks posed by the war; 3) Mobilization of Ukrainians around common, unifying values to shape the future of the country; and 4) Promoting activities aimed at national healing and justice for atrocities.
A new USAID/OTI project – UCBI 4 – is designed to promote united, democratic and Europe-oriented recovery of Ukraine from the consequences of the Russian invasion. This goal will be achieved through the implementation of three initial tasks:
- Strengthening early recovery and reintegration of the displaced population in frontline communities and de-occupied areas;< /li>
- Expanding coverage and increasing the number of interactions with narratives that strengthen Ukrainian unity and democracy; and
- Strengthening of non-violent civil action and ties between Russian-occupied areas and the rest of Ukraine.

The IT specialist position is a long-term a task that focuses on maintaining project IT systems and infrastructure and providing support to project staff and stakeholders.
Responsibilities:
- Troubleshooting project IT systems, endpoints and network problems, diagnosis and resolution of hardware, software or network problems
- Installation, configuration, maintenance of computer hardware, system software (operating systems) and programs
- Ensuring timely technical support and training of project personnel
- Ensuring maintenance and control of software and hardwaretechnical support related to servers, firewalls, switches, computers, laptops, printers, scanners, etc.
- Communication with the IT teams of the Kimonix head office to ensure the compliance of the project with the corporate IT policies and procedures
- Ensuring compliance of project IT systems with Kimonics IT security standards
- Adding or removing devices from Azure Active Directory/Microsoft Endpoint Manager
- Resetting user passwords as needed and MFA settings
- Elimination of unauthorized use of software
- Administration and support of the local area network (LAN), including switches, access points and firewalls
- Administration and management of IT equipment including managing inventory, software versions, updates, licenses, etc.
- Research new IT applications to optimize office functions
- Contribute to security remediation activities targeting GTI on devices , networks and programs
- Information of local staff about corporate IT policy
- Other tasks as needed.
Requirements:
- Minimum 5 years of IT experience
- Experience with Office 365 services
- Experience with Identity Providers (IdP) such as such as Microsoft Active Directory/Azure Active Directory
- Experience with configuration management systems such as Group Policy, SCCM, Microsoft Endpoint Manager
- Experience with network basics (LAN/WAN), preferably on Meraki products
- Strong English communication skills (oral and written), strongly preferred
- Ability to work in a team and independently with minimal supervision

Initially focusing on stabilization needs and the displacement crisis resulting from Russia's invasion of eastern Ukraine, OTI's Ukraine Confidence Building Initiative (UCBI) and UCBI II adjusted objectives to focus increasingly on building local confidence around national-level reform processes, amplifying unifying narratives grounded in democratic and civic values, and addressing nascent threats to stability. In February 2022, OTI launched UCBI III as a contingency response mechanism to address the impacts of Russia's brutal and unjustified invasion. UCBI III currently programs towards four objectives: 1) Enable Ukrainian voices to build support for Ukraine's unity, democracy, and independence; ) Enable government and civil society in key areas to rapidly respond to critical priorities caused by the war; 3) Mobilize Ukrainiansaround shared values that maintain unity to shape the country’s future; and 4) Contribute to nascent efforts for national healing and addressing atrocities.
USAID/OTI’s new activity – UCBI 4 – has the goal of advancing Ukraine’s unified, democratic, and Europe-oriented recovery from Russia’s invasion. This goal will be met through three initial program objectives:

Position Overview:
The IT Specialist position is a long-term assignment focused on supporting the project’s IT systems and infrastructure and providing support to project staff and stakeholders.
Responsibilities:
- Troubleshoot project IT systems, Endpoint and network problems, diagnose, and resolve hardware, software, or network issues.
- Install, configure, and maintain computer hardware, system software (operating systems) and applications.
- Provide timely technical support and training to project personnel.
- Provide maintenance and control of software and hardware related to servers, firewalls, switches, computers, laptops, printers, scanners, etc.
- Liaise with Chemonics’ home office IT teams to ensure project compliance with enterprise IT-related policies and procedures.
- Ensure that the project IT systems are compliant with Chemonics’ IT Security Standards.
- Add or remove devices from Azure Active Directory/Microsoft Endpoint Manager.
- Reset users’ passwords and MFA settings when needed.
- Address unauthorized software use
- Administer and maintain the local area network (LAN), including switches, access points and firewalls.
