The Foundation is an executive partner of the UNHCR and carries out programs of providing direct legal, humanitarian and psychological assistance in 18 regions of Ukraine, promotes changes in the national legal base, bringing it into line with international standards in the field of human rights, as well as contributes to strengthening the capacities of state bodies of Ukraine to overcome the consequences of migration. 

Within the project, the Fund will provide combined services based on the work of mobile teams to the most vulnerable categories population, including children, women, persons with disabilities and the elderly, internally displaced persons living in compact housing and social centers. Mobile brigades will provide services in the war-affected areas of Dnipropetrovsk, Kharkiv, Kherson, Poltava, Mykolaiv and Zaporizhia regions.

JOB DESCRIPTIONThe main goal of the position is to increase the efficiency and security of the IT infrastructure of the Ministry of Foreign Affairs of Ukraine (MFA), which will contribute to the overall improvement of the quality of providing IT services to users in the MFA. A key part of the duties of the position is the development and configuration of the network in the process of implementing the "e-Consul" information and communication system in foreign diplomatic institutions of Ukraine.

DUTIES AND RESPONSIBILITIES

  • Construction and maintenance of a large-scale territorial network. Working communication with the main vendors of network equipment. 
  • Deployment and administration of system servers.
  • < li>Working communication with the system development and support teams. 
  • Risk management within your function, technical area or project of medium complexity. Identifies risks and vulnerabilities, assesses their impact and likelihood, develops mitigation strategies and reports to MFA. 
  • Provides planning and performs network maintenance and upgrades. Implements agreed changes to infrastructure and proceduresmaintenance. Uses infrastructure management tools to determine load and performance statistics. Configures tools for building a system of management, automation, monitoring and troubleshooting of networks. Maintains work procedures and verifies their implementation in accordance with agreed standards. Investigates and provides an opportunity to resolve operational issues. Provides reports and suggestions for improvement to professionals, users and managers.
  • Understanding and Compliance Code of conduct and other policies of the Fund.

PROFESSIONALS REQUIREMENTS

Education

  • Bachelor's/Master's degree in computer science, or software engineering, or information systems, or an equivalent combination of education and experience.

Experience and skills

  • At least 3 years of practical experience as a network engineer.

  • Deep understanding (at the level of reflexes) of the OSI model, experience in building and maintaining large geographically distributed networks.

  • Practical experience of working with the main network equipment vendors (Cisco, Fortinet, HPE/Aruba, etc.)

Experience in deployment and maintenance of NAC systems (Cisco ISE, Aruba ClearPass)

  • Practical experience in building control systems, automation, monitoring and troubleshooting networks

  • Skills in working with virtualization platforms and excellent networking skills in them (VMWare DS, NSX)

  • Linux and Windows server deployment and administration

  • Vilfluent in Ukrainian and English.

  • Skill in documenting the completed work.

  • < span style="font-weight: 400; font-style: normal; text-decoration: none">High motivation. Ability to work well under pressure and in adverse conditions.

  • < span style="font-weight: 400; font-style: normal; text-decoration: none">Willingness to work physically in the premises of the Ministry of Foreign Affairs according to the standard work schedule 5 days a week (if necessary), with the possibility of working remotely and with a flexible schedule (in accordance with the existing tasks and requirements for an effective workflow).

  • Experience of public service or work in public institutions of Ukraine will be an advantage.
