Expert in institutional development in Eurasia Foundation

The Eurasia Foundation, the executor of the international technical assistance project "Digitalization for Growth, Integrity and Transparency (UK DIGIT)", is looking for an Institutional Development Expert for SE Prozorro.

Place of work: Kyiv city, hybrid work format 

Role purpose:

Support the development of the institutional capacity of Prozorro State Enterprise, as a state IT company that ensures transparency, efficiency and trust in the field of public procurement. The expert helps to improve internal processes, the organizational structure, the management system, to implement the OKR (Objectives & Key Results) system.

Main tasks:

• Development and implementation of initiatives for the institutional development of DP Prozorro (system goal-setting, organizational effectiveness, management processes).
• Analysis of the current state of institutional capacity and preparation of recommendations for its improvement.
• Preparation of analytical materials, strategic notes, reports and presentations on reforming processes.
• Supporting the development and implementation of institutional change plans in Prozorro (for example, the goal-setting system, internal procedures).
• Proposing proposals to the development of corporate culture, internal communications and staff training system.
• Facilitation of group strategic sessions (minimum 1) and working meetings on the implementation of strategic initiatives (minimum 5), helping internal teams to agree on goals and make decisions.
• Conducting training sessions to increase the management, communication and analytical capacity of the organization.
• Development of tools and methods of institutional development for SE Prozorro, coordination of implementation of changes.

Expected results

• Preparation and conductholding a strategic session for the Prozorro team
• Development of a matrix of goals for SE Prozorro, quarterly adjustment of goals and support for the implementation of the goal-setting system in the team.
• Conducting training sessions to increase the management, communication and analytical capacity of the organization.
• Implementation of processes that increase the effectiveness of the organization and management.
• Preparation of recommendations for implementation the approach to measuring team performance using the OKR methodology.

Competencies:

Specialist:

• Understanding the principles of institutional development, organizational transformations, strategic planning.
• Experience in the development and implementation of policies, procedures, management models.
• Experience in organizing and holding strategic sessions.
• Knowledge of public administration, public procurement or digital transformation.
• Confident analytical skills, preparation of strategic documents and presentations.

Soft skills:

• System thinking and strategic vision.
• Excellent communication skills and diplomacy.
• Ability to work in in a complex environment with many stakeholders.
• Initiative, development and result orientation.
• Ability to combine bureaucratic accuracy with flexibility of thinking.

Necessary education and experience:

• Higher education (public administration, economics, management, law, social sciences or related fields).
• Experience in the field of institutional development, strategic consulting, public administration or international projects for at least 5 years.
• Experience in a category A civil service or political position will an advantage.

In addition, it will be a plus:

• Understanding the context of public procurement reforms and digital transformation of the public sector.
• Experience facilitation of strategic sessions, organizational audits or culture change projects.
• Proficiency in English at a level not lower than Upper-Intermediate.

The consultant must meet the established qualification requirements, have an impeccable business reputation, relevant professional experience and adhere to the principles of integrity.
