PROJECT INFORMATION
Ukraine's efforts to win the future - leaving the full-scale war unleashed by Russia ready to accelerate its development as a sovereign, independent, democratic and prosperous state – require a dynamic, inclusive economic recovery. Thanks to the partnership with the government and the active involvement of the private sector, the USAID Project has been supporting the economic growth and sustainability of Ukraine since 2018. After Russia's brutal invasion of Ukraine in February 2022 and the subsequent occupation of part of Ukraine, the USAID Project shifted the focus of its activities from the east of Ukraine to the development priorities of the entire country, which correspond to its urgent needs to improve export logistics and infrastructure.
GRAIN EXPORT LOGISTICS SUPPORT WITHIN THE AGRI-UKRAINE INITIATIVE
The "Economic Support of Ukraine" project is one of the key partners of USAID, which implements the "Development of Agricultural Sustainability (hereinafter - AGRI-Ukraine)" initiative, the budget of which is 350 million dollars. This initiative was launched in 2022 with the aim of developing grain exports from Ukraine and overcoming the global food crisis, which was deepened by the war. As part of the AGRI-Ukraine initiative, the "Economic Support of Ukraine" project cooperates with state and private companies, investing in the transportation and transshipment of critically needed grain products.
INFRASTRUCTURE IMPROVEMENT
The "Economic Support of Ukraine" also directly supports the Government of Ukraine, including the State Agency for Reconstruction and Development of Infrastructure of Ukraine (SARDI), the State Customs Service and Ukrainian Railways, in the modernization of 42 Ukrainian checkpoints (BCP). A modern and more efficient border infrastructure and customs procedures will reduce export costs and increase export capacity, allowing Ukraine to scale trade and advance towards EU integration.
ENERGY SUPPORT AND RENEWAL
As one of USAID's most flexible activities responding to new and/or emergency needs, the USAID project is expanding its interventions that help Ukrainian businesses, communities, and individuals in the fall-winter period (September 2024 - December 2025). The goal is to minimize the impact on the population and economy of Ukraine, given the recent shortage of electricity. This is an adaptive component, and the USAID project can also respond to other emergency needs in the context of ongoing Russian aggression and attacks on Ukraine's critical infrastructure.
About the position
The Infrastructure Improvement Coordinator will work with the Director and Senior Manager of Checkpoint Modernization to coordinate the team's efforts to ensure smooth operations. Infrastructure Improvement Coordinator відповідає за координацію зусиль щодо сприяння будівництву та реконструкції об'єктів прикордонної інфраструктури, включаючи, але не обмежуючись, об'єкти загальної логістики, об'єкти зернової залізничної логістики, інфраструктуру транскордонних переходів та інфраструктуру морських портів. Ця роль забезпечує партнерство з відповідними державними та неурядовими установами та бенефіціарами в рамках будівельних проектів для різних організацій та осіб, залучених до інфраструктурних активностей проєкту USAID. Координатор з питань покращення інфраструктури базується в Києві та звітує перед старшим менеджером модернізації пунктів пропуску.
Обов’язки:
Координація питань з покращення інфраструктури:
- Під керівництвом старшого менеджера з модернізації пунктів пропуску та у співпраці з командами закупівель та логістики проєкту USAID планувати відвідування об'єктів, зустрічі, конференц-зв'язки та інші заходи, пов'язані з інфраструктурою.
- Співпрацювати з командою з модернізації пунктів пропуску для забезпечення ефективного проведення заходів шляхом сприяння належному плануванню задовго до початку майбутніх заходів.
- Координувати відвідування об'єктів інфраструктури Бенефіціарами, Субпідрядниками, Партнерами та Групою з модернізації пунктів пропуску, проведення конференцій та зустрічей для персоналу проекту та зовнішніх сторін.
- Виступати в якості контактної особи з Бенефіціарами, Субпідрядниками, Партнерами, Клієнтами та Групою з модернізації пунктів пропуску для підтримки поточної проектної діяльності, забезпечуючи передачу всієї документації у належному стані відповідно до встановлених термінів.
- Синхронізувати зусилля з Бенефіціарами, Субпідрядниками, Партнерами та компонентами проєкту USAID для забезпечення того, щоб всі результати поєкту USAID були завершені вчасно та відповідно до стандартів якості.
- Реєструвати, обробляти та організовувати документи, пов'язані із закупівлями, моніторингом проектування та будівництва, а також інші документи, пов'язані з інфраструктурними активностей проєкту USAID.
- Координувати збір інформації для закупівель, моніторингу та оцінки впливу на довкілля програмних заходів проєкту USAID, пов'язаних з виробництвом енергії та енергоефективністю.
- Контролювати та брати активну участь у координації та організації основних заходів проекту, конференцій, VIP-візитів тощо.
- У координації з групою закупівель здійснювати моніторинг прогресу технічної допомоги та забезпечувати відповідність діяльності планам та показникам ефективності проєкту USAID.
- Забезпечувати партнерство з відповідними державними та недержавними установами, а також Бенефіціарами в рамках будівельних проектів.
- Реєструвати, систематизувати та архівувати контактну інформацію щодо різних організацій та осіб, залучених до інфраструктурних активностей проєкту USAID.
- Підтримувати тісну співпрацю з групою закупівель щодо організації передтендерних конференц-дзвінків та передтендерних будівельних зустрічей.
- Підтримувати та оновлювати систему даних по покращенню інфрастрstructures, procurement tracker and other relevant trackers and systems for USAID project staff to display the status of projects.
- Maintain documentation in accordance with USAID and DAI standards.
- Maintain the Grant Program, ensuring environmental compliance of submitted grant proposals.
Monitoring and evaluation:
- Coordinate the collection of data for the preparation of reports according to performance indicators.

- Provide information to the monitoring and evaluation team on the progress of data collection, using innovative data collection methods when appropriate.
- Use effective communication mechanisms with the monitoring and evaluation team for monitoring, evaluation and reporting on the implementation of USAID project activities.
Communication:
- Inform relevant stakeholders, including state authorities, local entrepreneurs and suppliers business services, with an infrastructure improvement program. Promote ongoing positive cooperation with these stakeholders.
- Professional representation of the USAID project in coordination with the communications team.
Reportability:
- Maintenance of documentation in accordance with USAID and DAI standards.
- Preparation of activity reports, agenda and minutes of meetings. Updating the infrastructure improvement data system, PPP infrastructure procurement tracking system and other related systems and systems. Maintain meeting minutes in the TAMIS system.
- Process construction documentation and monitor infrastructure construction progress records in the TAMIS system.
- Contribute to the preparation of accurate and timely progress reports on a monthly basis.
- Perform other duties as assigned.
Qualifications:

AGRI-UKRAINE GRAIN EXPORT LOGISTICS
USAID's Economic Resilience Activity ( ERA) is one of USAID's core partners implementing the $350 million Agriculture Resilience Initiative – Ukraine (AGRI-Ukraine) that was established in 2022 to bolster Ukrainian agricultural exports and alleviate the global food security crisis exacerbated by the war. Under AGRI-Ukraine, ERA partners with public and private companies to complement and leverage urgently-needed grain transportation and transshipment investments.

JOB OVERVIEW
The BCP Infrastructure Coordinator will work with the BCP Director and Senior Manager for BCP Upgrades to coordinate the efforts of the BCP Upgrades Team to ensure smooth operation. The BCP Infrastructure Coordinator is responsible for the coordination of efforts in the promotion of construction and rebuilding of the BCP objects including butnot limited to general logistics facilities, grain railway logistics facilities, transborder crossing infrastructure, and seaport infrastructure. The role ensures partnership with relevant governmental, and non-governmental agencies and beneficiaries in terms of construction projects for the various entities and people involved with ERA infrastructure projects. The BCP Infrastructure Coordinator is based in Kyiv and reports to the Senior Manager for BCP Upgrades.
RESPONSIBILITIES:
Infrastructure Coordination:
- Under the direction of the Senior Manager for BCP Upgrades and in cooperation with the ERA Procurement and Logistics teams schedule site visits, meetings, conference calls, and other infrastructure-related events.
- Work with the BCP Upgrade Team to ensure that actions are conducted efficiently by promoting proper planning well before upcoming activities.
- Coordinate infrastructure site visits between Beneficiaries, Subcontractors, Partners, and the BCP Upgrade Team, conferences, and meetings for the project staff and external parties.
- Serve as point of contact with Beneficiaries, Subcontractors, Partners, Clients, and the BCP Upgrade Team to support ongoing project activities, ensuring that all documentation is shared in appropriate condition, following the timeframe.
- Synchronize efforts with Beneficiaries, Subcontractors, Partners, and ERA`s components to ensure that all ERA deliverables are completed on time and of high-quality standards.
- Log, process, and organize documents related to procurement, design and construction monitoring, and other documents related to the ERA infrastructure projects.
- Coordinate gathering information for procurement, monitoring, and Environmental Assessments of ERA program activities related to energy production and efficiency.
- Oversee and actively participate in the coordination and organization of the project’s major events, conferences, VIP visits, etc.
- In coordination with the Procurement team monitor technical assistance progress and ensure that activities are aligned with the USAID ERA plans and performance indicators.
- Ensure the partnership with relevant governmental, and non-governmental agencies, and Beneficiaries in construction projects.
- Log, organize, and archive contact information for the various entities and people involved with ERA infrastructure projects.
- Keep close collaboration with the Procurement Team in terms of pre-bid conference calls and pre-bid construction meetings organizing.
- Maintain and update the BCP Infrastructure pipeline, BCP Infrastructure Procurement Tracker, and other relevant trackers and pipelines for the ERA staff and USAID Client to reflect the status of the projects.
- Maintain documents in compliance with the USAID and DAI standards.
- Support the Grants program ensuring environmental compliance of submitted grant proposals.
Monitoring & Evaluation:
- Coordinate data collection to report against Activity performance indicators.
- Respond to the M&E team on data collection progress, relying on innovative data-gathering methods when appropriate.
- Use effective mechanisms to communicate with the M&E team for monitoring, evaluation, and reporting on the ERA implementation.
Communication:
- Introduce the BCP program to relevant stakeholders including government authorities, local business owners, and business service providers. Foster ongoing positive cooperation with these stakeholders.
- Professionally represent ERA in coordination with the Communication team.
Reporting:
- Maintain documents in compliance with the USAID and DAI standards.
- Prepare activities reports, agendas, and minutes of meetings. Update BCP Infrastructure pipeline, BCP Infrastructure Procurement Tracker, and other relevant trackers and pipelines. Maintain meeting records on TAMIS.
- Process the construction documentation and maintain control of the infrastructure progress records in TAMIS.
- Contribute to the preparation of accurate and timely progress reports monthly.
- Perform other duties as assigned.
QUALIFICATIONS
- MA/BA degree and 3 years of experience in a relevant field.
- Technical project coordination experience in USAID-funded projects or other international projects.
- Excellent professional communication and negotiation skills and ability to relate to people at all levels of an organization.
- Ability to work independently and in close cooperation with a team remotely.
- An energetic, thinking-forward, and creative individual with high ethical standards and an appropriate professional image.
- Well-organized and self-directed individual with sound coordination skills, analytical ability, good judgment, and strong operational focus.
- Fluency in English and Ukrainian is required.
