Eastern Europe Fund within the project "Support of digital transformation" (DTA) together with the State Judicial Administration of Ukraine announces a tender for the selection of a contractor for the provision of information security project manager services to support the project "Unified Judicial Information and Communication System" (hereinafter referred to as "EUICS").

Purpose: since 2018, Ukraine has had a "Unified Judicial Information and Communication System", which provides access to judicial proceedings through online services for courts, citizens and legal entities () . The EUICS system allows courts, other bodies and institutions in the justice system, participants in the legal process to exchange documents and data in electronic form. It provides access to information about court decisions, cases and processes, provides an opportunity for litigants to participate in a court session online with the help of a video conference in real time. In this way, ESICS contributes to the transparency and efficiency of judicial proceedings. A functional audit of the Unified Judicial Information and Telecommunication System (CIVITTA) is currently underway, which requires the development of new modules and the updating of the ESICS concept, as well as the modernization of new subsystems.

Commencement date: August 2024.

Term of the contract: until the end of 2024 with a possible extension.

Involvement in the provision of services: full.

Format of cooperation: mixed (combination of offline and online work). Preference is given to candidates who will be able to work in the city of Kyiv.

  • develop information security regulations and protocols, implement them in the organization's activities;
  • use Scrum/Kanban/XP approaches and methodologies in the work, etc.;
  • participate in the planning and organization of work within the limits of the SDLC process;
  • ensure effective communication with interested parties, work with donors and contractors;
  • coordinate the work of security experts and the development team working on the project;
  • determine project KPI priorities, as well as team tasks according to work areas (technical, regulatory, communication, administrative, etc.);
  • monitor the information security of all environments and stages of software development, prepare reports on project progress at the request of the customer;
  • form technical requirements for finding contractors for software development, experts;
  • maintain project documentation in Confluence / Jira / Notion;
  • perform other tasks as required.
  • Requirements for competition participants:

    • experience in managing information security projects - from 5 years;
    • understanding of Agile, (Scrum, Kanban), Waterfall project management methodologies/approaches and skills in working with them;
    • experience in managing teams of information security experts;
    • work experience in projects on the development of information systems for state bodies;
    • experience of working with donor project organizations as stakeholders;
    • experience in designing and implementing KSZI;
    • understanding of software design and development, formulation of high-level technical requirements for a software product;
    • ability to structure elements of information systems, determine technologies and possible software solutions;
    • experience in writing technical tasks, requirements and specifications for IT projects;
    • having information security and ITIL certifications will be an advantage.

    Desired skills and work experience of the contestants:

    • experience with Jira and Confluence;
    • experience in communications with state bodies (clarification of requirements, conducting presentations);
    • developed organizational skills and attention to details;
    • knowledge of the English language will be an advantage.
