The Eastern Europe Foundation within the framework of the USAID / UK Dev project "Supporting the digital transformation of Ukraine" (hereinafter - DTA) together with the State Judicial Administration of Ukraine announces a competition for the position of manager of information security projects to support the project "Unified judicial information and communication system" (hereinafter - ESICS).
Purpose:in Ukraine, since 2018, there has been a "Unified Judicial Information and Communication System", which provides access to judicial proceedings through online services for courts, citizens and legal entities (https://cabinet.court.gov.ua). The EUICS system allows courts, other bodies and institutions in the justice system, participants in the legal process to exchange documents and data in electronic form. It provides access to information about court decisions, cases and processes, provides an opportunity for participants in the court process to participate in the court session online using a video conference in real time. In this way, ESICS contributes to the transparency and efficiency of judicial proceedings. A functional audit of the Unified Judicial Information and Telecommunication System (CIVITTA) is currently underway, which requires the development of new modules and the updating of the ESICS concept, as well as the modernization of new subsystems.
Start date: June - July 2024.
Duration of involvement: until the end of 2024 with a possible extension.
Work format: mixed (offline and online). Preference is given to candidates who will be able to work in Kyiv.
Scope of work and responsibilities of an expert:
- manage projects for the implementation of information security systems, the implementation of key information systems and organization data;
- develop regulations and protocols of information security, implement them in the activities of the organization;
- use approaches and methodologies of Scrum / Kanban / XP, etc.;< /li>
- participate in the planning and organization of work within the SDLC process;
- ensure effective communication with stakeholders, work with donors and contractoramy;
- coordinate the work of security experts and the development team working on the project;
- determine project priorities, as well as team tasks according to work areas (technical, regulatory, communication, administrative, etc.);
- monitor the information security of all environments and stages of software development, prepare reports on the progress of the project at the customer's request;
- form technical requirements for finding software development contractors, experts;
- maintain project documentation in Confluence / Jira / Notion;
- perform other tasks as required.
Expert qualification requirements:
- experience in information security project management — from 5 years;
- understanding of Agile, (Scrum, Kanban), Waterfall project management methodologies / approaches and skills in working with them;
- experience in managing teams of information security experts;
- work experience in information systems development projects for government bodies;
- experience of working with donor project organizations as stakeholders;
- experience of design and implementation of KSZI;
- understanding of software design and development, formulation of high-level technical requirements for a software product;
- ability to structure elements of information systems, to determine technologies and possible software solutions;
- experience in writing technical tasks, requirements and specifications for IT projects;
- certificates in information security and ITIL will be an advantage.
Desired skills and work experience:
- experience with Jira and Confluence;
- experience in communications with government bodies (clarification of requirements, conducting presentations);
- developed organizational skills and attention to detail;
- knowledge of the English language will be translatedweight.
