POSITION DESCRIPTION
The Information Management Specialist (IM Officer) reports to the Regional MEAL Manager (Area MEAL Manager); working closely with the IM/MEAL team, under the technical guidance of the Information Management Supervisor (IM Supervisor), implements and maintains the system information and data management within Handicap International/Humanity and Inclusion activities in Dnipropetrovsk region (and others at the request of the manager); provides technical solutions and support in reporting, data collection and integrity, data analysis and information management systems, and ensures compliance of all processes to general humanitarian standards and internal HI standards.
DUTIES
1. Support for program and project implementation:
• Support the MEAL specialist in IM matters, namely providing input, management, analysis and visualization of data and information using Excel, Power BI and/or other visualization and data collection and management tools.
• Support project teams in developing forms and databases as needed.
• Improve the existing data management system in HI Ukraine, develop and implement new IM systems, in cooperation with IM/MEAL team and program teams.
• In cooperation with IM/MEAL, the team will support the web platform for storing and exchanging data and information during the implementation of the program.
• In collaboration with the IM Supervisor and the Protection team, support and improve technical solutions for referral management and case tracking.
• Provide advanced training in IM for HI employees, in accordance with the requirements of donors (conducting trainings and workshops).
2. Information management:
• Contribute to the improvement of IM processes to increase accuracy and/or simplify/optimize.
• Develop tools for collecting, analyzing and sharing data and information.
• Ensure proper centralized storage and availability of program data and information using SharePoint.
• Provide high-quality and timely external reporting, including - but not limited to - monitoring project performance.
• Contribute to the improvement and automation of the reporting process.
• In cooperation with the IM supervisor, ensure high-quality data transfer and storage in accordance with the recommendations set forth in the Job Instructions on Data Protection Standards.
• Act as the IS coordinator for HI teams.
3. Data quality, analysis and sharing:
• Create online forms in SurveyCTO to support program implementation, monitoring, evaluation and training.
• Ensure data sources are cross-checked before reporting.
• Regularly monitor and verify data input, report any issues and changes to the MEAL Manager and/or IM Supervisor, and provide up-to-date data to the Reporting Coordinator.
• Perform effective and timely selection of data from relevant sources.
• Contribute to monthly project reporting including accurate data analysis.
• Create and update information materials such as reports, graphs, infographics and others invisual materials to support and improve project implementation and reporting.
4. Emergency preparedness and response:
• Contribute to the program's emergency preparedness activities and, in the event of an emergency, adapt its working methods to ensure effective HI humanitarian intervention.
REQUIREMENTS FOR CANDIDATES
Experience and technical skills:
• High level of mastery of the Microsoft Office package, especially Excel.
• Technical skills in database development, cloud technologies (especially SharePoint), data visualization and analysis (qualitative and quantitative).
• Significant experience with Power BI and data collection tools such as Survey CTO.
• Ability to think critically about IM, triangulating data as needed.
• Experience with information management systems and/or monitoring and evaluation in humanitarian programs is a significant advantage.
• Experience with VBA scripts and familiarity with GIS and/or SQL is a plus.
• Professional command of the English language (required).
• Professional command of Ukrainian and/or Russian languages.

GENERAL PURPOSE OF THE ROLE
The Information Management (??) Officer provides general data information management support to HI Dnipro base (and other Mission bases by request of the line manager) in close cooperation with the IM/MEAL team under the supervision of the Country MEAL Manager/ Area MEAL Manager and technical guidance of the IM Supervisor. The role provides technical solutions and support in reporting, data collection and integrity, data analysis and information management systems and ensures that all IM processes in Ukraine Program are in accordance with the HI standards.
RESPONSIBILITIES
1. Support programming and project implementation:
Support the MEAL Officer with IM needs, such as entering, managing, analyzing and visualizing data and information using Excel, Power BI and/or other visualization and data collection and management tools.
li>Support the Project Teams in terms of the development of forms and databases as needed.
Enhance the Information Management System currently in place in HI Ukraine and support the development and roll-out of new databases in collaboration with the IM/MEAL team and the wider Program Unit.
In collaboration with the IM/MEAL team, maintain web-based platforms for capturing and sharing implementation data and information.
In collaboration with the IM Supervisor and the Protection Team, strengthen and maintain an information referral system for Protection Information Management purposes.
Provide capacity building on IM to HI staff, meeting the requirements of donors.
2. Information Management:
Contribute to improving IM processes to increase accuracy and/or simplify/streamline activities.
Develop tools and databases for capturing/collecting and analyzing data, and for improving data flow and information sharing processes.
Ensure the proper centralized storage and accessibility of program data and information using SharePoint.
Ensure high quality and timely external reporting, including - but not limited to – Project Indicators Monitoring.
Contribute to the improvement and automatization of reporting process.
In collaboration with the IM Supervisor, ensure that data flow and storage adhere to the recommendations set out in the Data Protection Standard Operating Procedures.
Act as a focal point for IM-related issues for HI teams.
3. Data quality, analysis and sharing:
Create online forms in SurveyCTO to support program implementation, monitoring, evaluation, and learning.
Ensure that all sources of verification are cross-examined prior to reporting.
Ensure regular monitoring and cross-checking of entered data, reporting any issues and changes to the MEAL Manager and/or the IM Supervisor, as well as keeping the relevant reporting focal point(s) up to date.
Ensure the identification of appropriate data sources and the timely and effective collection of data.
Contribute to the drafting of monthly project reports, including accurate data-analysis.
Produce and update information products, such as reports, charts, infographics, and other visual materials in order to support and improve project implementation and reporting.
4. Emergency preparedness and response:
Contributes to the program’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.
PROFILE SOUGHT
Experience and technical competencies:
Advanced Microsoft Office skills, particularly in Excel.
