Save the Children International is a humanitarian organization with more than 100 years of history. SavetheChildren was founded in May 1919 in London. SCI has been working in Ukraine since 2014. It started its work in the territory of the Donetsk region. Currently, SCI is expanding its activities to eight cities of Ukraine. We work in the areas of education, child protection, overcoming child poverty, health care, and also carry out advocacy activities related to the protection of children's rights. MAIN ROLE: Save the Children (SCI) and UNICEF share global responsibility for coordinating education in emergency situations within the framework of the humanitarian reform of the UN (www.humanitarianreform.org) and the Cluster system. The overall goal of the Educational Cluster in Ukraine is to support timely, coordinated and effective activities in the field of education, planning and response by mobilizing and coordinating stakeholders for a strategic response to existing and potential emergencies. To achieve this goal, the educational cluster is accountable to the Humanitarian Country Team (HCT) and Humanitarian Coordinators through leading agencies (Save the Children and UNICEF). The educational cluster in Ukraine is governed by the Humanitarian Response Plan for Humanitarian Needs for 2024 and the Education Cluster Strategy for 2023-2025. The Information Management (IM) Expert will support this initiative by managing the collection, analysis and sharing of information from and with Cluster partner organizations on their key humanitarian activities, goals and gaps using the Activity.Info cross-cluster data management system. The IM will also contribute to the analysis and visualization of data received from partners for effective coordination and decision-making by the Education Cluster team so that they can make sound (evidence-based) strategic decisions. The IM is expected to be impartial and work closely with the Education Cluster coordinators and sub-coordinators, including with the employees of our co-ordinating agency (UNICEF), partners in the Ministry of Education, the information management team of the United Nations High Commissioner for Refugees, as well as to ensure the fulfillment of the requests of all partners of the Educational Cluster. MAIN AREAS OF RESPONSIBILITY: 1. Collection, analysis and monthly reporting on the activities of Education Cluster partners in order to enable Education Cluster partners and humanitarian organizations to make evidence-based decisions. Main areas of activity: Collection/updation of monthly segregated data using Activity.Info from Education Cluster partners and their analysis for the purpose increasing the effectiveness of cluster activities at the national and regional levels. Monthly collect and analyze data from sub-national cluster coordinators, relevant authorities (including the Ministry of Education at the national level and education management bodies at the sub-national level) to inform the partners of the educational cluster and other external partners (UKHP and donors).Specific expected results: 1.1. Providing support to partners of the Education Cluster regarding monthly data entry into the Activity.Info system, which also includes downloading relevant reporting data from the educational program "Save the Children"до системи Activity.Info.1.2. Опрацьовувати індивідуальні запити партнерів щодо підтримки завантаження даних до системи ШІ.1.3. Щомісячний збір та аналіз даних про дітей шкільного віку та освітні дані щодо переміщених і непереміщених осіб, репатріантів і біженців, а також візуалізація їх за запитом. Визначення ключових тенденцій та прогалин для спрямування діяльності Кластера.1.4. Надання та аналіз необхідних даних для підготовки знімків даних, інформаційних бюлетенів, інших інформаційних матеріалів для команди Освітнього кластера та партнерів.2. Забезпечення наявності інструментів управління освітньою інформацією для сприяння діяльності Освітнього кластеру.Конкретні очікувані результати:2.1. Підготовка та розповсюдження серед партнерів кластера інформаційних панелей щодо ситуації в галузі освіти, в тому числі щодо (a) методів навчання, (b) випадків вчинення правопорушень у сфері освіти, (c) аналізу прогалин у реагуванні на національному та регіональному рівнях і т.д.2.2. Створення/оновлення інформаційних панелей щодо ситуації в галузі освіти в субрегіонах/областях.2.3. Створення та оновлення карти партнерської присутності/географічного розподілу за запитом.2.4. Регулярне оновлення веб-сайту Освітнього кластеру, включаючи оновлення інформації/ситуації щодо гуманітарного реагування за погодженням з Міністерством освіти та Координаційною групою кластеру.3. Надання підтримки стратегічній координації кластерів за допомогою потенціалу управління інформацією, включаючи проведення щотижневих зустрічей під час призначених кластерних нарад.Основні напрямки діяльності:Брати участь у засіданнях кластеру, вести списки партнерів, які беруть участь у засіданнях, та інформувати партнерів щодо питань, пов'язаних з інформаційною діяльністю/звітністю.Участь у засіданнях Робочої групи з управління інформацією (IMWG) під керівництвом УКГС для обговорення та вирішення питань, що стосуються ІМ.Складання та підтримка електронних списків контактів кластерів для полегшення комунікації з партнерами в різних місцях.Сприяння розробці освітніх розділів Гуманітарного плану реагування (HRP), Аналізу гуманітарних потреб (HNO), Мапування тяжкості ситуації, Програми "Люди в біді" (PiN) та цілей кластерів під керівництвом команди з управління інформацією на чолі з УКГП ООН під час підготовкиHNO/HRPта відповідних розділів Стратегії освітнього кластеру.Конкретні очікувані результати:Списки учасників координаційних нарад Кластера регулярно оновлюються, а партнери добре поінформовані про питання, пов'язані з управлінням інформацією.Питання, пов'язані з управлінням інформацією, ефективно вирішуються завдяки активній участі в нарадах з питань МІО під керівництвом УКГС.Своєчасний аналіз та внесення пропозицій до Плану гуманітарного реагування (HRP), Аналізу гуманітарних потреб (HNO), Мапування ступеня тяжкості, Програми "Люди в біді" (PiN) та цілей кластерів під керівництвом команди ІМ на чолі з УКГП під час процесуHNO/HRP, а також відповідних розділів Стратегії освітнього кластеру за підтримки координаторів кластерів.4. Сприяти покращенню/посиленню потенціалу управління інформацією серед відповідних партнерів та учасниківОсновні напрямки діяльності:Проведення тренінгів з розвитку потенціалу для партнерів щодо звітування в Activity.Info та інших пов'язаних питань управління інформацією, включаючи індивідуальне наставництво та консультації з партнерами.Конкретні очікувані результати:4.1. Регулярне оцінювання освітніх потреб дітей, які постраждали від війни (переміщених, непереміщених, тих, що повернулися) в країні, та надання рекомендацій щодо усунення недоліків.Основні напрямки діяльності:Брати участь в оцінюванні потреб, включаючи багатосекторальне та міжсекторальне оцінювання для кластеру.Ведення бази даних щодо оцінки потреб для кластера.Підтримка команди Освітнього кластера, МoESта партнерів кластера у розробці інструментів для збору та аналізу даних для цілей оцінки потреб або, за необхідності, для інших цілей.Конкретні очікувані результати:5.1. Співпраця з членами Освітнього кластера з метою проведення оцінки потреб та виявлення інформаційних прогалин на національному та регіональному рівнях, а також пропонування шляхів подолання цих прогалин.5.2. Підтримка багатосекторального та міжсекторального оцінювання потреб (наприклад,MCNA), включаючи розробку опитувальників у взаємодії з координаторами Освітнього кластеру.5.3. The IM will also facilitate the analysis and visualization of data from partners to inform effective coordination and decisionmaking of the Education Cluster team, so that they can make informed (evidence-based) strategic decisions.The IM is expected to work impartially and closely with Education Cluster coordinators and sub-coordinators, including with staff of our co-lead agency (UNICEF), counterparts in the Ministry of Education, UN OCHA Information Management team, and to serve the needs of allpartners of the Education Cluster.KEY AREAS OF ACCOUNTABILITY:1. Data on Education Cluster partner activities is collected, analysed and reported monthly to enable Education Cluster partners and the humanitarian actors to make evidence-based decisionsKey Activities:Collect/update the monthly segregated data using Activity.Info from the Education Cluster partners and analyse it to improve cluster performance at national and subnational level.Collect and analyse the data montly from sub-national cluster coordinators, the respective authorities (including Ministry of Education at national level and Education Authorities at sub-national levels) to inform Education Cluster partners and other external partners (OCHA and donors).Specific Deliverables:1.1. Support Education Cluster partners on contributing data montly to Activity.Info, this also includes uploading relevant reporting data from Save the Children education response to Activity.Info system.1.2. Process partners individual requests to support data uploades to the AI system.1.3. Data on school aged children and education personal specific reference to displacement, non-displacement, returnees, and refugee is collected and analysed on the monthly basis and visualized upon request. Key trends and gaps are identified to guide Cluster actions.1.4. Required data is provided and analysed to produce data snapshots, factsheets, other information materials for Education Cluster team and partners.2. Education information management products made available to facilitate the Education Cluster performanceSpecific Deliverables:2.1. Dashboards on education situation are produced and disseminated among the cluster partners including related to (a) modality of learning, (b) attacks on education, (c) response-gap analysis at national and subnational levels, etc.2.2. Dashboards on education situation in sub-regions/oblasts are produced/updated.2.3. Mapping of partners presence/geographical distribution is produced and updated upn request.2.4. Education Cluster web-site is regularly updated including information/situation updates on the Humanitarian Response in consultation with the Ministry of Education and Cluster Coordination Team.3. Support to cluster strategic coordination with Information Management capacity is provided including conducting bi-weekly meetings at assigned cluster meetingsKey Activities:Take part in cluster related meeting, maintain partner attendance lists for the meetings and update partners on IM/reporting related matters.Participate in the OCHA-led Information Management Working Group (IMWG) meetings to discuss and solve IM related issues.Produce and maintain clusters digital contact lists to facilitate communication with partners in different locations.Contribution to Education chapters in the Humanitarian Response Plan (HRP), Humanitarian Needs Overview (HNO), Severity Mapping, People in Need (PiN) and cluster targets under the guidance of OCHA-led IM team during the HNO/HRP process as well as relevant Education Cluster Strategy chapters.Specific Deliverables:Attendance lists from the Cluster coordination meetings are regualry updated andpartners are well informed about IM related issues.Information management related issues are well addressed through the active participation in the OCHA-led IM meetings.Timely analysis and contributions are made to Humanitarian Response Plan (HRP), Humanitarian Needs Overview (HNO), Severity Mapping, People in Need (PiN) and cluster targets under the guidance of OCHA-led IM team during the HNO/HRP process as well as relevant Education Cluster Strategy chapters with support of Cluster Coordinators.4. Contribute to improved/ strengthened information management capacity among relevant partners and actorsKey Activities:Conduct capacity building trainings for partners on reporting in Activity.Info and other related IM issues, including individual mentoring and consultations with partners.Specific Deliverables:4.1. Training guides for partners on reporting on Activity.Info are developed.4.2. Training sessions to partners on reporting on Activity.Info are conducted for partners at different sub-national levels.5. The education needs of the war affected children (displaced, non-displaced, returnees) in the country are assessed regularly and recommendations made to fill the gapsKey Activities:Patriciate in needs assessment including multi-sectoral and inter-sectoral for the cluster.Maintain the needs assessment data base for the cluster.Support Education Cluster team, MoES and cluster partners in developing tools for data collection and analysis for needs assessment purposes, or as relevant.Specific Deliverables:5.1. Work with Education Cluster members to conduct needs assessments and identify information gaps at national and sub-national levels and propose ways to bridge those gaps.5.2. Support multi-sectoral and inter-sectoral needs assessment (e.g. MCNA) including questioner development in coordination with Edcucation Cluster coordinators.5.3.
