Overall Purpose
Working as a critical member of a diverse team, the Information Management and Data Officer will support across all the sectors related to cash-based programming including with the MPCA/NFI, Shelter and MHPSS teams. They will primarily assist the MPCA Project Managers with information management functions, including: data management and consolidation, interaction with the financial service provider, prepare reports for the donors. The position also supports the Monitoring, Evaluation, Accountability & Learning (MEAL) team with post-distribution monitoring, creation of online data collection tools and data management for all sectors.

Medair is an international Christian humanitarian organization that provides emergency response to most vulnerable people occurring amidst conflict, disease, and disaster to ensure their life in dignity and hope. It launched its activities in Ukraine in early March 2022 as a result of Russian military actions escalation in Ukraine. Medair has implemented numerous interventions in various sectors, such as Shelter, Health, Cash and NFI, Case Management, WASH, Mental Health. Medair teams are located in the East, North and West of Ukraine to ensure multi-sectoral approach to assistance. PERSON SPECIFICATION
Qualification / experience
Vocational qualification
Bachelors in computer sciences, science, finance, business administration, economics or related subjects. Desirable Understanding of Data collection principles.
Interest in supporting Emergency Assistance.
Work experience
Two years of experience of working in an office and with large amounts of data and data collection tools (IM tools). Desirable NGO experience preferable.
Working knowledge of the UN Cluster System.
Languages
Ukrainian, Excellent knowledge of spoken and written English.
IT
Excellent ability in Microsoft Excel. Knowledge of databases and how to create, manage and maintain data. Technical aptitude to pick up digital data collection methods. Developing, implementing, and supporting new IM tools. Excellent knowledge of xls forms.
Desirable Good working knowledge of other Windows and Office packages.
Computer network hardware and software. Knowledge of SQL and programming languages. Knowledge of statistics platforms (Qlik) and software (SPSS, STATA).

Technical Support Job Responsibilities
• Manage data collected by Medair and maintain MPCA databases, including processing, registration, verification, validation, analysis, dissemination, and post-distribution data.
• Participate in the development, implementation, and review of information management needs and solutions for all CVA programs.
• Develop, update, and maintain dashboards project and MPCA in country to support project progress review management.
• Coordinate and facilitate data collection plan with MEAL.
• Identify IT security gaps and technical needs that support effective and effective program implementation.
• Build and maintain IM tools, including using open source software (ona.io) and case management software system updates.
• Gather and document requirements for the development of any information system required to support the program's needs.
• Develop training materials and educate users on the system modules and functions developed.
• Work with members team to determine the appropriate frameworks, tools, and technologies for implementing any database or information system, taking into account context, available capacity, and other management principles.
• Provide technical support and necessary training to project staff as neededin the technical use of Medair's information management systems.

Communication
• Work closely with Global Support Monetary Consultant and MPCA Project Managers on work planning and data requirements.
• Coordinate with MEAL and other industry leaders on IM work planning and data requirements.
• Communicating with the MPCA Program Manager regarding any technical software issues or updates during project implementation.
Reporting
• Assistance in the formation of final and interim reports of various projects.
• Support for the analysis of collected data
• MEAL support in data analysis and reporting
• Verification of collected data and generate export data as needed to support real-time project progress reports and MPCA dashboard.
• Report to projects on data generated during implementation internally and externally to Medair as needed.

Work experience
