Medair Ukraine
Overall Purpose
Working as a critical member of a diverse team, the Information Management and Data Officer will support across all the sectors related to cash-based programming including with the MPCA/NFI, Shelter and MHPSS teams. They will primarily assist the MPCA Project Managers with information management functions, including: data management and consolidation, interaction with the financial service provider, prepare reports for the donors. The position also supports the Monitoring, Evaluation, Accountability & Learning (MEAL) team with post-distribution monitoring, creation of online data collection tools and data management for all sectors.
Project Overview
Since the full-scale invasion started in Ukraine, many cities have been heavily damaged, causing large-scale internal displacement and a significant refugee population leaving Ukraine for neighbouring countries. Medair's programme is responding to the enormous humanitarian needs of those living in Ukraine to address war-affected people and IDPs’ immediate needs with emergency assistance through MPCA, Shelter support, WASH, Health and MHPSS interventions. Medair has assisted tens of thousands of Ukrainian families.
About Medair
Medair is an international Christian humanitarian organization that provides emergency response to most vulnerable people occurring amidst conflict, disease, and disaster to ensure their life in dignity and hope. It launched its activities in Ukraine in early March 2022 as a result of Russian military actions escalation in Ukraine. Medair has implemented numerous interventions in various sectors, such as Shelter, Health, Cash and NFI, Case Management, WASH, Mental Health. Medair teams are located in the East, North and West of Ukraine to ensure multi-sectoral approach to assistance. We are looking for a qualified professional to join us in supporting vulnerable communities.

PERSON SPECIFICATION
Qualification / experience
Vocational qualification
Bachelors in computer sciences, science, finance, business administration, economics or related subjects. Desirable Understanding of Data collection principles.
Interest in supporting Emergency Assistance.
Work experience
Two years of experience of working in an office and with large amounts of data and data collection tools (IM tools). Desirable NGO experience preferable.
Working knowledge of the UN Cluster System.
Languages
Excellent knowledge of spoken and written English. Desirable Ukrainian.
IT
Excellent ability in Microsoft Excel.
Knowledge of databases and how to create, manage and maintain data.
Technical aptitude to pick up digital data collection methods.
Developing, implementing, and supporting new IM tools.
Excellent knowledge of xls forms.
Desirable Good working knowledge of other Windows and Office packages.
Computer network hardware and software.
Knowledge of SQL and programming languages.

Технічна підтримка
• Керувати даними, зібраними Medair, і підтримувати бази даних MPCA, включаючи обробку, реєстрацію, перевірку, підтвердження, аналіз, розповсюдження та дані після розповсюдження.
• Брати участь у розробці, впровадженні та перегляді потреб і рішень щодо управління інформацією для всіх програм CVA.
• Розробляти, оновлювати та підтримувати інформаційні панелі проекту та MPCA в країні для підтримки керівництва з оглядом прогресу проекту.
• Координувати та сприятиMEAL data collection plan.
• Identify IT security gaps and technical needs that support effective and efficient program implementation.
• Create and maintain IM tools, including using open source software (ona.io) and case management software system updates.
• Gathering and documenting requirements for the development of any information system required to support the program's needs.
p>• Develop training materials and train users on developed system modules and features.
• Work with team members to identify appropriate frameworks, tools and technologies for implementing any database or information system, given the context, existing capacity and other guiding principles.
• As necessary, provide technical support and necessary training to project personnel on the technical use of Medair information management systems.
