DRB is currently looking for a Lead specialist/position for working with partners on mine action issues, who will join our team in Kharkiv.

About the job

strengthening the capacity of our local partners to effectively implement mine action (HMA) programmes, ensuring high-quality, appropriate and safe implementation.

Our program aims to deliver life-saving and protection-oriented programs in complex humanitarian settings, with an emphasis on cooperation, capacity building and operational excellence. In this role, you will support mine action activities (HMA) implemented by partners through all stages of the project cycle – from planning and implementation to monitoring, reporting and project closure. You will be the focal point for technical and operational support, facilitate organizational learning and help ensure ongoing partner capacity building.

Your main responsibilities will be:

  • Needs Assessment: Support the Mine Action Coordinator (Program Unit) in identifying implementing partners by conducting due diligence, ensuring compliance with HMA criteria and national legislation, and providing partner information to the Mine Action Coordinator for proposals and reporting.
  • Project Initiation: Review project proposal matrices and budgets implemented by partners and contribute to regional planning with realistic implementation plans and forecasts. Support the launch of the project by participating in the kick-off meetings, supporting the induction of partners, identifying and fixing problems, organizing operational briefings, contributing to procurement planning and supporting partners in the coordination of informing stakeholders and external communication in cooperation with other sectors.
  • Project implementation: Providing technical and operational support to the partner during the implementation of the project, ensuring effective monitoring of partner activities and solving problems in coordination with the program manager and relevant support units. Facilitate quality assurance and accountability by reviewing partner financial statements against field performance, participating in project review meetingsctu, ensuring data protection standards, initiating and controlling procurement, as well as supporting timely and quality reporting to donors.
  • Project Closure: Support the partner in preparing for the closure of the HMA project in accordance with Project Cycle Management and internal operating standards (SOP). Facilitate organizational learning and accountability through the consolidation and sharing of lessons and best practices in line with MEAL and quality management recommendations, participate in partnership project closures and support the preparation of high-quality final reports for donors in coordination with the Program team. operational support at all stages of the project cycle. Under the direction of the relevant HMA technical and operational managers, support the planning, implementation, monitoring and quality assurance of partner activities in accordance with IMAS, NMAS, DRB standards, SOPs and work plans. Monitor partner performance through regular contacts and field visits, participate in partner capacity assessments and capacity building activities, support review of partner reports for technical quality and compliance, and contribute to the development of methodologies, guidelines and tools for partners.
  • Coordination and Collaboration: Contribute to strengthening partners' understanding of the DRB mandate, working methods, processes and tools, participate in relevant coordination forums and exchanges to ensure compliance with organizational practices. Ensure effective communication and coordination with other sectors, the MEAL team and the Partnerships Unit through active information sharing, reporting and problem solving, and contribute to the identification of gaps and improvements in partner project delivery, capacity building and partnership management to improve the overall quality of projects.

About you:

To be successful in this role, we expect you to have significant experience in humanitarian mine action, with hands-on experience in technical leadership and partner support. You must be able to facilitate capacity building, quality management and the development of technical tools and guidance. In addition, we expect the following:

Required:

  • At least 2 years of experience in one of the mine action (HMA) sub-sectors: Non-Technical Survey (NTS), Explosive Ordnance Risk Education (EORE) or Demining, including formal certification.
  • Practical experience supervising teams and providing technical support.
  • Higher education (Masters Degree in relevant field)

Desired:

  • Experience in Quality Management for Mine Action (HMA).
  • Experience in capacity building advisory or coordination roles in post-conflict settings.
  • Experience in developing standards of operations (SOPs) and plans training.
  • Experiencedeveloping and conducting technical training.
  • High level of English language proficiency (oral, written and reading)
