International Solidarity (SI) is an international humanitarian non-governmental organization that has been providing assistance to populations affected by armed conflicts and natural disasters for more than 40 years, providing the vital needs of food, water and shelter. In particular, SI is involved in the fight against diseases related to unsafe water, which is one of the leading causes of death in the world. SI provides expertise in access to drinking water, improved sanitation and hygiene, and food security and livelihoods. With a presence in approximately twenty countries, SI teams — a total of 2,000 people, made up of expatriates, national staff, permanent headquarters staff and volunteers — work with professionalism and commitment, while respecting culture.

International Solidarity (SI) intends to prevent and fight against all types of abuse – all acts of exploitation, abuse and/or sexual harassment (SEX) against members of the beneficiary communities, fraud, corruption, violation of the rights of persons and/or property, financing of activities , which harms human rights, which can be carried out as part of its intervention. The Humanitarian Aid Distribution Manageris responsible for the implementation and achievement of the objectives defined in the operational proposals.
He/she is responsible for overseeing the work of the distribution operations teams.
He/she should ensure that the distribution activities are performed properly and deliver quality results, if necessary, suggest adjustments or developments to ensure relevance. 

KEY DUTIES:

Diagnosis and development of the project concept
- Participation in the preparation and conducting of diagnostics
- Participation in the development and financial dimension of human and material-technical programs for implementation
- Preparation of annexes and technical sections (logical scheme) of operational proposals
- Implement activities in accordance with of the annual operational strategy, technical requirements of International Solidarity and donor criteria
- Participate in the development of the capacity of the dissemination team regarding technologies or new methodologies

Implementation and operational control< br/>- Planning distribution activities together with the supporting department (administration, logistics) in accordance with the set goals
- Assessing the relevance of measures, the effectiveness of interventions and their expediency in light of the changing circumstances and needs of the population
- Propose program adjustments where necessary
- Ensure that the objectives of the activities for which he/she is responsible are achieved
- Propose and implement monitoring indicators for activities and context DISTRIBUTION
- Use management tools and monitoring for activities, results and context of International Solidarity
- Plan and monitor the implementation of activitiesяльності з РОЗПОВСЮДЖЕННЯ під його/її відповідальністю
- Передбачати труднощі у здійсненні діяльності з розповсюдження та сприяти вирішенню проблем
- Пропонувати нові напрямки розповсюдження відповідно до контексту та показників
- У співпраці з адміністративним відділом допомагати складати бюджети для його/її діяльності, слідкувати за виконанням бюджету та пропонувати бюджети для частин програми
- Підготовка форм внутрішніх замовлень (IOF) та виконання замовлень за допомогою служби логістики
- Звітувати про стан децентралізованих запасів до відділу логістики («польові» інвентаризації)

Капіталізація 
- Складати документи про капіталізацію відповідно до інструментів Міжнародної Солідарності
- Підготовка звітів про передачу до закінчення терміну дії трудового договору та передача їх зацікавленим сторонам у місії та в штаб-квартирі
- Забезпечення розповсюдження технічної документації з питань Міжнародної Солідарності

Управління персоналом 

- Найняти національний технічний персонал для його/її діяльності
- Разом з адміністративним відділом визначити передумови для РОЗПОДІЛУ вакантних посад і, за необхідності, адаптувати профіль роботи референта.
- Привітати та провести інструктаж нових працівників або волонтерів, які працюють під його керівництвом
- Впроваджувати навчальні заходи відповідно до операційних вимог ДИСТРИБ'ЮТОРСТВА та визначених потреб у навчанні.
- Виступати в ролі посередника між керівниками команд
- Керувати та підтримувати команду під його/її відповідальністю
- Проводити семінари та регулярні або спеціальні зустрічі
- Оцінювати роботу членів своєї команди (команд)
- Визначати потенціал членів команди для розвитку та повідомляти цю інформацію керівнику програми/референтові відділу кадрів
- Переконатися, що його/її команда(и) дотримується правил безпеки 

Звітування/комунікація/представництво
- Ділитися з відповідним органом будь-якою інформацією про безпековий контекст та будь-яку подію, що може мати наслідки для діяльності Міжнародної Солідарності та безпеки команди
- Писати регулярні звіти про хід виконання діяльності під його/її відповідальністю
- Писати звіти та додатки, що стосуються його/її діяльності, для звітів донорів та/або внесення поправок
- Забезпечувати дотримання термінів та інструкцій щодо звітності
- Комунікація з керівниками команд щодо прогресу та результатів їхньої діяльності
- Підтримувати місцеву мережу оперативної комунікації та позитивні відносини з місцевими/державними органами влади, представниками донорів, ООН та іншими міжнародними організаціями у співпраці з програмним менеджером та координатором програми
- Представляти Міжнародну Солідарність на зустрічах або форумах, що стосуються діяльності РОЗПОДІЛУ в межах свого місця роботи
- Представляти Міжнародну Солідарність на вимогу та/або за дорученням
- Відповідати на вимоги штаб-квартири щодо конкретних потреб
- Писати адміністративні документи для підписання (Меморандум про взаєморозуміння, передача...) спільно з державними органами, громадами або партнеframes

REQUIREMENTS FOR CANDIDATES:

Education: Special a diploma is not required, but a higher education will be an advantage

Experience of working in the humanitarian sector for at least 2 years / Experience of working in a similar position for at least 2 years.

Knowledge of languages: English - upper-intermediate (writing + oral pronunciation), Ukrainian-native

KnowledgeIT< strong> programs: Experienced user of Microsoft Office suite

Qualifications: Knowledge and experience in implementing cash value added, benefits in kind or activities related to basic needs. Experience in managing the project cycle and the ability to think strategically.

Personal qualities: Good organizational skills - proactivity - ability to adapt to emergency management - autonomy - solution-oriented

WORK CONDITIONS:

The Distribution activity manager is in charge of carrying out and accomplishing the objectives as defined in the operation proposals.

He/she is responsible for the supervision of the operational teams assigned Distribution activities.

He/she must ensure that Distribution activities are well executed and deliver quality results, where appropriate, proposes adjustments or developments to ensure relevance.

Main activities:

Diagnostics and project conception

  • Participate in the preparation and implementation of diagnostics
  • Participate in the design and the financial dimension of the human and logistical programs to implement 
  • Prepare the appendixes and technical chapters (of logical framework) of operation proposals 
  • Implement the activities in compliance with the annual operational strategy, SOLIDARITES International’s technical requirements and the donors criteria
  • Participate in the development of the distribution team’s capacity in regard to techniques or new methodologies

Implementation and operational follow-up

  • Plan the Distribution activities with the support department (Administration, logistics) according to the set objectives
  • Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations 
  • Propose adjustments to programs if necessary 
  • Make sure the objectives for the activity(ies) under his/her responsibility are achieved
  • Suggest and implement monitoring indicators for the DISTRIBUTION activity(ies) and context
  • Use the SI management and monitoring tools for the activities, results and context
  • Plan and supervise the implementation of the DISTRIBUTION activity(ies) under his/her responsibility
  • Anticipate difficulties in the carrying out of the DISTRIBUTION activity(ies) and facilitate problem solving
  • Suggest new distribution activity directions in accordance with context and indicators
  • In cooperation with the administrative department, help draw up budgets for his/her activity(ies), budget follow up and proposal budgets for the program parts
  • Prepare Internal Order Forms (IOF) and follow orders using the logistics service
  • Report the state of decentralized inventory to the logistics department (“field” inventory)

 Capitalization 

  • Write the capitalization documents in accordance with SI tools
  • Prepare handover reports before the end of his/her employment contract and forward them to concerned parties in the mission and at headquarters
  • Ensure diffusion of SI technical documentation

HRM      

  • Recruit the national technical staff for his/her activity(ies)
  • With the administrative department, define the prerequisites for the DISTRIBUTION vacant positions and, if necessary, adapt the referent job profile.
  • Welcome and brief new employees or volunteers working under his responsibility
  • Implement training activities in accordance with DISTRIBUTION operational requirements and the identified training needs.
  • Serve as intermediary between team leaders
  • Manage and support the team under his/her responsibility
  • Conduct workshops and regular or ad hoc meetings
  • Evaluate the performance of the members of his/her team(s) 
  • Identify team members’ potential for advancement and communicate this information to the program manager/desk HR Referent
  • Make sure his/her team(s) follow the safety rules 

Reporting/communication/representation 

  • Share with the appropriate authority any information on the security context and any event which may have consequences on SI activities and team safety
  • Write regular reports concerning the progress of the activity(ies) under his/her responsibility
  • Write reports and annexes concerning his/her activity(ies) for donor reports and/or amendment 
  • Ensure compliance with reporting deadlines and guidelines
  • Communicate with team leaders concerning the progress and results of their activity(ies)
  • Maintain a local operational communication network and positive relations with the local/governmental authorities, donor representatives, UN and other international agencies in cooperation with the program manager and Program Coordinator
  • Represent Solidarites International in meetings or forums concerning the DISTRIBUTION activities within his employment location
  • Represent SI on request and/or delegation
  • Respond to the requirements of Headquarters concerning specific needs
  • Write the administrative documents to be signed (MOU, handover…) jointly with governmental authorities, communities or partners

PROFILE FORSAKEN:

Studies : No special diploma is required, but a university degree will be an advantage

Experience in the humanitarian sector from 2 years / Experience on similar position

Language : English - upper-intermediate(written+spoken), Ukrainian – native

IT : Proficient in using the Microsoft Office suite

Qualification: Knowledge and experience implementing CVA, in-kind distributions or basic needs activities. Experience of thinking with a project cycle management and ability to have strategic thinking

Soft skills : Good Organization skills - proactivity - Capacity of Adaptation to manage emergency - Autonomous - solutions oriented
