Міжнародний комітет порятунку (IRC) реагує на найгірші гуманітарні кризи світу та допомагає людям вижити та відновити своє життя. Заснована в 1933 році на заклик Альберта Ейнштейна, IRC пропонує життєво необхідну допомогу біженцям, які змушені тікати від війни чи катастрофи. Понад 3,6 мільйона людей втекли через кордон у пошуках безпеки за 1-й місяць після ескалації конфлікту в Україні 24 лютого 2022 року, і повідомляється, що понад 6,5 мільйона українців є переміщеними особами. Оскільки переважна більшість переміщених осіб – жінки, дівчата та хлопчики, це може стати найгіршою гуманітарною кризою в Європі за останні десятиліття.

У період з 7 по 23 лютого 2022 року команда IRC здійснила оглядову місію, яка охопила Польщу та Україну, щоб краще зрозуміти контекст, гуманітарну ситуацію та ландшафт громадянського суспільства, а також очікувані прогалини в наданні послуг у разі ескалації конфлікту в Україні та подальшого переміщення в сусідню Польщу. Станом на 24 лютого IRC перейшов до реагування на надзвичайні ситуації та визначив агенції-партнери в Україні та Польщі для надання негайної допомоги, яка може бути використана там, де вона найбільше потрібна. Водночас IRC розпочинає роботу в Україні та Польщі, щоб доповнити послуги партнерського реагування як за широтою, так і за масштабом.

НАПРЯМОК РОБОТИ:

IRC шукає асистента з питань гуманітарного доступу та безпеки (HASS Assistant) для своїх операцій в Україні що базуються в Миколаєві та для надання підтримки в Одеській, Миколаївській та Херсонській областях. Асистент працюватиме з відповідним спеціалістом з безпеки (HASSO) і офісом, за технічної підтримки з боку Відділу гуманітарного доступу та безпеки, щоб допомогти забезпечити, щоб політика та безпекові процедури організації  відповідали контексту, були контекстно прийнятними та відомі персоналу. Він/вона також відповідатиме за сприяння у створенні міцної мережі з усіма суб’єктами в регіоні та підтримку чудових стосунків з місцевою владою.

Підпорядковуючись спеціалісту з безпеки, асистент допомагатиме у впровадженні заходів управління безпекою IRC, а також допомагатиме спеціалісту з безпеки в наданні контекстного аналізу та розуміння тим, хто приймає рішення. Асистент у своїй роботі надаватиме пріоритет гуманітарним принципам, гуманітарним потребам, обов’язкам нагляду та стратегічним планам дій IRC для України. Асистент отримуватиме технічну підтримку з боку спеціаліста з безпеки та операційного менджера з безпеки для виконання стандартів Відділу гуманітарного доступу та безпеки для відповідної зони відповідальності.

Асистент проводитиме інструктаж для персонала на місці та допомагатиме в розробці та впровадженні відповідних планів, стандартних операційних процедур і планів на випадок надзвичайних ситуацій. RESPONSIBILITIES

Security Management

• Support the IRC by assisting the Security Officer in providing technical support to the extended team on all personnel security and operational security policies, procedures, instructions and planning.

• Support the IRC by assisting the Security Officer in regularly assessing, reviewing and update security management plans. Ensuring compliance with the IRC Security Management Framework in the SMP and all applications.

• Support the IRC and Humanitarian Access and Security by assisting the Security Specialist in working with key stakeholders to develop, consolidate and implement operational procedures and plans for in the event of an emergency.

• Support the IRC and the Humanitarian Access and Security Unit by assisting the Security Officer in assessing, revising and updating hibernation and evacuation plans, and ensuring that practical preparations are made and all relevant personnel are informed.< /p>

• Support the IRC and Humanitarian Access and Security by assisting the Security Officer in conducting risk assessments of leased offices, residences and hotels, as well as those subject to potential leases. Take necessary action to ensure compliance with security standards.

• Support the IRC and Humanitarian Access and Security by assisting the Security Officer in conducting ongoing audits of equipment and the protocols under which that equipment is used to ensure compliance with minimum security requirements.

• Assist the Safety Officer in implementing the best possible decisions regarding the use of equipment to facilitate communication between personnel, including suggestions for secure alternative means of communication and equipment.

• Assist the Safety Officer in measures to be taken to ensure compliance with safety and security standards

• Support the IRC and the Humanitarian Access and Security Unit by assisting the Security Officer in ensuring that security protocols, reporting mechanisms and capacity building initiatives, gender risks, people and experience of staff and their relevance to local conditions.

• Assist the security officer in regularly updating all security documentation relevant to their area of ​​responsibility (standard operating procedures, emergency plan, briefing on safety issues, safety rules, CONOPS, etc.)

• Support spsecurity specialist in tracking all movements in his area of ​​responsibility.
 
Networking and lobbying

• Monitoring and providing support and reporting on NGO security initiatives if it is necessary.

• Work to ensure that the IRC, its mission and work in all areas of activity are known and accepted.

• Work to encourage stakeholders to cooperate with the IRC in ensuring security personnel and obtaining permission to continue humanitarian activities in Ukraine.

• Liaise with relevant security actors, for example, NGO, UN security personnel, security forces, local community stakeholders and local authorities.

Contextual Understanding and Reporting

• Compile and submit regular reports that reflect incidents and trends in the local security context.

• Send daily context updates to appropriate personnel.

• Support the Safety Officer to ensure that all incidents and accidents are accompanied by a formal written report, which is then shared with relevant stakeholders and properly logged.

p>• Monitor the operational environment in the region, identify emerging threats, assess IRC vulnerabilities and recommend possible responses.

• Provide reliable information and contextual understanding of local and national security situations and incidents along with relevant advice to the IRC.

• Weekly shift monitoring is expected at night and on weekends.

REQUIREMENTS

Job Requirements

Demonstrated leadership skills:

• Excellent relationship building skills, interpersonal skills and the ability to effectively represent IRC in forums and with external stakeholders

• Strong negotiation and mediation skills are required with conflict resolution experience

• Excellent verbal and written communication skills with the ability to clearly and persuasively communicate ideas and concepts to senior internal and external stakeholders

• Experience working successfully with local stakeholders such as local and international NGOs, local authorities, government, etc. with delicacy and diplomacy.

Languages ​​required/preferred:

• Fluent command of oral and written Ukrainian, Russian and English languages.

Computer skills/other requirements:

• Full professional competence in Microsoft Office Suite, especially Word, Excel and PowerPoint

Willingness to travel: up to 40% travel as needed.< /p>

This position will be based in locations where IRC is present. Since this is a mutable context, the base location can change depending on the needs.
