The goals of the mission are to reduce or restore equal access to basic medical care for the local and displaced population who suffered as a result of the military conflict, and to reduce the minds of their lives by covering them none of the fundamental needs.

GENERAL OBJECTIVE
Health Supervisor is responsible to support all health activities by providing technical guidance and ensure the quality of medical activities.
TASKS AND DUTIES
Provide Technical support to IERT

Provides technical support to health team and project manager to implement health activities in accordance with the annual operational strategy , Ukrainian MOH guidelines and PUI's technical requirements.
Ensure that the health activities are relevant and consistent.
Field supervision – Conduct field visits to the teams and make sure the working conditions are appropriate.
Develop a checklist for site visits, ensure appropriate usage of medications, consumables, equipment, etc.
Organize and / or implement health needs assessments in collaboration with the team members under technical supervision of Health Coordinator.
Ensure the quality of PUI health care service within the intervention zone.
Assess training needs, develop training plans, facilitate and perform training for medical and nonmedical staff, and follow up the impact after training.
Ensure that the team is following up on proper medical protocols, and applying them according to international and national recommendations and guidelines
Service Mapping – supporting IERTs in gathering the information and ensuring it is shared among them.
Monitoring of databases – system TBD in conjunction with MEAL.
Drugs and Medical equipment:
Ensures, appropriate health service provision, usage of medications, medical consumables and equipment according to the implemented Standard Operation Procedures.
Ensure the rational use of medicines and the proper administration of treatments in step with national and international protocols.
Support in drafting medical purchase requests and lists for the voucher program when it is relevant.
Ensures that health staff is provided with safety gear adapted to their activities and uses them according to the guidelines.
Ensure that pharmacist is using the right tools for pharmacy and stock management. Ensure they are up to date by end of each month.
Check and ensure the monthly consumption of pharmacy is matching with the targeted beneficiaries and that the pharmacist is using the right and up to date tool. Ensure that all tools used have the proper name and code from the PUI catalogue
Monitoring, and Reporting
Participate actively in the supervision of health activities through checklists, observations, and report to Multisectoral Project Manager, Health Coordinator.
Support Multisectorial Project Managers and Health Coordinator with reporting.
In coordination with the Multisectorial Project Managers prepare monthly and quarterly 5Ws and share with the Health Coordinator
Ensures proper archiving of all the documents, tools and training materials.
Ensures that epidemiological data are recorded, analyzed and shared by the health team in coordination with the Health Coordinator.
Represent PUI with regional health authorities, UN, NGOs at field level for any meeting involving technical discussion upon Deputy Field Coordinator/Field Coordinator and Health Coordinator request.
Contribute to the development of the mission.
Propose and develop the health strategy in line with the association's and countries policies and the population's needs within the intervention zone.
Participates in health and other assessments (both internal and external) as per need organized by the external organizations, UN, MOH, etc.
Provide a Qualitative report that highlights the main findings of these assessments. Follow-up to determine needs for donations and working with Multisectorial Project Managers to develop PRs according to available budgets and estimates for items (estimates from Pharmacy Catalog)- With support of the pharmacist if needed.
Analyses the aid provided to the different beneficiary groups and targeted population/institutions by different categories and issues technical briefing notes for the rest of the mission team on monthly basis.
Support Technically the Multisectorial Project Managers in the preparation of project proposals for the Health sector.
Other Duties
Collaborate with other departments (MHPSS, Protection, and MEAL) as needed to ensure smooth implementation and integration of services.
Ensures that health staff, is provided with safety gear adapted to their activities and use them according to the guidelines.
Participates actively in the preparation and the smooth organization of a donors visit.
Comply with PUI security procedures at all times
Remain aware of the security rules and social and political situation in the field at any time and provide feedback to Multisectoral Project Manager, Deputy Field Coordinator/Field Coordinator.
Alert the Multisectoral Project Manager, Deputy Field Coordinator/Field Coordinator without delay, in case of impending danger to teams or beneficiaries.
Represent the organization before local actors involved in the implementation of the medical program and contribute to good relations within project partners (consistent with the principles of neutrality and independence of PUI).
Perform other related duties and responsibilities as required by line manager and supervisor.
Participate in Health Sub-Cluster meetings and share notes with Multisectorial Project Managers and HealthCo on any relevant updates within 24 hours.
Update activity Info for East for Health Cluster.
Identification of gaps that can be improved, especially in terms of internal processes and mission preparations to strengthen the teams. Identification of useful training for team members.
QUALIFICATIONS
Education Degree: Bachelors / Master's degree
Work experience: At least 2 years' experience in Medical field or other related field and 2 years’ in program activities.
Experience with humanitarian organization.
Language Skills: Fluent in Ukrainian, Russian, and intermediate (B1 according to the Common European Framework of Reference for Languages) level in English (speaking/reading/writing).
Knowledge & skills: Good critical thinking; Ability to synthesis a wide scope of information. Solid organizational skills, excellent communication and interpersonal skills. Solid programmatic, financial, and organizational planning skill is highly desirable.
Computer skills: Confident user of Microsoft Office (with focus on Excel and Word).
