INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. 

INSO provides daily support to more than 1200 NGOs operating in 18 of the world’s most insecure countries. 

INSO is registered in the Netherlands, with its headquarters based in The Hague, the international city of peace and justice.  

INSO Ukraine  

INSO Ukraine opened in 2015. Since the full-scale Russian invasion in February 2022, it has rapidly expanded to a complete platform serving the needs of NGOs in a fast-evolving conflict. Currently, more than 240 national and international NGOs receive INSO services, in both Ukrainian and English, including information, analysis and advice through a wide range of written products, meetings and briefings, tailored assessments, crisis support, and a broad range of training courses. Our country office is in Kyiv, supported by field offices in Dnipro, and Odesa.  

The scale and intensity of the conflict in Ukraine continue to pose significant humanitarian safety challenges, particularly around heavily contested frontline areas where the humanitarian footprint has expanded since 2023. As part of INSO Ukraine, you will play a key role in supporting NGOs and helping aid reach people in need in a safer manner, while at the same time being part of a vibrant and growing humanitarian community bringing together experiences from across the globe.  

Job Summary 

The Health, Safety and Security (HSS) Manager will support INSO's internal HSS and Safety & Risk Management (SRM) frameworks and provide technical guidance on HSS/SRM matters at the country office level. They will serve as the lead national technical resource for INSO and its partner organisations in Ukraine. The HSS Manager will oversee, monitor, and ensure that INSO's internal HSS and SRM regulations, systems, and practices remain compliant with Ukrainian legislation as well as INSO's global Safety and Security guidelines.  

In addition, the post holder will lead a pilot initiative to provide specialised HSS/SRM services to partner organisations. This national-level position involves developing, testing, and refining a range of HSS/SRM products, including country-level security and safety plans, risk management tools, safety and security contingency planning frameworks, standard operating procedures (SOPs), workshops, and review mechanisms, with potential for adaptation and replication in other contexts. 

Main duties and responsibilities 

1.Health & Safety (H&S) Compliance  

  • Ensure INSO Ukraine's Health & Safety systems, procedures, and practices comply with all applicable Ukrainian occupational safety legislation and regulatory frameworks.  

  • Conduct internal occupational safety assessments in line with Ukrainian legal requirements, including fire safety, electrical safety, workplace safety, and environmental safety standards.  

  • Maintain and update a national database of relevant legal, regulatory, and technical stakeholders to ensure continuous alignment with evolving legislation.  

  • Coordinate with HQ technical referents to harmonise national H&S obligations with INSO’s global Safety & Security guidelines.  

  • Lead the development, review, and adaptation of H&S country-level SOPs, inspection checklists, compliance mechanisms, and workplace safety protocols.  

  • Ensure mandatory occupational safety training, certification, and refresher requirements for staff are planned, delivered, tracked, and documented.  

Specialised Duties Related to Electrical Safety Compliance  

  • Ensure that inspections of electrical installations comply with national rules (ПБЕЕС and НПАОП requirements).  

  • Use mandatory technical qualifications (including Group IV Electrical Safety Certificate) to advise on safe operation and compliance obligations.  

  • Support the Country Management Team during H&S–related incidents, technical assessments, or workplace hazards.  

2. Safety & Risk Management (SRM)  

Internal SRM Systems and Preparedness  

  • Promote an organisational safety and risk management culture across all INSO Ukraine operations.  

  • Conduct SRM-focused internal assessments, including risk identification, mitigation planning, and review of existing risk controls.  

  • A working knowledge of ISO 31000 Risk Management principles, including travel risk assessment and mitigation, is desirable for application across INSO’s operational environment.  

  • Develop, review, and update security-focused tools such as country-level security plans, safety and security contingency plans, critical incident procedures, and duty-of-care mechanisms.  

  • Advise the Country-level Crisis Management Team (CMT) during crises, providing technical inputs to decision-making and crisis coordination.  

  • Ensure alignment between HSS/SRM practices and INSO’s global technical standards.  

Coordination and Stakeholder Engagement  

  • Maintain a network of relevant external safety and security stakeholders (regulators, legal bodies, technical authorities, and humanitarian actors).  

  • Ensure regular engagement with external actors to keep INSO informed of evolving safety and risk requirements.  

3. Support to NGO Partners (HSS/SRM Services)   

  • Technical Support and Service Delivery  

  • Lead the pilot initiative to design and deliver specialised HSS/SRM services for partner NGOs in Ukraine.  

  • Provide technical advisory support to NGOs on H&S legal compliance, SRM frameworks, and operational risk management systems.  

  • Develop and pilot a suite of HSS/SRM products for partners, such as:   

  • Country-level security and safety planning tools  

  • S&S and SRM review mechanisms  

  • SOP templates  

  • Training modules, workshops, and awareness sessions  

  • Legal compliance guidance notes  

  • Ensure all products undergo local testing and revision before wider use or replication.  

Governance and Quality Assurance  

  • Submit proposed partner-facing HSS/SRM products to INSO’s Programme Committee for review and approval.  

  • Ensure that services provided to NGOs reinforce INSO’s mandate while maintaining neutrality and operational independence.  

Person specification 

Essential  

  • Strong understanding of Ukrainian Health, Safety and Security (HSS) legislation and regulatory frameworks.  

  • Proven experience in HSS assessments, compliance audits, or advisory roles linked to occupational safety, safety management, or regulatory compliance.  

  • Demonstrated ability to design and deliver HSS/SRM capacitybuilding activities such as workshops, training modules, and compliance support tools for NGOs.  

  • Demonstrable experience developing security plans, standard operating procedures (SOPs), and organisational compliance tools.  

  • Fluency in English (written and spoken); Ukrainian language skills strongly preferred.  

  • Professional experience in the humanitarian, safety, occupational health, or risk management sectors.  

  • Graduatelevel education in public health, safety management, occupational health and safety, industrial safety, environmental engineering, general engineering, or a related technical field.  

  • Thorough understanding of the Rules for Safe Operation of Electrical Installations (ПБЕЕС)—specifically clauses 1.3.2 and 2.1.4, which mandate that occupational safety specialists monitor and ensure the safe operation of electrical installations.  

  • Holder of a valid Group IV Electrical Safety Certificate in accordance with Appendix 8, paragraph 8.2 of НПАОП 40.11.2198, required for participation in electrical installation inspections.  

  • Ability to apply occupational safety knowledge in accordance with the approved educational and professional training programme.  

  • Must complete mandatory occupational safety training and knowledge assessments upon employment and every three years thereafter, in line with paragraph 1.6 of the Model Regulation.  

Role clarification: This position is supervisory and inspective in nature; it is not classified as an “electrical technician" role and does not involve direct servicing or repair of electrical installations.  

Desirable  

  • Experience working in highrisk humanitarian operating environments.  

  • Experience in interagency coordination, including engagement with regulatory bodies, safety authorities, or humanitarian coordination structures.  

  • Familiarity with INSO’s mandate, services, and technical standards.  

  • Existing professional networks with Ukrainian occupational safety regulators, legal experts, or technical inspection bodies.  

  • Working knowledge of ISO 31000 Risk Management principles, including travel risk assessment and mitigation, and the ability to apply these concepts in a humanitarian operational context.  

  • Demonstrated experience participating in or supporting organisational crisis management processes.
