Premier Urzhans International (PUI) is a non-profit, non-political and non-religious humanitarian non-governmental organization. PUI started humanitarian activities in Ukraine in February 2015 with the aim of restoring and ensuring access to primary health care services for the local population and internally displaced persons affected by the armed conflict and improving living conditions by providing for their basic needs.
Under direct management Senior Health Specialist and Managermulti-sectoral project, Health Specialist is responsible for the provision and implementation of programs in the field of health care. He/she will be responsible for implementation of activities, needs assessment, aid distribution and reporting. He/she will work in various regions of Eastern Ukraine with the aim of deploying emergency response measures conducted by PUI. 700"/>
QUALIFICATION REQUIREMENTS:
Education: normal">Diploma of higher or secondary medical education.
Previous experience in volunteering/humanitarian work sector will be an advantage.Knowledge of languages:Fluency in Ukrainian and Russian, mandatory'good command of English is required.
Knowledge and Skills: Teamwork, listening, initiative, critical thinking, high volume processing ability information, organizational and planning skills, excellent communication skills, interpersonal skills and the ability to resolve conflicts. font-style: normal">Confident package knowledge Microsoft Office (with a focus on Excel and Word), data processing skills and Outlook.
KEY DUTIES:
1.Implementation of measures
Participate in the preparation of purchase requests based on identified needs.
Participate in the preparation of the distribution of medicines and medical equipment to medical institutions, working closely with the Pharmacy Assistant and the Senior Health Specialist, including the preparation of administrative documents and technical tasks.
Participate in the distribution of medicines and medical equipment in medical institutions.
Implement PUI measures in the field of health care in various territories of Eastern Ukraine.
Participate in the preparation of draft Memoranda of Understanding, Donation Agreements and other programmatic legal agreements with partner medical institutions with the support of the Senior Health Specialist.
Ensure that health interventions are compatible with and/or part of the national health system.
Ensure adherence to PUI strategies and methodologies at the local level by following and adhering to existing Standard Operating Procedures and Guidelines.
2. Rating
Prepare a project of the technical task for evaluation.
Determine new places of intervention within the geographical scope of the PUI activity.
Controlevaluation of medical facilities and locations for mobile teams, both within the existing project and potential future projects, taking into account the strategic plan of the mission.
Compile evaluation reports and archive them on Sharepoint.
Determine training needs in supported medical facilities.
Develop training materials in collaboration with the Senior Healthcare Specialist and the Healthcare Manager.
Conduct trainings for healthcare professionals on topics identified based on needs.
Report any delays, problems or other information related to the activity to the Senior Health Specialist and the Multi-Sector Project Manager.
Weekly report on the progress of implementation of healthcare measures to the senior healthcare specialist.
Attend and participate in weekly team meetings.
Provide data for proposals and reports as required by the Senior Health Professional and Administration. 5. Communication and Follow-up
Report complaints received from beneficiaries and be with uswe are frank;
Ensure, in coordination with the logistics department, proper storage of means, consumables, equipment.
Participate in external meetings as requested by the Senior Health Professional and provide meeting minutes.

Working days: Monday to Friday

Under the direct supervision of the Deputy Project Manager Health and Multi-Sectoral Project Manager, the Health Officer is in charge of ensuring and implementing the health programming. She/He will be in charge of the implementation of the activities, needs assessment, the distribution of assistance and the reporting. She/He will work across various areas of East Ukraine to deploy PUI’s emergency response.nt-weight: 700">Place of work - Kharkiv , Kharkiv region
Qualifications
Education Degree: Medical diploma of higher or secondary medical education.
Work experience: previous engagements in humanitarian health sector is desired.
Language Skills: Fluent in Ukrainian and Russian, good level in English is mandatory.
Knowledge & Skills:
Team player, good listener, proactive, good critical thinking; ability to synthesis a wide scope of information, solid organizational and planning skills, excellent communication as well as conflict resolution skills.
Computer skills: comfortable is using Microsoft Office (with focus on Excel and Word), data treatment and Outlook.
TASKS AND DUTIES :
1. Activities implementation
Participate in the drafting of procurement requests based on identified needs.
Participate in the preparation of drugs and medical equipment distributions to the health facilities, working closely with the Pharmacist Assistant and the Deputy Project Manager Health, including the drafting of administrative documents and terms of reference.
Participate in the distributions of drugs and medical equipment in the health facilities.
Implement PUI’s health activities across various areas in East Ukraine.
Participate in the preparation of the drafts of Memorandums of Understanding, Donation certificate and other programmatic legal agreements to be conducted with the partner health facilities with support of the Deputy Project Manager Health.
Ensure health interventions are complementary to and/or feed into the national health system.
Ensure compliance with PUI’s strategies and methodologies at field level, following and adhere to available SoPs and Guidelines.

Develop training materials in collaboration with the deputy project manager health and Health Coordinator.
Train health workers on topics identified based on the needs.
4. Reporting
To collect and ensure compliant data for internal and external reporting as per the Deputy Project Manager Health guidance and in-line with donors’ requirements.
Report any delay, problem or other relevant information to the Deputy Project Manager Health and Multi-Sectoral Project Manager.
Report on the progress of health activities on a weekly basis to the Deputy Project Manager Health.
To attend and contribute to Weekly Team Meeting.
Provide inputs for proposals and reports, under the needs provided by the Deputy Project Manager Health and Mission Coordination.
5. Communication and follow up
Communicate PUI’s policies at field level when needed;
Report complaints received from beneficiaries and be transparent with them;
Ensure, in coordination with the logistics department, appropriate storage of medications, medical consumables, equipment.
6. External representation
To participate in external meetings as requested by the Deputy Project Manager Health and share meeting minutes.
