General information:

In response to the crisis in Ukraine, the International Medical Corps (IMC) works both independently and in partnering with local organizations to increase access to medicines and services, mental health and psychosocial support (MHSP), clean water and sanitation, nutrition and protection for internally displaced persons and those living in affected areas military operations.

Brief job description

This position will provide support to the Health Coordinator and the country-level team in the coordination and implementation of health care activities in Ukraine.

The Health Affairs Manager will provide strategic vision and technical support for the identification, development, implementation and management of health programs. The Health Affairs Manager will collaborate with the Health Affairs Coordinator , senior management team and field health teams to deliver high quality healthcare services to target beneficiaries.The Health Care Manager will make frequent visits to regional facilities to ensure the highest standards of service delivery.He/she will ensure high quality clinical services in all health care facilities supported by MMK He/she will monitor the quality of services, ensure the training and proper support of staff, effective management of pharmaceuticals and other medical supplies, and apply clinical level data for quality improvement at the national level on health issues will represent the MMK at sub-national coordination meetings in the field of health care, the Health Care Forum and other technical working groups. S/he will also serve as a liaison between the organization and the Ministry of Health / UN agencies / partners. The Health Affairs Manager will also be responsible for building staff capacity and mission-critical health program strengths.

Main tasks and responsibilities

  •  < /strong>Assist the Health Coordinator in providing strategic management and overall technical and management support for direct and partner health programs in Ukraine, including emergency response, post-conflict recovery and transition to long-term programs with continuity of operations and strengthening health care systems.
  • Contribute to the development and implementation of programs , aimed at improving the work of the health care system, providing services and ensuring the quality of medical care.
  • Assist the Health Care Coordinator in conducting analysis and providing advice on in order to identify priorities and starting points for interaction with the Ministry of Health and other stakeholders.
  • Contribute to the creation of strategic partnerships and alliances with key actors at the national and regional level levels to expand coverage of health systems, including governments, health sector partners, civil society and relevant bilateral and multilateral agencies. 
  • Assist the Health Coordinator to coordinate projects in accordance with the response strategy and international priorities, framework conditions and MMK policies.
  • Collaborate with key staff to prepare strategic work plans with clear goals and achievement criteria, long-term and short-term priorities, implementation plans and evaluation tools, including indicators.
  • Ensure the use of health data to make informed decisions and improve the delivery of health services.
  • Respond to humanitarian health emergencies under the leadership his immediate supervisor.
  • Coordinate work with relevant local authorities, health care clusters, medical institutions and other sector entities operating in the country, as necessary . 
  • Analyze monthly regional and donor reports from a technical perspective.
  • Ensure timely and adequate supply of materials and drugs by analyzing pharmacy consumption reports, national drug use protocols, program budgets, procurement of drug kits from partner organizations and the UN, as well as health information materials. 
  • Provide assistance in assessing medical and humanitarian needs and the existing context.
  • Assess the medical needs of hospitals and other healthcare facilities in various regions and share information with line managers.
  • Assist in creating and adjustment of work of mobile medical teams. 
  • Provide support in identifying medical personnel for the project area. 
  • Provide support to the medical team and warehouse team in the formation of medical kits for distribution to medical facilities.
  • Monitoring and control of hospitals and primary health care facilities by conducting visits and informing the immediate supervisor, if the security situation allows.
  • Assist in the training of medical personnel in order to build capacity and ensure maximum use of their skills.
  • Provide support to the line manager in the planning, development and implementation of projects. 
  • Provide support in the preparation of timely project reports and ensure the collection of relevant health data.
  • Support the department in producing monthly reports on field drug consumption.
  • Work closely with the MMK medical staff to achieve the health project goals and objectives.

  • Comply with the Code of Ethics and Business Conduct of MMK and internationally recognized humanitarian principles.
  • Comply with all rules and regulations of MMK, including passing a security check before the trip.  
  • Any other tasks as requested by immediate supervisor or authorized person.
  • Ensure proper distribution plans/ donation of all medicines that expire within six months.
  • Ensure readiness for timely and efficient supply of medicines, consumables and medical equipment, replenish stocks and ensure operational processes and mobile clinics according to the operational needs of the project and according to the budget agreed with the donors.
  • Review and identify key purchases of medical supplies in the procurement plans/budgets of all active grants, as well as proactively and make timely requests to the country procurement team and/or the global procurement team, depending on the location of the supplier of these goods.
  • Check the list of medical goods/pharmaceuticals in project proposals and ensure its compliance with the results and goals of the project. Ensure timely delivery of all lists of medical products identified during the development of the project application to GPSU (Global Pharmaceutical Service Unit) for review and approval.
  • Ensure compliance of supplies with the agreed plan activities/work plan of each project and proactively identify any potential risksdelays, proposing measures to reduce them.
  • Carefully monitor stock levels and expiration dates of medical supplies, regularly update information and/or refer to senior management as necessary.
  • Any other tasks at the request of the immediate supervisor or an authorized person.
  • Additional duties, such as temporary expansion of territorial responsibility, filling of vacant positions for a certain period, replacement of colleagues who are on sick leave/annual leave/business trip, internal duplication of positions, as well as any specific tasks related to the needs of the organization.

< p style="font-weight: 400; font-style: normal">Minimum requirements

  • Education as a doctor or nurse with a master's degree in public health or a related field.
  • Minimum of 3 years of professional experience in implementing programs in the field of health care.
  • Minimum of 1 year of experience working with NGOs in a humanitarian or development context; previous experience in emergency response, conflict/post-conflict situations is a plus.
  • Ability to analyze and interpret data and track performance against programmatic indicators.
  • Skills and knowledge in program sustainability and capacity building, as well as project monitoring and evaluation (using both quantitative and qualitative methods).
  • Fluency in written and spoken English.
  • A confident user of Microsoft Office.
