Premier Urzhans International (PUI) is a non-profit, non-political and non-religious humanitarian non-governmental organization. PUI started humanitarian activities in Ukraine in February 2015 with the aim of restoring and ensuring access to primary health care services for the local population and internally displaced persons affected by the armed conflict and improving living conditions by providing for their basic needs.  style="font-weight: 400">Education: higher education in the field of medicine, as well as medical internship. Master's degree in pharmacy, public health or project management will be an advantage.

Work experience: minimum 3 years of experience working in international non-governmental organizations in the field of health project coordination. Previous experience as a healthcare manager or a similar position is an advantage.

Languages: Fluency in Ukrainian, Russian and English.

Knowledge and skills:

  • Good communication skills

  • Excellent planning and forecasting

PC proficiency: Confident knowledge of the Microsoft Office package (Microsoft Word, Excel, etc.).  operational strategy of the mission in the field of health care, as well as for the quality of current and future health care programs at the stages of development, implementation, monitoring and evaluation. He/she builds the capacity of the mission's health department and provides technical support to project teams and, in particular, health project managers on a functional basisal connections. He/she represents the PUI to the authorities, humanitarian organizations and donors in the health sector. 

TASKS AND DUTIES

  • Context Analysis / Strategy / Development: Participates in the development of the operational health strategy and contributes to the development of new relevant health interventions within the mission based on the identified health needs of the country and in accordance with the policy and concept of health interventions developed by the PUI. In coordination with the health team, he/she carries out epidemiological monitoring in the country and analyzes strengths and weaknesses from a public health perspective.

  • Ensuring the appropriate quality of programs: Provides technical support in his area of expertise to program teams, in particular, to multi-sectoral project managers, and ensures the quality and effectiveness of the mission's health care programs. 

  • He/she represents the PUI at the health cluster/health sector coordination group meetings. Facilitates appropriate information sharing within the healthcare sector. 

  • Personnel Management / Training: Provides technical support to project teams, including healthcare teams. Provides support to multisectoral project managers in the selection of technical personnel for health care. Working with the Chief of Mission and/or Deputy Chief of Mission for Programs and the Headquarters Health Technical Advisor, he/she identifies key strengths, weaknesses, opportunities, and gaps in the health department. He/she supervises the content of health care trainings and the quality of health care activities based on identified needs.  

  • Logistics and Administration: Ensures compliance with logistics and administrative procedures by the teams under his/her direction and informs logistics and administration departments of any relevant changes. 

  • Security: Promotes mission security and shares all security related information,with your immediate supervisor and/or mission security chief. If necessary, he/she participates in the selection of referral options for the provision of medical care to foreigners working in the mission. 


SPECIFIC TASKS

1. Participate in health context and needs analysis, health strategy definition and development of new health interventions. 

2. Monitoring and improving the quality of health care programs. 

3. Provide external representation and sectoral coordination of PUI for the health care sector. 

4. Supervise the healthcare team. 

5. Provide logistical and administrative monitoring of programs in the field of health care. 

6. To ensure the safety of persons and material values.

The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

QUALIFICATIONS

Education  Degree:  High  School  or  Secondary  School   Certificate  or  Bachelor’s   Degree  in  Safety   and  Security  or  other  related   fields.

Work  experience:  at  least  two  years  of  work  experience   within  safety  and security  field  for  NGOs

Language  Skills:  Fluent  in  English,  Ukrainian  and  Russian.

Knowledge  &  skills:  Good  critical  and  analytical  thinking;   wide  and  broad understanding  of  context  of  Ukraine.  Ability   to  synthesise  a  wide  scope  of information.   Solid  organizational  skills,   excellent  communication  and interpersonal  skills.   Solid  programmatic,  financial,   and  organizational  planning   skill  is  highly   desirable.  Flexible  and  adaptable  with  regards  to  the implementation  of  the  daily  work.  Have  a  good  Stress  Resistance   coping mechanism.  

Computer  skills:  Confident  user  of  Microsoft  Office   (with  focus  on  Excel  and Word  and  Outlook).


GENERAL  OBJECTIVE

  • Context analysis / Strategy / Development: S/he participates in the development of the operational strategy in Health and contributes to the design of new relevant Health interventions on the mission based on the identified Health needs in the country, and in line with PUI’s Health policy and intervention framework. In coordination with the Health team, s/he carries out epidemiological monitoring for the country and analyses strengths and weaknesses from a public health perspective. 
  • Programmes quality: S/he provides technical support in his/her field of expertise to the programme teams, in particular to the Health Programme Managers, and ensures the quality and effectiveness of the mission's Health programmes. 
  • Representation / Coordination: S/he ensures PUI's external representation for the Health sector to partners, donors, national authorities and local actors. S/he represents PUI in the Health Cluster / Health sector coordination group meetings. S/he contributes to the good information sharing within the Health sector. 
  • Human Resources / Training: S/he provides technical support to the project teams and in particular to the Health teams. S/he provides support to the project managers for the recruitment of technical staff in Health. Working alongside the Head of Mission (HoM) and/or the Deputy HoM for Programs and the HQ Health Advisor, s/he identifies key strengths, weaknesses, opportunities and gaps within Health department. S/he supervises the content of Health training and the quality of Health activities on the basis of identified needs. 
  • Logistics and Administration: S/he ensures the teams under his/her responsibility follow logistic and administrative procedures and keeps the logistic and administrative departments informed of any relevant developments. 
  • Security: S/he contributes to the compliance with security rules on the mission and shares all information related to security with his/her line manager and/or to the mission's security manager. S/he contributes when necessary to the choice of referral options for the health care of the mission's expatriates.
