CONTEXT

Three MdM (Doctors of the World) chapters are directly implementing activities in Ukraine: 

  • MdM Spain has the lead for global MdM repsonse in the country and covers Kiev and surroundings, Donbass, Kharkiv, Zaporidja
  • MdM Germany covers Dnipro and Vinitsia
  • MdM France covers the Southern part, Odessa, Mykolaiv, Kherson

In Mykolaiv oblast, MdM-F supports Mykolaiv Ukrainian Red Cross Society (URCS) in restoring access to primary health care and Mental Health and Psychosocial Services (MHPSS) for populations affected by the conflict. The component of sexual and reproductive health, as well as Gender Based Violence is part of this project.


Main activities

Supervision, management, and monitoring process of health activities/services :

  • The Health Activity Manager will monitor the activities in the area of intervention or any other areas upon request.
  • He/she will be responsible for ensuring that all activities of the project are directly led by MdM-F meet the MdM-F standards as per protocols and guidelines.
  • Contribute to the updating of guidelines relevant to the activities.
  • Provide regular inputs and propose any revision or update of activities when relevant with public health benefit or efficiency.
  • Draft action plans and follow-up indicators and results in each area.
  • Collaborate and participate, in any field survey, data collection and/or needs assessment organized by MdM-F in relation to the activities.
  • Represent MdM-F with local authorities and partners upon request of Field Coordinator.
  • Support the supervision of material, equipment and consumables needed for activities (including allocations to partners).
  • Support data collection by compiling and analyzing data.
  • Draft activity reports.
  • Contribute to the drafting of project proposals and donor reports.
  • Contribute to mission documents such as evaluations, surveys, and capitalizations.
  • Participate in defining activities and planning resources

Team Management :

  • Provide support in the management of the staff: MdM-F rules and regulations, compliance with job profiles, recruitment process, definition of individual action plans, monitoring of staff leave and appraisal.
  • Ensure that the MdM-F staff are aware and competent in the use of the national, international, and MdM-F protocols in the management of their specific roles (Clinical guidelines, IMCI, rational use of antibiotics, etc.).
  • Participate in team set up and adjustment according to human resource needs with the program.
  • Identify training needs and provide regular training for MdM-F employed staff.
  • Implement staff meetings for those under the direct supervision of the Medical Activity manager.
  • Advise, arbitrate, and support measures to be taken in the event of difficulties, malfunctions and/or incidents.

Monitoring and Evaluation

  • Verify and conduct quality control of data (completeness and consistency of data and data-base).
  • Monitor data entry and indicators on the Monitool.
  • Contribute to evaluation of the projects and impact studies, etc.

Reporting :

  • Share any relevant context and demographic information and analysis with Field Coordinator.
  • Ensure accurate and complete collection of all activities related to the programs (morbidity, SRH, GBV, nursing, etc.) on the basis defined with partners, and report data as/when directed.
  • Provide reports to the Field coordinator as requested.
  • Submit staff meeting minutes to Field Coordinator.
  • Report any security related issues to the Field Coordinator.

External Communication :

  • Maintain regular professional contacts with other NGOs and institutions, through meetings, training, workshops, etc.
  • Upon request of Field Coordinator, represent MdM-F as the Health focal point as needed and provide appropriate feed-back.
  • Liaise with community members on health issues.
  • Attend technical team meetings and Mykolaiv base team meetings.
  • Participate in information flows and communication about the program.
  • Participate in Advocacy duties.


Other Expectations :

  • Participate in assessments/service mapping, where and when necessary.
  • Keep MdM-F team informed on any issues related to logistics.
  • Assist the Health Co/Field Co in dealing with local health authorities and local partners if necessary.
  • Support operational organization of MdM-F programs/activities.
  • Translate verbally and by written when necessary.
  • Support other related MdM-F tasks as assigned by the Field Co/ Health Co.


Skills required

Training & Experience

  • Medical doctor.
  • Demonstrated professional experience of at least 3 years in the humanitarian field, including at least 1 experience with INGO.
  • Public Health diploma is an asset.

Technical skills

  • Knowledge of project cycle management.
  • Ability to analyze the context and the trends.
  • Use project management tools.
  • Strong ability to lead a team of direct and indirect co-workers, including partners, and to mobi-lize skills in a volatile environment

Soft Skills

  • Autonomous.
  • Good teamwork skills, good interpersonal skills.

EMPLOYMENT CONDITIONS :

  • Contract Type : Fixed term contract.
  • Duration : 12 months (possibility for extension).
  • Starting date : As soon as possible

  • Salary according to MdM classification (non-negotiable): basic gross salary 83865.91 UAH + food and transportation allowances.

У Миколаївській області МДМ-Ф підтримує Миколаївське товариство Червоного Хреста України (ТЧХУ) у відновленні доступу до первинної медико-санітарної допомоги та психічного здоров'я та психосоціальних послуг (ПЗПСС) для населення, яке постраждало внаслідок конфлікту. Компонент сексуального та репродуктивного здоров'я, а також гендерно зумовленого насильства є частиною цього проекту.

ОСНОВНІ ОБОВ'ЯЗКИ

Нагляд, управління та моніторинг процесу медичних заходів/послуг:

  • Менеджер з питань охорони здоров'я буде здійснювати контроль за діяльністю у сфері надання медичних послуг або в будь-яких інших сферах за запитом.Він/вона відповідатиме за те, щоб усі заходи проєкту під безпосереднім керівництвом MdM-F відповідали стандартам MdM-F згідно з протоколами та настановами.
  • Сприяти оновленню керівних принципів, що стосуються діяльності.Надавати регулярну інформацію та пропонувати будь-який перегляд або оновлення діяльності, якщо це стосується користі або ефективності для громадського здоров'я.Складати проєкти планів дій та подальших індикаторів і результатів у кожній сфері.Співпрацювати та брати участь у будь-якому польовому дослідженні, зборі даних та/або оцінці потреб, організованому MdM-F стосовно діяльності.
  • Представляти MdM-F перед місцевими органами влади та партнерами за запитом польового координатора.
  • Підтримувати нагляд за матеріалами, обладнанням та витратними матеріалами, необхідними для діяльності (включно з розподілом коштів між партнерами).
  • Підтримувати збір даних шляхом компіляції та аналізу даних.
  • Складати звіти про діяльність.
  • Сприяння у підготовці проектних пропозицій та звітів для донорів.
  • Сприяти підготовці документів місії, таких як оцінки, опитування та капіталізація.
  • Брати участь у визначенні діяльності та плануванні ресуrsiv.

Team management:

  • Provide support in personnel management: rules and regulations MdM-F, compliance with job duties, recruitment process, determination of individual action plans, leave monitoring and personnel evaluation.
  • Ensuring awareness and competence of MdM-F personnel in the use of national, international protocols and MdM- F in the management of their specific roles (clinical guidelines, Integrated management of childhood diseases, rational use of antibiotics, etc.).
  • Participate in creating and adjusting the team according to the program's human resource needs.

Monitoring and evaluation:

  • Checking and quality control of data (completeness and consistency of data and database).
  • Monitoring the entry of data and indicators in the Monitool system.
  • Participating in the evaluation of projects and studying their impact, etc. .

Reporting:

  • Share any relevant contextual and demographic information and analysis with field coordinator.
  • Ensure accurate and complete data collection on all program related activities (incidence, SRH, HON, nursing care, etc.) on a basis defined jointly with partners and provide reports as required field coordinator.
  • Provide reports to the field coordinator upon request.
  • Provide minutes of staff working meetings to the field coordinator.
  • Notify the field coordinator of any issues related to related to security.

External communication:

  • Maintain regular professional contacts with others NGOs and institutions through meetings, trainings, seminars, etc.
  • At the request of the field coordinator, if necessary, represent MdM-F as a medical representative and provide relevant information.
  • Maintain communication with local residents on health issues.
  • Participate in meetings with the technical team and meetings with the core team in Mykolaiv.

Other expectations:

  • Take participate in assessment/mapping of services where and when necessary. Inform the MdM-F team of any logistical issues.
  • Assist the Health Coordinator / Field Coordinator in the work with local health authorities and local partners as needed.
  • Support operational organization of MdM-F programs/activities.Interpret and translate as needed.
  • Assist in implementation other tasks related to MdM-F, as assignedfield coordinator/health coordinator.


Skills required

Education and experience

  • Medical education.
  • Confirmed professional experience of at least 3 years in the humanitarian field, including at least 1 experience of working with an NGO.
  • Diploma in healthcare is an advantage.

Technical skills

  • Knowledge of project management cycle.
  • Ability to analyze context and trends.Using project management tools.
  • Strong ability to lead a team of direct and indirect employees, including partners, and mobilize skills in a changing environment.
