The international charitable organization "Eastern Europe Foundation" as part of the implementation of the Swiss-Ukrainian program "Electronic governance for government accountability and community participation (EGAP)" announces a competition for the search for a leader of the transformation team to work with DPS.

EGAP program implemented by the Foundation Eastern Europe and the Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine and financed by the Swiss Agency for Development and Cooperation, aimed at using digital technologies to improve the quality of governance, improve the interaction of authorities, businesses and citizens and promote social innovation in Ukraine.

Main tasks:

1. Diagnosis of the current state (TADAT + DTMM)

  • Analytics: self-assessment according to the TADAT methodology (9 Performance Outcome Areas). In parallel, there is a self-assessment of the digital maturity of the DPS according to the OECD DTMM (5-level scale). Setting baselines for all OKRs/KPIs Concepts for the 6 dimensions of the OECD DGPF.
  • Leadership: formation of diagnostic working groups (TWGs) for each of the 8 components. Coordination of interviews with DPS top management. Facilitation of workshops with structural divisions for data collection.

2. Development of a detailed plan for the implementation of the transformation

  • Analytics: development of a detailed plan for the implementation of the program for 48 months with decomposition by phases and components (6 dimensions of OECD DGPF, L&D, Strategic Communications, PMO). Creation of a risk register with 8+ risks and mitigation plans. Development of the TCO model and clarification of the program budget based on the results of diagnostics. Procurement planning for Phase 2.
  • Leadership: approval of the plan with the Head of DPS. Presentation of the plan to the Steering Committee (SC) for approval.

3. Formation of the program management structure

  • Analytics: designing and launching the organizational structure of the program, in particular the Supervisory Committee (MoF, Head of the DPS, donors, Ministry of Statistics), PMO (8–12 positions), Technical Working Groups (TWGs) for all 8 components. Development of work regulations and RACI matrices. Development of a methodology for monitoring transformation progress (dashboard, metrics, reporting).
  • Leadership: selection and onboarding of key PMO positions. Conducting constituent meetings of SC and TWGs.

Qualification requirements for the leader of the transformation team:

Education: Master's or Bachelor's degree (management, public administration, economics, IT or related majors).

Work experience: from 5 years in the field of organizational development and change management in large organizations (3000+ people). From 1 year in the position of Lead/Head in transformational projects. Experience in working with state and public organizations is a significant advantage. Experience in conducting TADAT, DTMM or similar organizational diagnostics is an advantage.

Methodologies and frameworks: Change Management (ADKAR, Kotter), Organizational Design (TOM, Galbraith Star), RACI, OKR/OKR/KPI - a must. OECD Digital Government Policy Framework (6 dimensions), TADAT (9 POA), DTMM, OECD Tax Administration 3.0 - a significant advantage.

Technical skills: organizational design and BPMN2.0 notation (AS-IS mapping). Development of TCO models and budget scenarios. Building competency models. Tools: Camunda, Miro, PowerPoint, Excel, BI platforms.

Additional skills: preparation of donor-ready documentation (TADAT reports, project plans, budget justifications). Facilitation of strategic sessions in large organizations. Fluency in Ukrainian; English B1+.

The format of the work is mixed (offline and online). Preference is given to candidates who will be able to work in the city of Kyiv.
