The purpose of the position:

1. Develop and implement cross-regional monitoring, evaluation and reporting (PMER) strategies and plans to cover different regions and projects.

2. Coordinate cross-regional initiatives and programs, including ensuring their compliance with the organization's strategic goals and requirements.

3. Interact with regional departments and teams to ensure cross-regional data collection and processing and work coordination.

4. Monitor and evaluate the activities of various regional projects and initiatives to identify trends and achieve results.

5. Develop and implement PMER tools and methods to improve data collection, analysis and reporting processes.

6. Prepare and submit reports on the results of interregional initiatives and programs.

7. Manage a team of PMER specialists and provide support to ensure effective coordination of work.

8. Develop recommendations to improve the results and effectiveness of interregional programs and projects.

9. Participate in the development of policies and strategies of the organization in the field of interregional PMER.

10. Conduct research and monitoring in different regions with the aim of collecting and analyzing important data and information to evaluate the effectiveness of programs and projects and coordinate work.

11. Provide support and coordination withconducting telephone surveys or other methods of data collection to assess the tasks and goals of interregional initiatives.

Main responsibilities:

Strategic coordination:

  • Lead the integration of planning, monitoring, evaluation and reporting (PMER) into the activities of the inter-regional and programmatic units of the TCC, ensuring that approaches are adapted to programmatic needs in compliance with QCA standards and donor requirements.
  • Work closely with PMER coordinators and senior specialists to ensure that monitoring, evaluation, training and reporting processes are aligned with programmatic needs.
  • Act as one of the key contacts between programmatic and cross-regional structures of the TCM and the PMER unit, promoting a shared understanding of PMER strategies and their application.

Capacity development:

  • Provide supervision and mentoring to PMER sectoral specialists in their support of programmatic and regional divisions.
  • Support the conduct of familiarization trainings and sessions on PMER issues for personnel at all levels of the organization (national, interregional, regional, local) as needed.

Quality assurance:

  • Check project proposals prepared by the project development team and/or the Project Management Office (PMO) to include monitoring and evaluation components, appropriate budget, and also support the creation of a logical project framework, ensuring its alignment with the OnePlan Strategy of the TCHU and existing program data.
  • Contribute to the use and adaptation of standard PMER templates and tools by program and regional teams to standardize information and ensure quality data collection.
  • Monitor compliance and effective application of standard operating procedures (SOPs) in the PMER area, proactively identify deviations and collaborate with relevant teams to eliminate them or adapt approaches.

Additional responsibilities:

  • Represent the PMER sector at internal and external meetings as needed.

To conduct active work to achieve the goals of the Red Cross Movement.

  • To adhere to the principles of the Red Cross movement and to work in accordance with them.
  • To perform any other work-related tasks and duties as assigned by the immediate supervisor.
  • Requirements for the candidate:

    • Higher education in the field of social sciences, natural sciences, project management, public administration (or equivalent/relevantrelevant education)
    • Relevant experience in MEAL or project management (minimum 3 years).
    • Previous leadership experience, including managing team members.
    • Experience working on multi-sectoral or multi-donor projects.
    • Previous work in a humanitarian organization or NGO.
    • Knowledge of results-oriented management (RBM).
    • Familiarity with International Federation of Red Cross and Red Crescent Societies PMER standards and practices.
    • High level of data analysis skills using Excel, SPSS or similar tools.
    • Understanding of quantitative and qualitative research methods.
    • Experience with data collection tools and platforms (e.g. KoboToolbox, ODK, CommCare).
    • Ability to read, write and translate large volumes of information in English.
    • Awareness of PMER IFRC standards and practices.
    • Fluency in Ukrainian.
    • English language proficiency at a level not lower than B2.
    • Excellent communication skills.
    • Ability to cooperate is desirable and work in a team.
    • The ability to make decisions will be an advantage.
    • Skills to cooperate with partners/contractors, local organizations.
    • The ability to apply non-standard/innovative solutions in work is desirable.
    • The ability to build trust will be an advantage.
