a project manager/head of the project management department to provide overall leadership and management of the creation of a new project management unit. This position involves the management and supervision of the work of the project management department, which is responsible for cooperation with the program, operational and financial units in order to ensure the successful implementation of the initiatives of the Red Cross Society of Ukraine. This position combines skills and experience in project and financial management, donor compliance and impact monitoring to ensure effective project management at all stages of the project lifecycle.

Responsibilities:

  • Coordinate with senior management to create processes and systems to ensure effective project management and implementation within the organization.
  • Manage the activities of the project management department and determine how to allocate team resources between projects.
  • Provide strong and effective support to project managers.
  • Contribute to the implementation of project management best practices across the
  • organization, involving project managers, operations and finance staff.
  • li> Communicate with senior management about successes, challenges and lessons learned during project implementation and share them throughout the organization.
  • Implementation and compliance with project management requirements:

    • Ensure the implementation of projects in accordance with the goals and expectations of donors, as well as the core values, strategic plan, and guiding principles of the TCHU.
    • Ensure compliance with the terms of project agreements, policies and procedures of TCHU and relevant external rules and regulations. 
    • Provide essential project management support by helping project managers to successfully implement projects and achieve results.
    • Manage efficient and effective mechanisms for launching and closing projects.
    • Monitor project budgets and forecasts, working with project managers to explain variances and propose and take action to adjust program course as necessary. 
    • Review monthly project reports to ensure monthly financial oversight.
    • Develop and maintain professional working relationships with donors and project partners.

    Project reporting and monitoring:

    • Provide advice to the PMER (Planning, Control, Monitoring and Evaluation) department and co-create tools and systems to track donor reports and project results, and collaborate with project managers to ensure project planning and evaluation.
    • Provide support to project managers in working with divisions (Finance, PMER, Logistics, etc.) to respond to donor requests, ensuring timely closure of requests.

    Personnel management, professional development and team building:

    • Create a work environment conducive to the professional growth and development of excellent staff at all levels.< /li>
    • Contribute to increased accountability by conducting semi-annual/annual staff performance evaluations using a performance planning and management system.

    Requirements:  

    < p>Knowledge and skills required:

    • Higher education or its equivalent in project/program/portfolio management, international development, MBA, political science or related specialties.
    • Five (5) years of work experience in the field of project/program/portfolio project management in public organizations in a similar position or in a similar organization (experience working with donors ECHO, USAID, OCHA , BHA, FCDO, UN agencies and others will be a significant advantage).
    • Understanding key practices and standards of humanitarian response (project and program cycle, reporting requirements, principles of working with donor organizations, etc.).
    • General financial, administrative and information skills, as well as IT skills.
    • Excellent written and oral communication skills in English required.
    • Excellent communication and negotiation skills .
    • Ability to practically demonstrate successful experience in all of the key competencies listed above.
    • Ability to work independently with minimal supervision from management, prioritize multiple work tasks in a fast-paced environment, adhere to deadlines, make informed professional decisions.
