Red Cross Society The Cross of Ukraine is the largest humanitarian organization of Ukraine, which is one of the first to respond to all emergency situations in the country and provides assistance to those who need it most.

Purpose of the position: The head of the long-term care department organizes and coordinates the work of the department, ensures effective personnel management and high-quality performance of the department's functions. Participates in the preparation of internal documents and proposals to the management, forms the structure and personnel decisions, develops job instructions and creates a favorable psychological climate.

Ensures the professional development of employees, interacts with the heads of external organizations, implements control systems and prevents conflicts of interest. Organizes familiarization of employees with legislative changes and internal regulations. Notifies the management of violations or risks, and also monitors compliance with legislation and internal documents of the NC TCHHU.

Strategic planning and program development:

  1. Ability to develop complex programs of long-term care, which currently combines care at home and active longevity clubs, based on a careful assessment and analysis of the needs of the community, the region.
  2. Efficiency in determining priority initiatives and their alignment with the goals and objectives of the organization.
  3. Ability to develop innovative approaches to solving new challenges in the field of long-term care.
  4. Development and implementation of alternative models and sources of funding, which include partner organizations, state and non-state funds and programs, local self-government bodies, communities, businesses, etc.
  5. Development and implementation of programs focused on state standards for the provision of social services.

Leadership and cooperation:

  1. Excellent communication skills in collaboration with program teams and units of the CHU to effectively implement initiatives in the field of long-term care.
  2. Promote collaboration and partnership with internal and external stakeholders, including community residents, health care providers, government agencies and NGOs.
  3. Effectiveness in advocacy long-term care priorities, promoting a culture of care, dignity, and service in the organizations and communities served.

Monitoring and Evaluation:

  1. Ability to create monitoring systems and program effectiveness evaluations in the field of long-term care.
  2. Ability to analyze and interpret data on the long-term care needs of community residents to track progress, identify problems, and make data-based decisions.
  3. Ability adapt strategies and programs based on evaluation results and lessons learned to continuously improve the implementation and outcomes of long-term care initiatives. and implement comprehensive long-term care programs consistent with the organization's mission and goals.
  4. Collaborate with internal teams and external partners to identify community long-term care needs and develop targeted interventions.
  5. Manage projects, including budgeting, resource allocation, and monitoring progress and outcomes.
  6. Provide technical guidance and support to field staff and volunteers who participate in long-term care activities.
  7. Coordinate work with government agencies, NGOs and other stakeholders to ensure efficient use of resources and achieve maximum impact.
  8. Conduct regular analysis and evaluation to determine the effectiveness of interventions and identify areas for improvement.
  9. Ensure compliance with relevant rules, protocols and ethical standards in all activities long-term care.
  10. General duties:

    • Actively work to achieve the goals of the Red Cross Movement.
    • Follow the principles of the Red Cross movement and work accordingly to them.
    • Perform any other work-related tasks and duties as assigned by the immediate supervisor.

    Requirements for the candidate:

    • Master's degree in economics, management, marketing, or related fields.
    • Experience in public organizations.
    • Experience in project activities.
    • Experience in program development, implementation, and evaluation.
    • Project management, including budgeting, planning, and monitoring.
    • Experience with various population groups and cooperation with stakeholders at various levels.
    • In-depth understanding of home care service principles is desirable.
    • Skills in data analysis and interpretation, ability to use the results obtained to make decisions.
    • Excellent communication skills, both written and verbal, with the ability to convey complex information clearly and effectively.
    • Computer skills (Microsoft Office package, mail).
    • Ability to effectively plan time.
    • Fluency in Ukrainian.
    • Fluency in English will be an advantage.
    • Ability to cooperate and work in a team.
    • Ability to make decisions.
    • Ability to cooperate with partners/contractors, local organizations.
    • Ability to apply non-standard/innovative solutions at work.
    • Ability to build trust.
    • Adaptability and resilience in complex and dynamic environments.
    • Strategic thinking and problem-solving skills.
