DRC is currently seeking highly qualified Housing Rehabilitation Project Team Leader to join the team in Kharkiv.
Overall Role Objective
Housing Rehabilitation Project Team Leader will manage 8 staff and to ensure efficient and effective implementation of the program, including technical support and coordination of recovery activities. He/she will be responsible for the management and leadership of the housing regeneration team, providing technical support and advice on all issues arising within the team, will ensure the quality of planning, implementation and control of all technical aspects of the sector's activities.
Your main responsibilities will be
Leading and managing the team:
- Providing technical support and managing the team.
- Ensuring the quality of planning, implementation and control of all technical aspects of the sector's activities, implemented by the DRB.
- Develop and maintain good relations with persons under care, relevant stakeholders and other humanitarian organizations with the aim of supporting the proper implementation and coordination of sectoral activities of the DRB.
- Ensure effective planning and quality implementation of sectoral/support activities.
- Monitor the quality of the team's day-to-day activities and ensure timely completion of all field work and field teams.
- Develop and initiate new ideas to maximize assistance to beneficiaries, maintain contact with local authorities responsible for housing construction and infrastructure in the region of operation.
Program and operational activities:
- Ensure efficient and effective program implementation, adhering to budget and work plan.
- Provide technical support and input to all housing-related activities.
- Liaise with selected construction companies to coordinate restoration work and ensure quality standards are met DRB.
Coordination and representation:
- Collaborate with relevant internal and external technical experts on sector-related issues.
- Represent DRB at meetings and other relevant technical coordination meetings.
- Ensuring integration with other sectors of the DRB
Development of projects:
- Development of project tools, plans and budgets for funding.
- Project implementation, reporting and evaluation
Logistics/Finance:
- Maintain monitoring of financial commitments and expenditures against budgets and provide timely feedback communication regarding the control of budget implementation.
- Ensuring the preparation of all documentation related to the provision of assistance in accordance with Ukrainian legislation and DRB requirements
- Planning and proactive coordination of logistics and movement of personnel from and to different operational areas.
- Initiating procurement and ensuring their implementation.
About You
To successfully fulfill this role, we expect you to have at least 2 years of management experience, preferably in the field of humanitarian response in an international non-governmental organization, UN agency, specialized ministry or local authority and 3 years of professional experience in the housing and resettlement sector.
In addition, we also expect mandatory:
- 2 years of practical work experience in the sector, preferably in an international non-governmental organization
- Minimum 3 years of professional work experience as an engineer responsible for construction projects or similar experience
- Languages: English at a level no lower than Upper Intermediate and professional command of the Ukrainian language
- Computer literacy: Excellent command of MS Word, Excel and PowerPoint, software skills providing GIS and AutoCAD is an advantage
- Higher education, master's degree in the field of construction and architecture, civil engineering or related field.

We offer:
- Duration of contract: Three-month trial period, which can be extended subject to availability of funding and effective work.

- Start date: January 2026.

Salary and conditions will be in accordance with the Conditions of Employment of National Staff of the Danish Refugee Council.
