Samaritan's Purse is a non-denominational evangelical Christian organization that provides spiritual and physical assistance to affected people around the world. Since 1970, Samaritan's Purse (hereafter SP UA) has helped meet the needs of people affected by war, poverty, natural disasters, disease and famine with the goal of sharing God's love through His Son, Jesus Christ. The organization serves the Church throughout the world to spread the Gospel of the Lord Jesus Christ.

The Health Program Manager (CM) is a non-medical position responsible for the strategic direction and operational oversight of all aspects of the Health Program, including implementation, monitoring, reporting and compliance.

The CM works closely with members technical team, including licensed and practicing physicians, nurses, and psychologists, as well as cross-functional support teams. He/she ensures high-quality program implementation through effective staff supervision, health care supply chain management, and coordination of remote medical teams.

This role requiresstrong leadership, meticulous attention to detail, and proactive collaboration to ensure timeliness, accountability, and compliance of medical interventions with Ukrainian legal and organizational standards, as well as expectations donors. The effective management and accountability of the health program manager directly contributes to the impact, integrity and sustainability of health initiatives.

Responsibilities

  • Develop, communicate and monitor project strategies and objectives, ensuring their alignment with approved program objectives, budget, key performance indicators and donor requirements.

  • Ensure direct management and supervision of Health Program staff, supporting effective implementation of activities and achievement of program objectives in accordance with logical structures, budgets, work plans, proposals and organizational policies.

  • Manage all program operations, ensuring coordinated planning, timely execution, budget compliance and adaptive management of activities among multiple stakeholders parties.

  • Oversee the accurate tracking, storage, distribution and reporting of all medical supplies and goods in accordance with established procedures, accountability standards and audit requirements.

  • Work closely with HR, procurement, finance, logistics and other support departments to ensure consistent processes and smooth operations programs.

  • Represent Samaritan's Purse's Purse Health program to International Health Headquarters (IHQ), implementing partners, health cluster coordination mechanisms and other relevant external forums.

  • Provide proposals for the development and revision of strategic plans for new or expanded health and medical programs service.

  • Supportlead monitoring, evaluation and reporting processes to ensure accurate documentation of program activities, outcomes and lessons learned.

  • Perform other duties as assigned, demonstrating flexibility, professionalism and commitment to program excellence.

Skills and qualifications required

  • Nursing or clinical medicine qualification obtained in an accredited institution, with a valid practice license and 2-3 years of clinical experience; Medical degree (MD or equivalent) preferred.

  • 2-3 years of experience working in emergency medical programs.

  • More than two years of technical experience in humanitarian project implementation, including proposal development, program implementation, and monitoring and evaluation preferred.

  • Proven experience in team management, capacity building, mentoring, and supervision of medical personnel.

  • Experience in leadership in complex or emergency situations, managing diverse teams.

  • Strong project management, financial control, organizational and interpersonal skills; ability to promote collaboration and team cohesion.

  • Fluency in Microsoft Word, Excel and Outlook; daily use of Excel is mandatory.

  • Share the values ​​and mission of the organization, show dedication to serving people, adhere to ethical standards and principles of respect for all cultures and religions.

Language

Fluency in English and Ukrainian is mandatory. Ability to read, interpret and write documents in English, including technical instructions and reports.

Reasoning ability

Ability to solve practical problems and work with a variety of variables in situations where there is only limited standardization. The ability to interpret instructions in written, oral form, in the form of diagrams or schedules. MON-FRI

The start of the contract is January 1, 2026.
