Purpose of the position:The head of the Department of Construction and Disaster Recovery works within TCHU — an organization that works to reduce human suffering and support vulnerable categories of the population, contributing to the transition from emergency response to long-term stabilization, development and strengthening of community capacities.
The main components of the activities of the TCHU in the field of recovery are:
- Restoration of housing and critical infrastructure (water, energy, transport, medical facilities)
- Restoration of livelihoods (economic integration, micro-grants, retraining)
The head of the department is expected to:
- Implementation of strategic plans and consistency with national strategies.
- Quality of program management (terms, budget, reporting, monitoring of results).
- Development and support of partnerships, attraction of resources and representation of TCHU in external coordination processes.
Main responsibilities:
1. Strategic management
- Development and implementation of the department's strategic plan in accordance with the mission of the TCHU and state recovery priorities.
- Ensuring adaptation of programs to the fast-moving context, orientation to long-term sustainability and effective useresources.
- Monitoring the effectiveness of implemented programs, with adjustments to approaches based on evidence and collected data.
2. Personnel management and capacity development
- Leadership, mentoring and creation of a favorable team environment.
- Assessment of personnel development needs and organization of professional development activities.
- Conducting regular evaluations of employee performance.
3. Integrated programming
- Ensuring the implementation of the principles of inclusion, safety and environmental sustainability.
- Supporting the implementation of community-based approaches.
- Using digital tools for needs assessment, planning and monitoring programs.
- Promotion programs as system solutions, integrated into the overall approaches of the TCHHU to sustainable recovery.
4. Program management
- Managing the planning, implementation and monitoring of recovery programs.
- Ensuring compliance with deadlines, budget limits and donor requirements.
- Preparation of regular reports on the progress of program implementation.
5. Coordination
- Conducting regular internal meetings with partners, regional teams and key stakeholders.
- Representation of the TCHU in interdepartmental coordination platforms, with the exchange of information within the Red Cross Movement and with donors.
- Supporting interaction with authorities (in particular, the Ministry of Infrastructure, OVA and others).
6. Resource Mobilization
- Finding funding opportunities, developing proposals in partnership with the fundraising team.
- Managing donor relationships and preparing reports on program achievements and impact.
7. Advocacy and Representation
- Representation of the interests of affected communities in national and international formats.
- Maintaining a positive image of the TCHU and increasing the recognition of its rehabilitation programs.
Requirements for positions:
- Higher education (Master’s degree).
- Minimum 3 years of professional experience in the field of rehabilitation or development.
- Experience of working in the field of rehabilitation or development in public or humanitarian organizations, or in government structures
- Experience in managing teams from5 years
- Experience in project activities will be an advantage
- Desirable experience in process optimization
- Experience in strategic planning and implementation of multi-sector projects
- Ability to analyze data, evaluate the effectiveness of programs and implement relevant improvements
- Fluent command of Ukrainian and English (oral and written)
- Confident use of Microsoft Office and other tools for program management
- Knowledge of methodology and principles of project and program management (in the humanitarian sector is desirable)
- Experience of communication with different categories of people, tact and diplomacy

- Analytical and systematic approach
- Ability to collect and analyze information, ability to systematize/consolidate information, analyze flows data
- Ability to work independently and in a team, quick adaptation
- Ability to cope with stress and work under time pressure
- Ability to prepare and issue reports

- Excellent communication skills for effective interaction with representatives of government structures and partners
